마이크 폼페오 국무장관은 미국과 북한이 합의 사항을 도출하기 위한 충분한 신뢰를 구축해야 한다고 밝혔습니다. 하지만 지금은 과거 북한과의 협상과 근본적으로 다르다고 강조했습니다. 김영남 기자가 보도합니다.
마이크 폼페오 국무장관은 미국과 북한은 지난 6월 싱가포르 정상회담에서 4가지 사안에 합의했다며 달성해야 할 것이 무엇인지 알고 있다고 밝혔습니다.
[폼페오 장관] “We know the end state. It was set out in the Singapore summit, four elements of it. So we know that piece of what we’re trying to achieve. But how it is each side is seeking to approach that and how we can deliver against the commitments that were made.”
북한 등 아시아 순방을 위해 앨라스카주로 향한 폼페오 장관은 5일 기자들과 만나, 북한이 비핵화에 추가 진전을 보일 의사가 있다는 점을 어떻게 보여줄 수 있느냐는 질문에 이같이 대답했습니다.
이어 미국은 무엇을 달성해야 하는지에 대해 알고 있지만 미-북이 이를 어떻게 접근하고 이뤄낸 합의를 어떻게 이행할지 볼 것이라고 설명했습니다.
아울러 이를 위해서는 많은 필요 조건이 있으며 미-북은 이 목표로 가는데 필요한 행동을 취할 수 있도록 충분한 신뢰를 구축해야만 한다고 말했습니다.
[폼페오 장관] “And so there are lots of requirements for this. Each side has to develop sufficient trust so they can take the actions necessary to get to the end, and then we’re also going to set up the next summit. So we hope to at least - I doubt we’ll get it nailed, but begin to develop options for both location and timing that Chairman Kim will meet with the President again. Maybe we’ll get further than that.”
그런 다음에 (미-북) 정상회담 계획도 잡을 것이라는 설명입니다.
이어 완전한 합의를 이룰지는 모르겠지만 김정은 위원장이 트럼프 대통령과 다시 만날 장소와 시간에 대한 옵션을 만들기 시작하기를 바란다고 강조했습니다. 그러면서 이보다 더 나아갈 수도 있을 것이라고 덧붙였습니다.
폼페오 장관은 2차 정상회담에 대한 시간과 장소가 대체적으로 결정될 것으로 보느냐는 질문에 그렇기를 바란다면서도 이를 공개하지는 않을 것 같다고 대답했습니다. 모두 알고 싶어하는 것은 알지만 협상은 공개적으로 이뤄지지 않는다는 겁니다.
폼페오 장관은 정상회담의 시간과 장소 문제는 협상되는 사안이 아니라 결정되는 사안이 아니냐는 질문이 이어지자 그렇다고 답한 뒤 미국은 비핵화를 달성하기 위한 대화를 갖고 있다고 설명했습니다.
[폼페오 장관] “Sure, it is. Sure, it is. We’re having conversations, moving conversations about how to achieve denuclearization. Every element of that - all the timing issues, the venue issues, those things all are material to delivering this fundamental transition between hostility on the peninsula and peace and well-being for the North Korean people. This is 70 years on, so every single piece of this is material to delivering against it.”
이어 (회담의) 시간과 장소를 비롯한 모든 사안들은, 한반도의 적대감에서 북한 주민들의 평화와 안녕으로의 근본적 전환을 이뤄내는 도구라고 말했습니다.
이어 이는 70년 동안 이어진 문제라고 거듭 강조했습니다.
폼페오 장관은 종전 선언 체결이나 핵 신고를 뒤로 미뤄야 한다는 한국 외교장관의 발언에 대한 질문에는 협상 내용을 언급하지 않겠다며 대답하지 않았습니다.
폼페오 장관은 트럼프 대통령의 메시지나 서한을 전달할 것이냐는 질문에는 현재 공개적으로 말할 준비가 된 어떤 것도 가져가고 있지 않다고 대답했습니다. 그러면서 북한에 전달할 메시지를 물론 갖고 있다며 트럼프 대통령이 싱가포르 회담 결과를 이행할 것을 지시했다고 말했습니다.
[폼페오 장관] “And so yes, I’ve obviously got a message. The President has tasked me and our State Department team to deliver the outcomes from Singapore and to begin to find the - look, you have to remember the history. This is not the first team that’s gone to try and accomplish this. There have been comprehensive agreements reached between the parties before.”
이어 역사를 기억해야 한다며 이를 달성하기 위해 북한을 방문하는 것은 자신들이 처음이 아니라고 설명했습니다.
그러면서 과거에도 (미-북) 당사국은 포괄적인 합의를 도출했었다고 전했습니다.
하지만 과거에는 실패했었다며 그 때와는 근본적으로 달라야만 한다고 강조했습니다.
[폼페오 장관] “And they foundered. They didn’t work. And so this has to be fundamentally different from that. I believe what Chairman Kim and the President agreed to is fundamentally different. It’s this idea that we will get to denuclearization in a fully verified, irreversible way and then we will actually deliver on the commitments to make this brighter future for the North Korean people.”
또한 김정은 위원장과 트럼프 대통령의 약속은 근본적으로 다르다고 믿는다고 말했습니다. 아울러 이는 완전히 검증되고 되돌릴 수 없는 방법으로 비핵화를 이룬 다음에 북한 주민들의 밝은 미래를 만들겠다는 약속을 실제로 이행하는 개념이라고 덧붙였습니다.
또한 자신은 김정은 위원장과 대화를 나눠봤고 트럼프 대통령과 김 위원장이 나눈 대화, 김 위원장의 공개 발언을 들어봤다고 말했습니다.
그러면서 김 위원장도 이것이 북한에게 올바른 일이고 북한 주민들에게 훌륭한 결과를 전달하는 데 참여하길 원한다는 의사를 보여줬다고 덧붙였습니다.
[폼페오 장관] “And I think Chairman Kim too, that’s - when I’ve spoken to him, when I’ve heard the President speak to him, when I’ve seen his public remarks, he’s given every indication that that’s his intention too, that he understands that this is the right thing for North Korea and that this is the - that he wants to be part of delivering this great outcome for his people.”
폼페오 장관은 최선희 북한 외무성 부상의 중국과 러시아 방문에 대한 논평 요청에는, 미국도 최선희와 항상 대화를 나누며 잘 알고 있다고 대답했습니다.
[폼페오 장관] “So we talk with Choe Son-hui all the time. We know her as well. We know that China is going to be part of the solution. They’ll ultimately be - when we get to the end, we will have signed a peace - if we do this well, we will have signed a peace treaty that ends the armistice, and China will be part of that. We welcome China’s efforts to continue to enforce the UN Security Council resolutions. We’ve talked with them about that a great deal. We value their participation in this process, and so I think it’s inevitable that the North Koreans are going to talk to their longtime neighbor, the Chinese.”
이어 미국은 중국이 문제 해결의 일부가 될 것이라는 점을 알고 있다고 말했습니다. 일이 잘 진행돼 정전협정을 끝내는 평화 협정을 체결한다면 중국이 이에 참여할 것이라는 겁니다.
또한 미국은 중국이 유엔 안보리 결의를 계속 이행하는 것을 환영한다고 말했습니다.
아울러 미국은 이와 관련해 중국과 많은 대화를 나눴고 중국이 이 절차에 참여하는 것을 높이 평가한다고 설명했습니다. 그러면서 북한이 오랜 이웃인 중국과 대화를 한다는 것은 당연한 일이라고 생각한다고 덧붙였습니다.
폼페오 장관은 중국에 대한 최근 마이크 펜스 부통령의 강력한 발언이 북한 문제에 어떤 영향을 끼칠 것인지 묻는 질문에는, 중국은 북한의 비핵화가 자신들에게 중요하다는 점과 이것이 성공하기를 원한다는 점을 명확하게 해왔다고 대답했습니다.
[폼페오 장관] “My conversations with the Chinese have consistently - they’ve made clear that this issue of the denuclearization of North Korea is important to them, that they want this to be successful. And they have said in spite of places where we have disagreements in other things - we’ve had disagreements on trade and the like - that they are determined to support our efforts to see this through to its completion, consistently since we first began this process.”
이어 중국은 무역을 비롯한 다른 부문에 이견이 있는 상황에서도 이 문제가 완료되는 것을 보기 위한 미국의 노력을 지지한다는 입장을 밝혀왔다고 설명했습니다. 그러면서 중국의 이런 입장은 북한과의 문제를 시작했을 때부터 일관적이었다고 덧붙였습니다.
