존 볼튼 백악관 국가안보보좌관은 북한과 이란이 핵무기 부문에서 협력했을 가능성이 있다고 밝혔습니다. 대북 제재가 약화되는 것을 용인하지 않을 것이라며 제재 유지를 위한 강제 조치도 취할 것이라고 강조했습니다. 김영남 기자가 보도합니다.
볼튼 보좌관은 북한과 이란이 핵무기 운반체계인 탄도미사일 부문에서 협력했다는 것을 역사적으로 알고 있다며 핵무기 부문에서도 협력했을 가능성이 높다고 밝혔습니다.
[볼튼 보좌관] “I just think that you characterized that incorrectly. The concern about Iran and North Korea really goes together since we know historically they have worked together on ballistic missiles, which is the delivery system for both of their nuclear weapons, and quite likely worked together on the nuclear side as the reactor being constructed in Syria by North Korea, destroyed by Israelis in September of 2007 showed.”
볼튼 보좌관은 6일 CNN과의 인터뷰에서 핵물질 생산 등을 이어가는 북한과는 관여하면서 이란과는 왜 그렇게 하지 않느냐는 질문에, 이란과 북한에 대한 우려는 사실상 연관돼 있다며 이같이 말했습니다.
그러면서 이는 2007년 9월 이스라엘에 의해 파괴된 시리아 핵시설을 북한이 건설했었던 것과 마찬가지라고 설명했습니다.
또한 이란과 북한에 대한 트럼프 행정부의 대응은 정확히 똑같다고 생각한다며 이는 최대 압박을 통해 운반 가능한 핵무기를 추구하는 것을 포기하도록 하는 것이라고 강조했습니다.
[볼튼 보좌관] “I think that the responses to this administration to both Iran and North Korea is exactly the same. Maximum pressure on both governments to give up their pursuit of deliverable nuclear weapons. But our willingness to talk to their leaders to see if there is a way out, I think we are entirely consistent.”
아울러 이들 국가의 지도자들과 만날 의지가 있는 것은 (다른) 돌파구가 있는지 확인하기 위해서라며 이란과 북한에 대한 미국의 정책은 완전히 일관적이라고 거듭 강조했습니다.
앞서 볼튼 보좌관은 이날 폭스뉴스와의 인터뷰에서 미국이 (대북) 제재의 효과가 약화되는 것을 용인하지 않을 것이라고 밝혔습니다.
[볼튼 보좌관] “I can tell you that our position is we still want strict enforcement of all the sanctions. We continuously speak with all the countries in the region about the importance of that. We are not going to tolerate diminution of the effect of the sanctions. We want the North Koreans to come forward and denuclearize as they committed to do. And we will take the necessary steps including enforcement steps to keep sanctions tight.”
볼튼 보좌관은 이날 북한산 석탄의 한국 반입 관련 보도와 관련된 질문에 민감한 정보 사안을 언급하지는 않겠지만 모든 제재의 엄격한 이행을 여전히 원한다는 게 미국의 입장이라며 이같이 말했습니다.
또한 미국은 제재 이행의 중요성과 관련해 역내 모든 국가들과 지속적으로 대화를 나누고 있다고 강조했습니다.
아울러 미국은 북한이 약속한 것처럼 진전을 보이고 비핵화하기를 바란다고 설명했습니다. 그러면서 미국은 제재를 엄격하게 유지하기 위해 강제적인 조치 등 필요한 절차를 밟을 것이라고 덧붙였습니다.
볼튼 보좌관은 김정은 위원장의 비핵화 의지 여부를 묻는 질문이 이어지자 트럼프 대통령은 북한을 위한 문을 열어주고 있다며 북한이 싱가포르에서 한 약속을 이행하고 핵과 미사일 프로그램을 포기하면 가질 수 있는 미래를 보여줬다고 말했습니다.
[볼튼 보좌관] “I don’t really want to speak for Chairman Kim but I can say this. The president is holding the door open for North Korea, he has shown them the future that they can have, if they follow through on what they said in Singapore and gave up their nuclear and missile programs. It is up to North Korea to walk through the door. But nobody can say that the president isn’t holding the door wide open for him.”
아울러 이 문을 통과하는 것은 북한에 달려 있다며 어느 누구도 트럼프 대통령이 김정은을 위해 문을 활짝 열어놓고 있지 않다고 말할 수 없다고 설명했습니다.
볼튼 보좌관은 북한이 약속을 이행하지 않으면 어떤 다음 조치가 이어질 것이냐는 질문에 이를 추측하지는 않겠다면서도 북한 정권은 미국이 북한에 기대하는 것을 알고 있다고 강조했습니다.
[볼튼 보좌관] “I am not going to speculate what that would be but North Korean regime knows what we expect of them. We expect that they are going to live up to word, they gave that word to South Koreans, they have given that word to us, and denuclearize and get moving. We want performance here not rhetoric.”
이어 미국은 북한이 약속을 지키길 기대하고 북한은 이런 약속을 한국과 미국에 했다며 북한이 비핵화하고 움직이기 시작할 것을 바란다고 덧붙였습니다. 미국이 원하는 것은 실행이지 (말로만 하는) 수사가 아니라는 겁니다.
볼튼 보좌관은 2차 미-북 정상회담 개최 가능성에 대한 질문에 어떤 일정도 잡히지 않았다고 답했습니다.
[볼튼 보좌관] “Well there is nothing scheduled, we’ve exchanged the letters between the president Trump and KJU. Secretary of State Mike Pompeo is ready, willing and able to go back to Pyongyang and talk to KJU to see if they can make further progress. But it is not so much of a matter of conversation, it is a matter of performance by North Korea.”
또한 트럼프 대통령과 김정은은 서한을 교환했고 마이크 폼페오 국무장관은 추가적인 진전을 이룰 수 있을지 확인하기 위해 평양을 다시 방문해 김정은과 만날 준비가 돼 있고 그런 의지가 있다고 말했습니다.
그러나 중요한 것은 대화가 아니라 북한의 실행이라고 거듭 강조했습니다.
볼튼 보좌관은 트럼프 대통령이 김정은에 전달한 친서에 담긴 내용을 묻는 질문에, 트럼프 대통령이 할 수 있는 최선을 다해 북한이 이 기회를 놓치지 말라는 뜻을 계속해서 전달한 것이라고 답했습니다.
[볼튼 보좌관] “I am surprised that you don’t know already. But it is the continued exchange of correspondents that President Trump is really doing the best job he can to tell North Korea not to miss this opportunity.”
아울러 트럼프 대통령 역시 북한 문제와 관련해 순진하다고 생각하지 않는다며 미국은 할 수 있는 모든 방법을 시도했다고 강조했습니다.
[볼튼 보좌관] “I don’t think he is starry eyed either but we have tried every way we can, and I think we are doing maximum sales job we can to say that the door is open, the opportunity is clear, everybody is waiting for the North Koreans to start moving.”
또한 미국은 문이 열려 있고 기회는 명백하며 북한이 (비핵화를 향해) 움직이기 시작하는 것을 모두가 기다리고 있다는 말을 전달하기 위해 가장 강력한 ‘영업직’을 수행하고 있다고 생각한다고 덧붙였습니다.
