미국 상원의원들이 조 바이든 대통령과 윤석열 한국 대통령이 양국 간 핵협의그룹(NCG)을 창설하기로 합의한 데 대해 초당적으로 환영의 입장을 밝혔습니다. 북한의 핵, 미사일 위협이 증대된 현실을 반영하는 조치라는 평가입니다. 이조은 기자입니다.
미 상원의 밥 메넨데즈 외교위원장과 잭 리드 군사위원장은 26일 미한 정상회담 결과에 대한 공동 성명을 통해 “한반도에 대한 우리의 확장 억지를 강화하겠다는 바이든 행정부의 ‘워싱턴 선언’을 환영한다”고 밝혔습니다.
[성명] “We welcome the Biden administration’s Washington Declaration to bolster our extended deterrence on the Korean peninsula. The North Korean nuclear program grows more threatening as Pyongyang continues to test more advanced nuclear delivery systems, including intercontinental ballistic missiles and shorter range tactical nuclear weapons.”
이어 “북한이 대륙간탄도미사일(ICBM)과 더 짧은 사거리의 전술 핵무기 등 보다 진전된 핵 운반 체계를 계속 시험하는 가운데 북한 핵 프로그램은 더욱 위협적으로 변하고 있다”고 지적했습니다.
의원들은 “한국과의 우리 동맹은 이런 새로운 현실을 반영할 필요가 있다”며 “핵협의그룹(NCG)을 창설하고 핵 위기에 대해 한국과 더 정기적이고 체계적으로 협의하기로 한 오늘의 결정은 바로 이런 현실을 반영한다”고 평가했습니다.
[성명] “Our alliance with the Republic of Korea needs to reflect this new reality, and today’s decision to establish a Nuclear Consultative Group and to consult more regularly and systematically with Seoul on nuclear crises does exactly that. Just as we regularly engage with our NATO allies on nuclear contingencies in the European theater, it is imperative that we do the same with our South Korean allies. Increasing the frequency, breadth, and depth of our consultations and enhancing the regular visibility of U.S. strategic assets U.S. nuclear naval presence in the region underscore our steadfast commitment to the Korean people. We applaud this positive step for U.S.–ROK relations and the ROK’s re-enforcement of its non-proliferation commitments.”
이어 “우리가 유럽 전구에서 핵 비상사태에 대해 북대서양조약기구(NATO·나토) 동맹국들과 정기적으로 관여하는 것처럼 동맹인 한국과도 마찬가지로 행동하는 것이 필수적”이라고 말했습니다.
그러면서 협의의 빈도와 폭, 깊이를 증대하고 역내에 미국 핵 전략자산의 전개를 늘리는 것은 한국 국민들에 대한 확고한 공약을 강조하는 것이라고 밝혔습니다.
의원들은 “미한 관계를 위한 이런 긍정적인 조치와 한국의 비확산 공약 재시행에 박수를 보낸다”고 말했습니다.
제임스 리시 상원 외교위 공화당 간사와 로저 위커 상원 군사위 공화당 간사도 이날 공동 성명을 내고 NCG를 창설하기로 한 바이든 행정부의 결정을 환영했습니다.
의원들은 “한국은 핵 계획에 대한 더 심도 있는 협의를 오랫동안 요청해 왔다”며 “동맹의 억지력과 관련된 훈련을 활성화하고 전략자산의 정기적이고 예측할 수 없는 전구 전개를 재개하겠다는 약속은 억지력 강화에 도움이 될 것”이라고 평가했습니다.
[성명] “We welcome the administration’s decision to establish a NCG. South Korea has had a long-standing request for deeper consultations on nuclear planning. The commitment to revitalize the alliance’s deterrence-related exercises and resume the regular and unpredictable rotation of strategic assets into theater will help strengthen deterrence.”
의원들은 그러나 “NCG가 동맹의 전략적 태세를 크게 개선하기 위해서는 선언 이상의 것이 돼야 한다”고 강조했습니다.
[성명] “However, for the NCG to improve the alliance’s strategic posture significantly, it must be about more than branding and declarations. Our adversaries have not reduced the role of nuclear weapons in their national security strategies, and the breakneck speed of North Korea’s nuclear posture buildup demands that the alliance adapt. Given this growing threat, the NCG should serve as a forum to discuss, along with all relevant issues, the circumstances under which a return of U.S. nuclear weapons to the Korean theater would become necessary.”
의원들은 “우리의 적국들은 그들의 국가 안보 전략에서 핵무기의 역할을 축소하지 않았으며 북한 핵 태세 구축의 놀라운 속도는 동맹도 이에 맞춰 (태세를) 조정해 나갈 것을 요구한다”고 밝혔습니다.
그러면서 “이런 위협이 증가하고 있는 상황에서 NCG는 모든 관련 문제와 함께 미국의 핵무기를 한국 전구로 돌리는 것이 필요한 상황을 논의하는 포럼 역할을 해야 한다”고 강조했습니다.
