미국의 군사 전문가들은 북한이 최전선에 전술핵을 배치할 가능성에 대해 엇갈리는 견해를 보였습니다. 실제로 전술핵을 배치한다고 해도 실효성보다는 정치적 의미가 클 것이라고 지적했습니다. 김영교 기자가 취재했습니다.
미국 미들베리 국제학연구소 제임스 마틴 비확산센터의 제프리 루이스 동아시아 국장은 북한이 최근 전선부대의 작전 임무 추가와 작전계획 수정을 논의한 것과 관련해 북한이 최전선에 전술핵 미사일을 배치한 것과 연관이 있을 가능성을 제기했습니다.
[녹취: 루이스 국장] “It's seems very possible. But, unless they spell it out for us, it's hard to know for sure.”
루이스 국장은 23일 VOA와의 전화 통화에서 단정적으로 말할 수는 없지만 그럴 가능성은 충분히 있다고 말했습니다.
그러면서 올해 북한이 북한판 아스칸데르 KN-23과 북한판 에이태킴스(ATACMS) KN-24, 그리고 초대형 방사포 KN-25등의 신형 미사일들을 연이어 시험발사한 사실을 상기했습니다.
이 미사일들은 전술핵 탑재가 가능한 미사일로 알려져 있습니다.
루이스 국장은 이 미사일들이 북한 전술핵무기의 중추가 될 수 있다며, 최전선 부대의 작전 임무 추가와 관련이 있을 수 있다고 말했습니다.
[녹취: 루이스 국장] “In particular, the North Koreans tested a relatively short range ballistic missile, which they specifically identified as being nuclear armed and which they tested in front of some artillery commanders. So that particular missile is the one that I am focused on at the moment as being something that is likely to be the mainstay of their tactical nuclear weapons. I think it would be related to the deployment of that new system.”
앞서 북한 관영 ‘조선중앙통신’은 당 중앙군사위원회 확대회의에서 “전선부대들의 작전 임무를 추가 확정하고 작전계획을 수정하는 사업과 중요 군사조직편제 개편과 관련한 문제들을 토의했다”고 보도했습니다.
반 밴 디펜 전 국무부 국제안보비확산 담당 수석부차관보는 북한이 공개한 내용만으로는 정확히 어떤 일이 진행되고 있는지 알 수 없다고 말했습니다.
[녹취: 밴 디펜 전 부차관보] “It's very unclear exactly what they're doing on the ground, but they clearly have the option to deploy nuclear weapons on some of these missiles.”
밴 디펜 전 부차관보는 그러나 단거리 미사일 일부에 핵무기를 탑재할 수 있는 선택권이 북한에는 분명이 있다고 말했습니다.
동시에 밴 디펜 전 부차관보는 북한의 발표 내용이 정치적 술책일 가능성도 제기했습니다.
전술핵무기와 관련해 직접적으로 언급하지 않고 일부러 애매한 표현을 함으로써 다른 나라들이 불안감을 느끼게 하려는 의도가 있을 수 있다는 겁니다.
[녹취: 밴 디펜 전 부차관보] “The North Koreans themselves haven't said anything one way or the other about this having to do tactical nuclear weapons. So obviously, it's quite possible that is what they're talking about. But it's equally possible they're talking about something else. And it's also possible that they're deliberately using this vague language to get people worried about tactical nuclear weapons as a political ploy.”
미국의 군사 안보 전문 싱크탱크인 랜드연구소의 브루스 베넷 선임연구원도 북한이 미국과 한국의 관심을 끌기 위해 이 같은 내용을 공개했을 것으로 분석했습니다.
북한에는 우선순위가 더 높은 다른 전략적 목표물이 더 많은 상황에서 북한이 현재 보유하고 있는 것으로 추정되는 50-100개의 핵탄두는 전장에서 전술적으로 쓰기에 충분하지 않다는 겁니다.
[녹취: 베넷 선임연구원] “I look at North Korea having 50 or 100 nuclear weapons, and they don't have enough for using on the battlefield. They have too many other strategic targets that are higher priority that they would want to hit. If they had 400 nuclear weapons, then I could understand all the concern about battlefield, but I think North Korea is trying to capture the ROK and US interest in attention.”
베넷 선임연구원은 통상 전술핵무기는 그 효능이 반경 1km도 되지 않는다면서, 전장에서 쓸 수 있는 수백 개의 핵무기가 있지 않는 한 한국과 미국의 공격을 저지할 수 없다고 말했습니다.
[녹취: 베넷 선임연구원] “A tactical nuclear weapon has something less usually than about a kilometer radius of effect. And unless you've got several dozen battlefield nuclear weapons, you're not going to do a great deal to stop the ROK and US attack. They just don't have the nuclear materials that they need to do any serious battlefield targeting now. Could they do it token shot of one weapon on the front? Sure. But that would be for political purposes, it would not so much be for operational military purposes.”
베넷 선임연구원은 북한이 충분한 핵 물질을 갖고 있지 않다는 점을 지적했습니다.
그러면서 북한이 핵무기를 최전선에 배치하는 것은 가능하지만 그것은 군사적인 운용 목적이 아니라 정치적인 목적이 될 것이라고 말했습니다.
안킷 판다 미국 카네기국제평화기금 선임연구원은 핵무기를 최전선에 배치하는 것은 북한이 핵을 통제하고 운영하는 방식과 일치하지 않는다고 말했습니다.
그러면서 최근 미국과 한국이 북한의 도발에 대응하고 나선 것과 관련이 있는 것으로 해석했습니다.
판다 선임연구원은 최근 북한 정권이 일부 부대에 위기 상황에 신속히 대응할 것을 요구해 온 것을 근거로 들며 단거리 미사일 실전 배치가 가능하도록 훈련에 들어가고 준비 태세를 강화하려는 움직임으로 분석했습니다.
[녹취: 판다 선임연구원] “I don't interpret this meeting as having anything to do with the deployment of nuclear weapons to the frontier or to forward positions in general. This has more to do with an implication that many of the newer missile types, the short-range missiles are going to be probably conducting more operational exercises, improving their readiness. In recent exercises, they sort of emphasize that certain units are able to respond to crises quickly.”
판다 선임연구원은 북한이 이렇게 준비 태세를 강조하는 것은 한국과 미국에 대한 일종의 메시지라 말했습니다.
특히 중앙군사위 확대회의에서 한국 측 동해안 축선이 그려진 작전지도를 걸어놓고 설명하는 모습이 담긴 사진을 공개한 것과 관련해 미국과 한국이 북한의 탄도미사일 발사에 대응 사격을 한 장소를 가리키는 것으로 보인다면서, 이 사진은 한국과 미국에 향한 암묵적 경고라고 해석했습니다.
[녹취: 판다 선임연구원] “I think the reason for this, and in the photographs released by state media, there was sort of this blurry map of the South Korean coastline, where US and South Korea carry out their launches responding to North Korea's recent round of ballistic missile launches… this is implicitly a warning to perhaps South Korea and the United States.”
브루스 벡톨 앤젤로 주립대 교수 역시 북한 노동당 중앙군사위원회에서 핵무기를 최전선에 배치하는 것에 대해 논의했을 가능성을 낮게 봤습니다.
벡톨 교수는 북한이 핵무기를 최전선에 배치할 수는 있지만 실행에 옮길 것이라고 보기는 어렵다고 말했습니다.
북한은 마음만 먹으면 한국 어디든 노릴 수 있는 곳에 핵무기를 배치할 수 있다는 겁니다.
[녹취: 벡톨 교수] “Can they equip those new short range systems with nuclear weapons? Sure. I don't know. I'm hesitant to say that's what they're going to do… They don't need to put front on nuclear weapons with frontline units along the DMZ, because they can put nuclear weapons on missiles they can already target any node in South Korea. Those short-range systems could obviously be used to target, so I would think the kind of weapons they would use would would be more likely to be chemical weapons.”
벡톨 교수는 그러나 북한이 신형 단거리 미사일을 공격에 활용할 수 있다면서, 생화학 무기를 운반하는데 사용할 가능성이 있다고 말했습니다.
