미국 국무부는 북한의 대륙간탄도미사일(ICBM) 개발 관련 보도와 관련해, 북한이 비핵화 약속을 지키기 바란다고 밝혔습니다. 비핵화 이전에 제재 완화가 이뤄지는 일은 없을 것이라며 전 세계에 완전한 제재 이행을 촉구했습니다. 김영남 기자가 보도합니다.
국무부는 김정은 위원장의 비핵화 약속을 거듭 상기시켰습니다.
[녹취: 노어트 대변인] “What we are going on is the commitment that Chairman Kim made to our president and that is the commitment to denuclearize, and that is something that we certainly anticipate that he will hold up his end of the bargain and his commitment on that. In terms of that specific report I have seen it and we are all very all aware of that report would fall under the intelligence matter which is something that I am not going to be able to get into.”
헤더 노어트 국무부 대변인은 31일 정례브리핑에서 김 위원장은 트럼프 대통령에게 비핵화 약속을 했고, 미국은 그 약속이 지켜질 것으로 기대한다고 말했습니다.
이 같은 발언은 북한이 ‘평양 외곽에 있는 산음동 미사일 종합연구단지’에서 액체연료를 쓰는 ICBM을 제조 중인 것으로 파악됐다는 보도에 대한 질문에 답하면서 나왔습니다.
노어트 대변인은 그러나 해당 보도에 대해 잘 알고 있다면서도 정보 사안에 해당되기 때문에 구체적으로 언급할 수 없다고 말했습니다.
이어 제재 완화가 이뤄지기 전에 비핵화는 없다는 것이 북한의 입장 아니냐는 질문에, 그런 일은 일어나지 않을 것이라고 일축했습니다.
[녹취: 노어트 대변인] “Not happening. Not happening. Our sanctions remain in place. They remain firmly in place. As the Secretary goes to ASEAN he will certainly have conversations with his counterparts from other governments about the importance of maintaining those sanctions and keeping sanctions in place.”
대북 제재는 계속 확고하게 유지되고 있다는 겁니다.
이어 마이크 폼페오 국무장관이 동남아시아국가연합(ASEAN) 외교장관 회의에 참석해 다른 나라의 외교장관들과 대북 제재 유지의 중요성에 대해 대화를 나눌 것이라고 설명했습니다.
노어트 대변인은 대북 제재가 김정은을 (협상) 테이블로 나오게 하는 데 큰 역할을 했다며 이런 제재는 북한 정부에 강력히 가해졌다고 말했습니다.
[녹취: 노어트 대변인] “That is the large part that brought Kim Jong Un to the table. Those sanctions have been tough on North Korean government. Certainly more needs to be done. Countries that have agreed to the UNSC resolutions and agreed to those sanctions need to make sure that they are fully enforcing those sanctions. There are still work left to be done.”
이어 분명히 더 많은 일이 이뤄져야 한다며, 유엔 안보리 결의와 제재에 동의한 국가들은 제재를 완전히 이행할 필요가 있다고 강조했습니다.
노어트 대변인은 폼페오 장관이 아세안 회의에서 리용호 북한 외무상과 만날 계획이 있느냐는 질문에 북한은 오랫동안 아세안 회의에 참여해왔고 미국이 북한 당국자들과 함께 자리할 회의들도 있을 것이라며 즉답을 피했습니다.
[녹취: 노어트 대변인] “As we go to ASEAN tomorrow as you know, North Korea will be a participant at the ASEAN meeting. They have been for many years now. We will be in some of the same meetings as the North Korean government officials. I certainly can’t preclude any actions taking place but we have no meetings or scheduled nothing is planned.”
어떤 상황도 배제할 수는 없지만 계획된 회담은 없다는 겁니다.
노어트 대변인은 이날 미군 유해 송환 문제를 언급하며 국가를 위해 목숨을 바친 미군들에게 깊은 감사를 거듭 표명하고자 한다고 말했습니다.
[녹취: 노어트 대변인] “I would just like to reiterate once again that we are all profound at a gratitude to those American service members who gave their lives in the service to the country so long ago. We are working diligently to bring them home. Their sacrifices and lives have not been forgotten.”
이들 유해가 집으로 돌아올 수 있도록 열심히 일하고 있으며 이들의 희생과 삶은 잊혀지지 않았다는 겁니다.
아울러 김 위원장이 트럼프 대통령에게 한 미군 전사자 유해 송환 약속을 일부 이행하는 것으로 간주한다고 덧붙였습니다.
[녹취: 노어트 대변인] “We see that as Chairman Kim fulfilling a part of commitment that he made to the president to return remains of our fallen service members. That is the commitment that he made at the Singapore summit.”
특히 미국은 유해 송환을 위해 대가를 지불하지 않았다고 말했습니다.
[녹취: 노어트 대변인] “I would also like to highlight something that did not get reported and the fact is that the United States government did not pay for the repatriation of those remains. There was a lot of speculation there was miss reporting that the U.S. government was paying for those remains, I just want to make it clear here that North Korea didn’t ask for any money nor did we offer any money for the remains of those fallen Americans.”
미국 정부가 이들 유해를 위해 대가를 지불했다는 많은 추측과 오보가 있었지만 북한은 돈을 요구하지 않았고 미국 역시 돈을 내지 않았다는 겁니다.
노어트 대변인은 북한이 송환한 유해가 거짓 유해일 가능성은 없느냐는 질문에 제대로 된 유해가 맞길 바란다고 답했습니다.
[녹취: 노어트 대변인] “Good question and fair question. We certainly hope that they are. There is a lot of work that has left to be done on that front. VP will be at the ceremony, and I don’t want to get ahead….When those remains are brought to Hawaii and that is where we have the top forensics investigators who will be looking into this. That will be their job in the DoD they will be the best to comment on that, but we certainly hope that they are what Chairman Kim and North Korean government presented them to be.”
아울러 이와 관련해 이뤄져야 할 일이 많이 남아 있다면서, 유해가 하와이로 이송된 뒤 최고의 감식관들이 조사를 진행할 것이라고 설명했습니다.
