마이크 폼페오 국무장관은 미국의 목표는 북한이 비핵화하고 전세계를 더 이상 위협하지 않는 여건을 만드는 것이라고 밝혔습니다. 미-북 정상회담은 예정대로 진행될 것 같다며 성공을 위해 가능한 모든 노력을 다하고 있다고 강조했습니다. 김영남 기자가 보도합니다.
폼페오 국무장관은 국무부와 백악관은 미-북 정상회담이 6월 12일에 열린다면 모든 준비가 돼 있을 수 있도록 준비하고 있다고 밝혔습니다.
[녹취: 폼페오 장관] “We are continuing to prepare both our team and White House so in the event that the summit takes place on June 12th, we are fully prepared, with the mission statement having not changed at all. We are committed to achieving denuclearization and creating conditions such that North Korean regime no longer threatens the world.”
폼페오 장관은 22일 국무부에서 열린 정례브리핑에 참석해 이날 있었던 미-한 정상 간의 만남을 설명하며 이같이 말했습니다.
이어 미국의 목표는 전혀 변하지 않았다며 미국은 비핵화를 달성하고 북한 정권이 전세계를 더 이상 위협하지 않는 여건을 만드는 데 전념하고 있다고 강조했습니다.
폼페오 장관은 미-북 정상회담 준비를 위해 김정은을 다시 만날 계획 등이 있는지 묻는 질문에 미국은 미-북 회담의 성공을 위해 북한과 제 3국이나 다른 곳에서 만나든 가능한 모든 일을 할 것이라고 답했습니다.
[녹취: 폼페오 장관] “Second one is we will do whatever it takes to make sure this is a successful meeting whether that’s meeting with the North Koreans in some third country or whatever it may take, we are prepared. The President will ask us to ensure that we’ve done all we can to make sure that we have the real opportunity to have this historic successful outcome, and I’m not a betting man. So I wouldn’t care to predict whether it will happen, only to predict that we’ll be ready in the event that it does.”
트럼프 대통령은 역사적이고 성공적인 결과를 이뤄낼 진정한 기회를 반드시 갖게 되도록 가능한 모든 것을 할 것을 자신들에게 요구할 것이라는 겁니다.
그러면서도 회담이 열릴지 여부에 대해서는 추측하지 않겠다며 열리게 된다면 미국이 준비가 돼 있을 것이라는 점만 추측할 것이라고 덧붙였습니다.
아울러 미국은 성공적인 회담을 위한 기반을 마련하는 작업을 계속하고 있다며, 거기에 도달할 것이라고 확신한다고 설명했습니다.
[녹취: 폼페오 장관] “We’re preparing, we’re continuing to do our work and lay the foundation for a successful meeting. I’m confident we’ll get there.“
폼페오 장관은 김정은이 미국의 투자를 원한다는 취지의 말을 직접 했느냐는 질문에 김정은 위원장과 나눈 얘기를 공개적으로 한 적이 없고 이는 사적인 대화였다고 선을 그었습니다.
[녹취: 폼페오 장관] “With respect to Chairman Kim, I haven’t spoken publicly about the conversations we’ve had. They were between he and I. But I do have a real sense that he would find American investment, American technology, American know-how of real value to his people. And it’s something that he and I had a chance to speak about generally. And I do think it’s something that if we get this right, and we get the denuclearization right, that America would be quite capable of delivering them with lots of things that would make life better for the North Korean people.”
그러면서 김정은은 미국의 투자와 기술, 노하우를 북한 주민들에게 진정으로 유용한 것으로 생각할 것이라는 느낌이 들었다고 말했습니다.
이어 이 문제와 비핵화 문제가 잘 해결된다면 미국은 북한 주민들의 삶을 개선하기 위한 많은 것들을 전달할 충분한 역량을 갖고 있다고 설명했습니다.
폼페오 장관은 트럼프 대통령이 북한과의 대화 중단 조짐을 보인 이유가 무엇이냐는 질문에 어떤 것도 대화를 중단하게 하지 않았다고 답했습니다.
[녹취: 폼페오 장관] “I don’t think that anything’s given us pause. Chairman Kim asked for this meeting. President Trump agreed to undertake it. We worked to find the date and location. We got those set, and since then we’re driving on.”
김정은은 만남을 요청했고 트럼프 대통령은 이를 진행하는 데 동의했으며 현재 회담 일정과 장소를 결정해 추진하고 있다는 겁니다.
폼페오 장관은 현재 (미-북 회담에서) 논의될 내용들에 대한 공통적인 이해를 갖출 수 있도록 노력하고 있다는 점은 명확하다고 말했습니다.
[녹취: 폼페오 장관] “It is clear we are working to make sure that there’s a common understanding about the content that will be discussed, but I’m optimistic. But again, this could be something that comes right to the end and doesn’t happen. As the president said we will see, and I think that’s the place that we find ourselves.”
하지만 자신은 낙관적이라면서도 끝에 가서는 열리지 않을 가능성도 있다고 설명했습니다. 이어 트럼프 대통령이 말했듯 지켜볼 것이라며 이것이 현재 미국의 입장이라고 덧붙였습니다.
폼페오 장관은 중국이 미-북 회담을 위해 여전히 협조적이냐는 질문에 중국은 (북한에 대한) 압박 캠페인에 역사적인 지원을 제공했다고 답했습니다.
[녹취: 폼페오 장관] “The Chinese have offered historic assistance in the pressure campaign. Literally historic assistance. President Trump has made clear and I’ve made clear too that it’s incredibly essential that that pressure remain in place and that China continue to participate in that pressure campaign, and we have every reason to expect that they will continue do so.”
트럼프 대통령과 자신이 명확히 했듯 북한에 대한 압박이 유지되는 것이 매우 중요하며 중국은 이런 압박 캠페인에 계속 동참하고 있다는 겁니다. 또한 미국은 중국이 계속 이렇게 할 것이라고 기대하지 않을 이유가 없다고 덧붙였습니다.
한편 헤더 노어트 국무부 대변인은 이날 브리핑에서 한국 측의 과장으로 인해 트럼프 대통령의 행동이 변한 것 아니냐는 지적에 북한이 미국과 만나고 싶어했다는 의사를 한국이 전했다는 기본적인 입장을 재차 강조했습니다.
[녹취: 노어트 대변인] “I think that South Korean proposed to us …meetings that the government, Kim Jong Un of North Korea, was willing to undertake with the United States. I think that the United States met this in a full good faith effort to try to have those conversations. But beyond that I am not going to step on what Secretary has just had to say or the president had to say in that matter, I think they did sufficient job in addressing them.”
북한의 김정은 정권이 미국과 만남을 갖는 데 대한 의지가 있다는 점을 한국이 미국 측에 전달했다는 겁니다. 이어 미국은 이런 대화를 갖기 위해 모든 선의의 노력을 다했다고 생각한다며 폼페오 장관이나 트럼프 대통령이 말한 것보다 앞서나가지 않겠다고 설명했습니다.
노어트 대변인은 미-북 회담을 위해 충족돼야 하는 조건을 묻는 질문에 여러 차례 명확히 했듯 이는 완전하고 검증 가능하며 되돌릴 수 없는 비핵화라고 답했습니다.
[녹취: 노어트 대변인] “I think that we have been very clear all along and the Secretary has alluded this before complete, verifiable, irreversible denuclearization, how many times have you heard me say that here. That is our policy and our policy has not changed and we stand there.”
이것이 미국의 정책이고 해당 정책에는 변화가 없다는 겁니다.
노어트 대변인은 북한의 풍계리 핵 실험장 폐기에 전문가들이 배제됐다는 지적에, 자신이 말할 수 있는 건 기자들이 북한이 핵 실험장 폐기라고 말한 것을 취재하기 위해 북한을 간 것을 알고 있다는 것뿐이라고 말했습니다.
[녹취: 노어트 대변인] “I can only say we saw it as reporter went there and to cover it what the government of North Korea had said it was happening dismantling of the nuclear site we certainly welcome the announcement to dismantle their test site. I would go back to permanent, irreversible closure that can be inspected fully accounted for that is the key step in denuclearization for North Korea and we look forward to learning more about details of that.”
그러면서 미국은 핵 실험장의 폐기 발표를 당연히 환영한다고 설명했습니다.
이어 사찰할 수 있고 완전히 확인할 수 있는 영구적이고 되돌릴 수 없는 (풍계리 핵 실험장의) 폐쇄 조치는 북한을 비핵화하는데 중요한 단계라고 말했습니다.
그러면서 추가적인 세부사항을 알게 되기를 바란다고 덧붙였습니다.
