영국과 프랑스, 독일은 북한이 최근 연이은 탄도미사일 발사를 강력히 규탄했습니다. 특히 북한이 발사를 계속하고 확대할 가능성을 시사한 데 대해 깊은 우려를 표명하면서, 북한의 이런 행동에는 단합된 대응이 있을 것이라고 경고했습니다. 이조은 기자가 보도합니다.
영국과 프랑스 독일은 북한이 최근 중거리 탄도미사일 발사를 비롯해 탄도미사일 시험 발사를 이어가고 있는 데 대해 깊은 우려를 표명했습니다.
[영.프.독 공동성명] “Germany, the United Kingdom and France express their deep concern over the continued testing of ballistic missiles by the Democratic People’s Republic of Korea (DPRK), including the recent intermediate-range ballistic missile launch of 29 January.”
세 나라는 2일 발표한 공동성명에서 이같이 밝히면서, 북한이 올해 초부터 총 6차례의 탄도미사일 시험을 실시했다고 지적했습니다.
[영.프.독 공동성명] “Since the beginning of 2022, the DPRK has conducted a series of six ballistic missile tests. We note with deep concern the DPRK’s stated willingness to continue, and potentially escalate, testing including the resumption of “actions which had been temporarily suspended”. Such activity is a matter of grave concern and will receive a united response.”
특히 북한이 ‘잠정 중지한 활동들’의 재개를 비롯해 실험을 계속하고 잠재적으로 확대하려는 의사를 밝힌 것에 깊이 우려하고 있다고 밝혔습니다.
그러면서 북한의 “이런 활동은 중대한 우려 사안으로, 단합된 대응을 받게 될 것”이라고 강조했습니다.
세 나라는 “새로운 소위 극초음속 미사일과 잠수함 발사 탄도미사일을 비롯한 지난 12개월에 걸친 북한의 여러 탄도미사일 시험은 탄도미사일 역량을 증대하고 향상하기 위한 북한의 지속적인 노력을 보여준다”고 강조했습니다.
[영.프.독 공동성명] “The multiple ballistic missiles tests by the DPRK over the last twelve months, which have included new so-called hypersonic missiles and a submarine-launched ballistic missile, illustrate its continued efforts to expand and improve its ballistic missile capabilities. We strongly condemn these provocative actions, which undermine regional as well as international peace and security and are in clear violation of multiple unanimously adopted UN Security Council resolutions.”
그러면서 “이런 도발적인 행동을 강력히 규탄한다”며 이런 행동은 “국제와 역내 평화와 안보를 저해하고, 유엔 안전보장이사회가 만장일치로 채택한 여러 결의를 명백히 위반하는 것”이라고 지적했습니다.
영국과 프랑스 독일은 북한이 안보리의 결정을 전면 이행하고 미국이 제시한 거듭된 대화 제의를 수용하며 대량살상무기와 탄도미사일 프로그램의 완전하고 검증 가능하며 불가역적인 폐기를 위한 구체적인 조치를 취할 것을 촉구했습니다.
[영.프.독 공동성명] “We call on the DPRK to implement the decisions of the Security Council in full, to accept the repeated offers of dialogue put forward by the United States and to take concrete actions towards the complete, verifiable and irreversible dismantlement of its weapons of mass destruction and ballistic missiles programmes.”
또한 유엔 회원국들에는 북한을 협상 테이블로 복귀시키는 데 중요한 관련 유엔 안보리 결의를 완전하고 효과적으로 이행할 것을 촉구했습니다.
[영.프.독 공동성명] “We call on all States to fully and effectively implement all relevant UN Security Council resolutions, which are crucial to bring the DPRK back to the negotiating table. In the context of the Covid-19 pandemic, we commend the work of the 1718 Committee, which has swiftly approved all sanctions exemption requests for humanitarian assistance for the DPRK. Germany, the United Kingdom and France are committed to working with all relevant partners towards the goal of peace on the Korean Peninsula and to upholding the rules-based international order.”
이어 “1718위원회가 북한에 대한 인도적 지원에 대한 모든 제재 면제 요청을 신속하게 승인한 것을 높이 평가한다”고 덧붙였습니다.
그러면서 “영국과 프랑스, 독일은 한반도 평화의 목표를 위해 모든 관련 파트너들과 협력하고 규칙에 근거한 국제 질서를 유지하는 데 전념하고 있다”고 강조했습니다.
