미국의 콘돌리자 라이스 국무장관과 이탈리아의 지안프랑코 피니 외무장관은 이란 핵문제의 유엔 안전 보장 이사회 회부는 절대적으로 필요하다고 말했습니다. 라이스 장관은 또 유엔 회부 추진 움직임이 모멘텀을 상실하고 있다는 지적을 일축했습니다.

콘돌리자 라이스 미 국무장관과 지안프랑코 피니 이탈리아 외무장관간의 이번 회담에서는 이란 핵문제가 주를 이뤘고, 이란 핵문제의 유엔 안보리 회부 노력이 러시아를 비롯한 일부 주요관련국들의 반발에 처했다는 보도들이 나오고 있는 가운데 이루어 졌습니다.
그러나 피니 이탈리아 외무장관과 함께 모습을 드러낸 공동 기자 회견장에서 라이스 장관은 이란 문제는 매우 분명하다면서 이란의 고립만 부각될 안보리의 틀 밖에서 향후 더 많은 회담을 통해 얻게 되는 건 없다고 강조했습니다.
“이란은 유럽 연합과의 협상 장을 박차고 나가버렸습니다. 그들은 전에 했던 농축 및 재가동에 관한 활동 유예 약속을 파기했고, 나탄즈 핵시설에 있는 봉인을 제거했습니다. 이점이 저로서는 회부가 절실히 필요하다고 여기게 되는 것이며 국제 원자력 기구 이사회에서 안보리 회부를 추진하려는 것입니다. 그러면 안보리는 나중에 이란 문제를 맡을 수 있습니다. 안보리 회부는 반드시 성사되어야 합니다.”
피니 이탈리아 외무장관 역시 국제 사회가 이란의 행동에 의해 분열되지 않고 있다는 점을 부각시키기 위해 안보리 회부는 반드시 필요하다고 역설했습니다.
피니 장관은, 이스라엘을 지도에서 없애 버리겠다는 발언등 마흐무드 아흐메디네자드 이란 대통령의 최근 발언들때문에 이란의 행동은 도덕적 관점에서 볼때 더 더욱 받아들일수 없게 됐다고 지적했습니다.
동시에 피니 장관은 유엔 안보리가 유연함과 정치적인 혜안으로 이란 문제를 조사하기를 바란다고 말했습니다.
라이스 장관은 유엔 안보리 토론이 제재쪽으로 갈것으로 예상될 지라도 이란 국민을 고립시키는 것이 아닌, 이란 정부를 벌줄수 있는 방안이 창출되길 바란다고 말했습니다.
“이란 정권이고 이란을 고립시키는 것입니다. 국제 사회가 아닙니다. 아무도 이란국민의 고립을 바라지 않습니다. 이란 국민은 국제사회속에 통합될 충분한 자격이 있는 훌륭한 사람들입니다. 제가 우리 모두가 생각해봤으면 하는 생각들 중 하나는 바로 이란 국민들에게 어떻게 우리가 그들의 고립을 바라고 있지 않다는 메세지를 크고 분명하게 ,설득력 있고 사실적으로 전달할수 있을까 하는 것입니다.”
라이스 장관은 이란에 대한 무력 사용 가능성에 관한 질문에 대해서는 부시 행정부는 외교적 노력과정에 최선을 다할 결의로 있기 때문에 의제에 올라 있지 않다고 말했습니다. 라이스 장관은 그러나 부시 대통령은 협상장에 아무런 선택 사항도 배제하지 않고 있다고 덧붙였습니다.
이란은 비록 핵개발 목적이 평화적이라고 줄곧 주장하고 있지만 미국은 이란이 오래 전부터 비밀 핵무기 개발 계획을 보유해왔다고 말하고 있습니다.

INTRO: Secretary of State Condoleezza Rice and Italian Foreign Minister Gianfranco Fini say a U.N. Security Council referral of the Iran nuclear issue is an absolute necessity. The Secretary dismissed suggestions the drive for referral is losing momentum. VOA's David Gollust reports from the State Department.
TEXT: The meeting between Secretary Rice and her Italian counterpart was dominated by the Iran nuclear issue, and came amid reports the effort to send the matter to the Security Council for possible sanctions has run into resistance from some key parties including Russia.
But in a joint press appearance with the Italian Foreign Minister, Rice insisted that the case against Iran is clear and that there is nothing to be gained from further talks outside the Security Council format, which she said will underscore Iran's isolation on the issue:

"They have walked out of negotiations with the European-Three. They have broken the moratorium on enrichment and reprocessing, that they had been involved in, they have broken the seals at Natanz. It seems to me the case for referral is very strong and that's what we intend to seek at the I.A.E.A. Board of Governors meeting. The Security Council can then take up the matter at a later time, but the referral absolutely has to be made."

Mr. Fini, for his part, also said referral is an absolute necessity to underscore that the international community is not going to be divided by Iranian behavior.
He said Iran's actions have been made even more unacceptable from a moral standpoint because of recent statements by Iranian President Mahmoud Ahmadinejad, who has among other things threatened to wipe Israel off the map.
At the same time, he said he hoped the Security Council will examine the Iranian issue with "flexibility and political far-sightedness."
Secretary Rice said if the expected Security Council debate leads to sanctions, she hopes they can be crafted to penalize the Iranian government but not isolate the Iranian people:

"It is the Iranian regime that's isolating Iran. Not the international community. No one wishes to isolate the Iranian people. The Iranian people are a great people that deserve to be integrated into the international community, and I think that one thing we will want to think about is how whatever the course that is taken with Iran that the message gets through loud and clear both in rhetoric and reality to the Iranian people that we do not wish to isolate them."

The Secretary said under questioning that the use of force against Iran is "not on the agenda" because the Bush administration is committed to a diplomatic couse, but said the President takes no option off the table.
Though Iran continues to insist that its nuclear intentions are peaceful, the United States says Iran has long had a secret weapons program. (SIGNED)
