북한은 미국 정부의 테러 지원국 명단에 올라있는 관계로 국제 사회의 차관을 얻지 못하고 있습니다. 북한은 지난 6월 핵 신고서를 제출하고, 영변 핵 시설의 냉각탑을 폭파하는 등의 조치를 취한데 대한 보상 조치로 미국에 대해 테러 지원국 명단에서 삭제해줄 것을 요구하고 있습니다.

미국의 폭스 뉴스는 5일 인터넷판에서 게재한 기사에서 북한이 영변 핵 시설의 봉인을 제거하고, 핵 시설 복구 움직임을 강화하고 있다고 보도했습니다. 한국 정부 당국자는 아직까지 북한이 핵 시설의 봉인을 제거했다는 정보는 없다고 밝혔습니다.
그러나 힐 차관보는 6일 현 북 핵 협상의 교착상태는 내년 1월 차기 미국 대통령이 취임하기 이전에 해결될 것으로 본다고 기자들에게 말했습니다.
힐 차관보는 빠른 시일 안에 검증 요구안에 대한 합의가 이뤄져야 한다며, 새 대통령 취임 이전에 해결될 수 있을 것이라고 말했습니다.
힐 차관보는 중국 베이징에서 북한을 제외한 나머지 6자회담 참가국 대표들과 회담을 가진 뒤 이같이 말했습니다.
힐 차관보는 한국, 그리고 일본과는 완전히 이해가 상통하고 있다고 밝히고, 러시아 측 대표 역시 입장에 차이가 없음을 확인했다고 말했습니다. 또한 중국 역시 같은 선상에서 문제 해결을 위해 노력하고 있다고 힐 차관보는 덧붙였습니다.
크리스토퍼 힐 차관보는 5일 베이징에 도착해 한국 측 수석대표인 김 숙 한반도평화교섭본부장을 비롯해 일본, 러시아, 중국 측 6자회담 대표들과 각각 양자, 또는 3자 회동을 가졌습니다. 6자회담 참가국 대표들이 베이징에 모이면서 북한의 참가 가능성도 제기됐으나, 김계관 북한 측 수석 대표는 끝내 베이징에 모습을 드러내지 않았습니다.

says he believes the current stalemate will be resolved before the next American

U.S. Assistant Secretary of State, Christopher Hill, expressed confidence
Saturday that North Korea's efforts to denuclearize would soon
continue.
Pyongyang last week announced it had stopped dismantling its
main reactor and threatened to re-start it if Washington did not remove it from
its list of "state sponsors of terrorism."
Washington has said North
Korea must first agree on terms for verifying its declared list of nuclear
materials.
Hill says once North Korea agrees to a system based on
international standards, the isolated country would immediately be removed from
the list.
"The declaration without a protocol is
really like just having one chopstick. You need two chopsticks if you're going
to pick up anything."
Pyongyang's turnabout last
week prompted speculation that it might be stalling until the new U.S. president
was in power to see if it could get a better deal than the one already
negotiated.
However, Hill told reporters he believes the set-back would
be resolved before the next American president took office in
January.
"We have to get this verification
protocol done very soon. So, yes it can be. And, I think...it will
be."
He made the comments after holding weekend
talks in Beijing with representatives from China, Russia, Japan, and South
Korea, also known as the Republic of Korea, or R-O-K.
"We had a complete understanding with the R-O-K delegation, complete
understanding with the Japanese. The Russian ambassador assured me we have no
daylight between us. And, China is also very much working along the same
lines."
The "state sponsor of terrorism"
designation prevents North Korea from getting access to much-needed
international loans for its feeble economy.
The sudden demand by North
Korea to be removed from the list followed recent breakthroughs in cooperation.
Pyongyang in June submitted a list of its nuclear materials, which Hill
called a "very good" list, and blew up part of its main reactor.

Korea agreed last year to give up its nuclear materials in return for aid and
