미국의 전 중앙은행 총재 폴 보커를 위원장으로 하는 독립적인 기구는 보고서에서 아난 총장의 관리 부실을 지적했으나, 아난 총장 자신이 부정에 개입되지는 않은 것으로 밝혔습니다.
이 보고서는 이라크에 대한 인도적 원조를 위해 석유를 사용하도록 한 계획과 관련, 유엔내에불법적이고 비 윤리적이며, 부정한 심각한 행위들이 있었다고 지적했습니다.

The United States says it will continue to work with United Nations Secretary-General Kofi Annan on reforming the world body, despite a report charging gross mismanagement of the Iraq oil-for-food program.
U.S Secretary of State Condoleezza Rice said Friday the new report's findings show the need for agreement on aggressive reforms to make the United Nations more effective.
She says Washington is confident Mr. Annan will support reforms necessary to make sure the corruption that plagued the U.N.-administered oil-for-food program does not happen again.
The damning report by an independent commission (lead by former U.S. central bank chief Paul Volcker) faults Mr. Annan for "administrative failings," but clears him of any corruption. The report concludes there were serious instances of unlawful, unethical and corrupt behavior within the United Nations in connection with the program that used oil proceeds to meet the humanitarian needs of Iraqis.
