한국이 올해 유엔총회에 제출된 북한인권결의안에 공동제안국으로 참여한데 대해 캐나다가 환영한다는 입장을 밝혔습니다. 일본은 한국 등 여러 나라들이 공동제안국으로 참여한 것은 북한 인권 상황에 대한 국제사회의 우려가 크다는 것을 보여준다고 말했습니다. 조은정 기자가 보도합니다.
캐나다 외교 업무를 담당하고 있는 글로벌부(Global Affairs Canada) 대변인은 3일 VOA에 “캐나다는 올해도 이 결의안을 공동제안한 것을 기쁘게 생각하며, 이 중요한 결의안에 대한 한국과 다른 모든 국가들의 지지를 환영한다”고 밝혔습니다.
[글로벌부 대변인] “Canada was pleased to co-sponsor the resolution again this year, and welcomes the support of the ROK and all other states on this important resolution.”
캐나다 글로벌부 대변인은 한국이 4년 만에 유엔총회 북한인권결의안에 공동제안국으로 참여한 데 대한 논평 요청에 이같이 밝혔습니다.
이어 “우리는 북한이 조직적인 인권 유린을 해결하고 이 문제에 대한 국제적 조치를 지지할 수 있는 모든 기회를 가질 것을 일관되게 촉구한다”며 “우리는 유엔 인권이사회와 유엔총회 제3위원회에서 북한 인권 상황에 대한 우려를 제기하는 결의안을 계속 지지해왔다”고 밝혔습니다.
[캐나다 글로벌부] “We consistently call on North Korea to address systematic human rights abuses and take every opportunity to support international action on the issue. We continue to support resolutions raising concerns on the human rights situations in North Korea at the UN Human Rights Council and the UN General Assembly’s Third Committee. Canada is also supportive of the work of the Special Rapporteur on the situation of human rights in the Democratic People's Republic of Korea. The Special Rapporteur’s work outlines key humanitarian and human rights issues on the ground in the DPRK. Please see the Special Rapporteur’s latest report on North Korea on the United Nations Office of the High Commissioner for Human Rights web site. In December 2021, the UN General Assembly passed by consensus a resolution condemning North Korean human rights violations, marking the 17th year in a row that such a resolution was passed by the assembly.”
캐나다 글로벌부는 이어 “캐나다는 유엔 북한인권특별보고관의 활동을 지지한다”며 “특별보고관의 활동은 북한 내부의 핵심적인 인도주의적 문제와 인권 문제의 윤곽을 드러낸다”고 밝혔습니다.
그러면서 유엔총회가 지난해까지 17년 연속 북한인권결의안을 채택했다고 설명했습니다.
주미 일본 대사관은 2일 VOA에 “일본, 한국 등 여러 나라가 북한인권결의안을 공동 발의하고 제출한 것은 납치 문제를 포함한 북한 인권 상황에 대한 국제사회의 우려가 크다는 것을 보여준다”고 밝혔습니다.
주미 일본 대사관은 한국이 공동제안국으로 다시 참여한데 대한 입장을 묻는 질의에 이같이 답했습니다.
[주미 일본 대사관] “We believe that the fact that this resolution was submitted and co-sponsored by several countries, including Japan and the Republic of Korea, indicates that the international community has strong concerns about the human rights situation in North Korea, including the abduction issue.”
일본 대사관은 이어 “일본은 현 내각의 최우선 과제인 일본인 납북자 문제 해결을 위해 국제사회에 메시지를 전달하는 것이 중요하다는 점을 감안해 결의안을 공동 발의하기로 했다”고 설명했습니다.
[주미 일본 대사관] “Japan has decided to co-sponsor the resolution taking into consideration, among various factors, the importance of the international community to continue sending out messages towards resolving the abduction issue, which is the current cabinet’s highest priority issue. As the families of the abductees are aging, there is not a moment to lose in resolving the issue. We will continue to work closely with the United States and other countries, and will do our utmost for the early return of all abductees to Japan.”
일본 대사관은 그러면서 “납북자 가족들이 고령화되면서 문제 해결에 한순간도 지체할 수 없는 상황”이라며 “우리는 계속해서 미국과 다른 나라들과 긴밀히 협력하고 모든 납북자들의 조기 귀국을 위해 최선을 다할 것”이라고 밝혔습니다.
유엔은 매년 상반기에는 인권이사회에서, 그리고 하반기에는 총회에서 각각 북한인권결의안을 채택해왔습니다.
한국은 2008년부터 2018년까지 북한인권결의안 공동제안국에 참여해왔으나 2019년부터 2021년까지는 불참했습니다.
