국무부는 북한 비핵화에 시간표를 제시하지 않겠다면서도 북한은 미국의 기대를 분명히 알고 있다고 밝혔습니다. 마이크 폼페오 국무장관이 미국의 요구를 북한에 단도직입적으로 알린 만큼 북한이 놀랄 일은 없다는 설명입니다. 김영남 기자가 보도합니다.
국무부는 북한의 비핵화에 시간표를 제시하지 않을 것이라고 밝혔습니다.
[녹취: 노어트 대변인] “In terms of a timeline, I know some individuals have given timelines, we’re not going to provide a timeline for that. The Secretary’s looking forward to having his meetings. A lot of work is left to be done, certainly. We go into this eyes wide open, very clear, with a very clear view of these conversations, and I’m just not going to get ahead of those discussions okay?”
헤더 노어트 국무부 대변인은 3일 정례브리핑에서, 1년 내 북한 핵을 폐기할 계획이 있다는 존 볼튼 백악관 국가안보보좌관의 최근 발언을 미 정부 공식 기조로 봐도 되느냐는 질문에 일부 개인들이 이런 시간표를 제시한 것을 안다면서 이같이 답했습니다.
이어 해야 할 일이 당연히 많이 남아있고, 이와 관련한 대화에 방심하지 않으면서 매우 명확한 입장을 갖고 임할 것이라고 설명했습니다.
앞서 볼튼 보좌관은 최근 CBS 방송과의 인터뷰에서 북한이 전략적 결정을 내리고 협조한다면 핵 프로그램의 상당 부분을 1년 안에 폐기할 수 있을 것이라고 밝힌 바 있습니다.
노어트 대변인은 북한이 비밀리에 핵.미사일 역량을 계속 개발하고 있다는 언론 보도와 관련해, 정보 관련 사안을 언급하지는 않겠다며 미국 정부는 북한을 계속 면밀히 주시하고 있다고 답했습니다.
[녹취: 노어트 대변인] “I am not going to get into any intelligence matters that is not what we do here at the State Department. We don’t talk about intelligence matters. But the Secretary, we are all keeping closed eyes, the U.S. government keeping close eyes on North Korea, and the Secretary has been very clear and very blunt with North Koreans about what he expects.”
그러면서 폼페오 국무장관은 북한에 기대하는 것이 무엇인지에 대해 매우 명확하고 직설적으로 밝혀왔다고 설명했습니다.
노어트 대변인은 북한의 비핵화 여부를 얼마나 확신하느냐는 질문에 폼페오 장관이 말했듯 북한은 미국이 갖고 있는 기대가 무엇인지 매우 명확히 알고 있다고 답했습니다.
[녹취: 노어트 대변인] “I think that the Secretary has addressed that extensively in which he said North Korea is very clear in terms of our expectations. We have had very clear conversations with them, there will be no surprises in terms of what we are asking them to do. Our policy remains same today as it was going into the Singapore summit. So nothing in that regards has changed. Secretary looks forward to having those additional meetings and that is simply where we are right now.”
미국은 북한과 매우 명확한 대화를 해온 만큼 미국의 요구와 관련해 놀랄 일은 없을 것이란 설명입니다.
이어 미국의 정책은 싱가포르 정상회담에 돌입할 때와 똑같다며 어떤 것도 변하지 않았다고 강조했습니다. 이어 폼페오 장관은 북한과 이런 추가 만남을 갖는 것을 고대하고 있다고 덧붙였습니다.
노어트 대변인은 폼페오 장관의 방북을 통해 무엇을 얻기를 기대하느냐는 질문에, 미국은 방심하지 않고 이에 임할 것이라며 싱가포르 회담에서 트럼프 대통령과 김정은이 동의한 것에 대해 북한 정부와 대화와 협의를 계속할 것이라고 답했습니다.
[녹취: 노어트 대변인] “Well, again, as I say, we go into this eyes wide open. We’re continuing our conversations and also our consultations with the North Korean government about what the President and what Kim Jong-un agreed to at the Singapore summit. So we obviously have a whole lot to talk about. We have at least a day and a half of meetings planned, depending on how the schedule goes. I’m not going to get ahead of those meetings.”
이어 당연히 논의해야 할 일이 많다며 만남은 일정에 달려 있겠지만 하루 반정도로 계획돼 있다고 설명했습니다. 그러면서 세부 내용에 대해 앞서나가지 않겠다고 덧붙였습니다.
아울러 폼페오 장관이 이번에 방북하는 미국측 대표단을 이끌 계획이고 자신도 동행할 것이라고 설명했습니다.
노어트 대변인은 이날 자신이 아니었으면 북한과 전쟁 중이었을 것이라는 트럼프 대통령의 발언에 대한 논평 요청에, 지난 1년 전 상황과 비교하면 현재 매우 좋은 상황이고 트럼프 대통령이 말한 건 간단히 이런 점이라고 말했습니다.
[녹취: 노어트 대변인] “Well, you know, I think back to where we were one year ago today, actually, one year ago tomorrow. Many of you will remember the 4th of July. Many of you were contacted to have to return to work. I know I was in New York planning to go to fireworks with my family, had to hop on an earlier flight to come back to Washington. Why? Because there was an ICBM launch on the part of North Korea. So if we look back to where we were one year ago, we’re in a good position today, and I think that’s what the President was simply referring to.”
특히 1년 전인 지난해 7월 4일 북한이 대륙간탄도미사일(ICBM)을 발사했던 사실을 상기시켰습니다.
아울러 당시 많은 사람들이 공포에 빠졌었고 미국과 북한 사이에 어떤 일이 생길 것인지에 대해 전세계 많은 사람들이 매우 우려했다고 강조했습니다.
[녹취: 노어트 대변인] “A lot of people were in panic, a lot of people around the world were very concerned about what would happen between the United States and North Korea. And the fact that our Secretary is now getting ready to go on having his fourth meeting with North Koreans in less than three months, I think that is the testament to just how far we have come.”
폼페오 장관이 최근 3개월도 안 되는 기간 동안 북한과 네 번째 만남을 가질 준비를 하고 있다는 것은 얼마나 많은 발전이 있었는지 보여주는 증거라는 겁니다.
노어트 대변인은 미국은 현재 좋은 위치에 있다며 폼페오 장관은 북한 측과 만남을 갖는 것을 고대하고 있고 이에 방심하지 않고 임할 것이라고 거듭 강조했습니다. 하지만 그럼에도 불구하고 지난 1년간 많은 진전을 이뤘다고 자평했습니다.

한편 노어트 대변인은 미군 유해 송환이 지연되는 이유를 묻는 질문에는 국방부에 문의하라며 답하지 않았습니다.
