미-북 회담의 성공은 북한이 지난 수 십 년과는 근본적으로 다른 길을 택할지 여부에 달려 있고, 이는 전적으로 북한의 결정이라고 마이크 폼페오 국무장관이 밝혔습니다. 미국의 목적은 완전한 비핵화이고 이에 동의하면 밝은 미래가 주어질 수 있다고 강조했습니다. 김영남 기자가 보도합니다.
폼페오 국무장관은 북한과의 연쇄 회동을 통해 미-북 정상회담과 관련해 올바른 방향으로 가고 있다는 점을 확신한다고 밝혔습니다.
[녹취: 폼페오 장관] “As you know, in addition to my meeting with vice chairman Kim Yong chol, we have our teams in Singapore and DMZ, working with their North Korean counterparts to prepare for President Trump and Chairman Kim’s expected summit in Singapore. Through this series of meetings, I am confident that we are moving into the right direction.”
폼페오 장관은 31일 뉴욕에서 김영철 북한 노동당 부위원장과 만난 뒤 기자회견을 열고 이같이 말했습니다.
이어 김영철 부위원장은 김정은 위원장의 친서를 전달하기 위해 워싱턴으로 향할 준비를 하고 있다고 말했습니다.
[녹취: 폼페오 장관] “Vice Chairman Kim Yong Chol is now planning to travel to Washington to deliver a personal letter from Chairman Kim Jong-Un. The proposed summit offers a historic opening for President Trump and Chairman Kim to boldly lead the United States and the DPRK into a new era of peace, prosperity and security. Our two countries face a pivotal moment in our relationship in which it could be nothing short of tragic to let this opportunity go to waste.”
아울러 계획된 미-북 정상회담은 트럼프 대통령과 김 위원장이 양국을 평화와 번영, 그리고 안보의 새로운 시대로 대담히 이끌어나가는 역사적인 시작이 될 수 있다고 설명했습니다.
또한 미국과 북한은 양국 관계에 핵심적인 순간을 맞고 있으며 이 기회를 낭비하게 된다면 비극적인 일이 될 것이라고 덧붙였습니다.
폼페오 장관은 평양에서 김정은 위원장을 만났을 때나 이날 뉴욕에서 김영철 부위원장을 만나 나눈 대화는 매우 명확했다고 말했습니다. 그러면서 트럼프 대통령의 목적은 매우 일관적이고 잘 알려진 대로 완전하고 검증 가능하며 되돌릴 수 없는 한반도의 비핵화라고 강조했습니다.
[녹취: 폼페오 장관] “In my conversations with chairman KJU in Pyongyang and today with vice chairman KYC had been very clear. The president Trump of the United States’ objective is very consistent and well known. The complete verifiable, and irreversible denuclearization of the Korean peninsula.”
이어 트럼프 대통령은 김정은이 비핵화한다면 북한에 밝은 길이 있다는 점을 명확히 했다는 점을 재차 상기시켰습니다.
그러면서 북한이 문화 유산을 유지하면서도 국제 사회에 통합된, 강력하고 연결돼 있으며 안정적이고 번영한 북한을 상상한다고 말했습니다.
[녹취: 폼페오 장관] “President Trump has also made it clear that if Kim Jong-Un denuclearizes there is a brighter path for North Korea. We envision a strong, connected a secure prosperous North Korea that maintains its cultural heritage but it is integrated into the communities of nations. We think that working together, that people of the United States and North Korea can create a future defined by friendship and collaboration. Not by mistrust and fear and threats. We sincerely hope that Chairman Kim Jong-Un shares this positive vision for the future.”
미국과 북한 사람들이 노력한다면 불신이나 공포, 위협이 아니라 우정과 협력으로 정의되는 미래를 만들어 갈 수 있다고 생각한다는 겁니다.
그러면서 김 위원장도 미래에 대한 이런 긍정적인 비전에 공감하길 진심으로 바란다고 덧붙였습니다.
폼페오 장관은 앞으로 싱가포르에서 이뤄질 미-북 정상회담에 양국 지도자 모두 냉정하고 미래에 대한 가능성을 명확히 이해한 채 임할 것으로 기대한다고 말했습니다.
[녹취: 폼페오 장관] “We expect both leaders to enter the summit in Singapore that proceeds with our eyes wide open and with the clear understanding of possibilities for the future. If these talks were successful, it will truly be historic. It will take bold leadership from Chairman KJU if we were able to seize this once in a lifetime opportunity to change the course for the world. President Trump and I believe that the Chairman Kim is the kind of leader who can make those kinds of decision and that in the coming weeks and months we will have the opportunity to test whether or not this is the case.”
이어 이런 대화들이 성공한다면 진정으로 역사적일 것이라고 강조했습니다.
그러면서 전세계의 방향을 바꿀 수 있는 일생에 한 번뿐인 이 기회를 잡기 위해서는 김정은 위원장이 대담한 지도력을 발휘해야 한다고 설명했습니다.
아울러 트럼프 대통령과 자신은 김정은 위원장이 이런 결정을 내릴 수 있는 지도자라고 믿는다며 앞으로 몇 주나 몇 달 안에 상황이 이렇게 이어질 지 여부를 시험할 기회가 있을 것이라고 덧붙였습니다.
폼페오 장관은 핵무기를 체제 보장 수단으로 보는 북한을 설득할 수 있었느냐는 기자의 질문에 트럼프 대통령과 현 행정부는 이 문제가 얼마나 어려운지 완전하게 이해하고 있다고 답했습니다.
[녹취: 폼페오 장관] “President Trump, this administration, completely understands how hard this problem is. There’s a long history where North Korea has viewed its nuclear program, it’s providing the security that it needed for the regime.”
북한은 핵 프로그램이 자신들의 안전을 보장하고 정권을 위해 필요하다고 생각한 오랜 역사가 있다는 겁니다.
그러면서 현재 노력은 북한을 설득하는 데 있다며 이에 성공하고 북한이 실제로 비핵화할 준비가 된다면 여기엔 핵 프로그램의 모든 요소들이 포함될 것이라고 강조했습니다.
[녹취: 폼페오 장관] “The effort now is to come to a set of understandings which convince the North Koreans of what President Trump has said. If we’re able to achieve it, if North Koreans are prepared in fact to denuclearize, this includes all elements of their nuclear program. If we convince them of that, that in fact security is greater than in fact the real threat to their security is the continued holding onto of that nuclear weapons program and not the converse.”
핵무기 프로그램을 갖고 있는 게 북한의 안전에 더 위협이지 그 반대 상황이 위협이 아니라는 것을 설득할지에 달려 있다는 겁니다.
폼페오 장관은 이와 관련해 많은 대화를 가졌다며 전세계가 북한에 요구하는 비핵화와, 이를 달성하는데 필요한 북한에 대한 안전 보장 문제 등을 논의했다고 설명했습니다.
[녹취: 폼페오 장관] “We’ve had lots of conversations on that. The true test of course comes when we actually achieve this but many conversations have been had about how we might perceive what the path might be forward so that we can achieve both the denuclearization that the world demands of North Korea and the security assurances that would be required for them to allow us to achieve that.”
폼페오 장관은 미-북 정상회담 개최 여부를 언제 알 수 있느냐는 질문에 자신은 김정은 위원장과 김영철 부위원장과 만나 많은 시간을 보냈다며 이들은 앞으로 나아갈 길에 대해 심사숙고하고 있다고 답했습니다.
[녹취: 폼페오 장관] “I have had chance to meet Chairman Kim Jong Un twice now Kim Yong Chol three times. I have spent great deal of time with each of them. I believe that they are contemplating the path forward, they can make strategic shift one that their country has not been prepared to make before.”
이어 북한은 과거엔 할 준비가 돼 있지 않았던 전략적 변화를 결정할 수 있다고 설명했습니다.
그러면서 이는 당연히 북한의 결정이라며 북한이 지난 수 십 년 동안 갔던 길과 근본적으로 다른 길을 선택할지 결정해야 한다고 강조했습니다.
[녹취: 폼페오 장관] “This will obviously be their decision, they will have to make that. They have to choose as I just have spoke about, they would have to choose a path that is fundamentally differently than the one that their country has preceded on for decades.”
폼페오 장관은 이런 과정은 수 일에서 수 주가 걸릴 것이라며 힘들고 어려운 시간이 있을 수 있다고 말했습니다.
[녹취: 폼페오 장관] “This will be a process that will take days and weeks to work our way through. There will be tough moment, there will be difficult times, I have had some difficult conversations with them as well, they have given it right back to me too…There is..decades to this challenge, so one not ought to be either surprised or frightened or deterred by moments that it looks like there are challenges and difficulties, things that can’t be bridged. Our mission is to bridge them so that we can achieve this historic outcome.”
이어 이 문제는 수 십 년 동안 이어져 왔다며 문제가 생기고 어려운 일이 발생한 것 같은 상황이 나타났을 때 어느 누구도 놀라거나 겁먹지 말아야 한다고 설명했습니다.
또한 이런 문제는 해결이 안 될 것 같아 보일 수 있지만 미국의 임무는 이들을 해결해 역사적인 결과를 달성하는 것이라고 강조했습니다.
그러면서 트럼프 대통령과 김정은 위원장이 회담을 통해 진정한 진전을 이뤄낼 수 있는 여건을 만드는 점에 있어 지난 72시간 동안 실질적인 진전이 있었다고 덧붙였습니다.
폼페오 국무장관은 주한미군 감축 등 조치가 이뤄졌을 때 동맹인 한국과 일본이 우려할 가능성을 묻는 질문에, 어떤 합의가 이뤄질지에 대해서 말하지 않겠다며 지도자들이 올바른 결정을 내리는 데 필요한 모든 자유를 갖기 위해서도 공개되지 말아야 할 문제라고 답했습니다.
[녹취: 폼페오 장관] “I am not going to talk about today nor anytime during the negotiations about the elements of what the shape of agreements looks like. Those are things that are ought to be held, so the leaders have all their freedom they need to make the right decision.”
그러면서 자신이 국무장관에 취임한지 30일 정도 됐다며 북한 문제를 해결하기 위한 조치들에 있어 한국, 일본, 그리고 미국과의 관계에는 빛 샐 틈이 없다고 강조했습니다.
[녹취: 폼페오 장관] “I’ve been the secretary of state now for 30 odd days I think. There is no daylight between the South Koreans, the Japanese and the United States with respect to our approach to how we resolve this issue with respect to North Korea. I have spoken to my counterparts there. I’ve spoken to President Moon. We understand their concerns. We understand the risk that could be posed to them and an agreement that we reach will provide an outcome that each of those countries can sign on to as well.””
이어 미국은 한국과 일본의 우려에 대해 이해하고 있다며 미국이 북한과 이뤄낼 합의는 이들 국가들 모두 동의할 수 있는 결과가 될 것이라고 덧붙였습니다.
