The U.S. military says Iraqi troops captured a "high-level" insurgent during a raid today (Wednesday) in Baghdad.
U.S. officials say the wanted man, Noori Abu Hayder al-Oqabi, led the assassination cell responsible for killing 14 Iraqi soldiers last month.
Members of the U.S.-led coalition in Iraq acted as advisers during today's raid. A military statement says Oqabi recently became the head of a "punishment committee" formed to carry out insurgents' "vigilante judgment."
Also today, the Russian foreign ministry called on a militant Iraqi group to spare the lives of four embassy workers who were kidnapped in Baghdad earlier this month.
A group with links to al-Qaida in Iraq announced today that it will kill the Russians because Moscow has not agreed to withdraw from Chechnya.
The Mujahideen Shura Council made the announcement on an Internet Web site.
