유엔주재 미국 대사가 북한의 탄도미사일 발사를 강하게 규탄하면서 안보리의 대응을 거듭 촉구했습니다. 유엔 사무총장도 북한의 불법 핵무기 프로그램은 긴장 수위를 높인다며 북한에 국제 의무를 준수하고 대화에 복귀하라고 요구했습니다. 함지하 기자가 보도합니다.
린다 토머스-그린필드 유엔주재 미국대사는 12일 ‘국가 간 법치주의’를 주제로 열린 유엔 안보리 회의에서 “미국은 가능한 최고 수준으로 전 세계에서 핵 안전과 안보, 안전조치를 촉진하고 있으며, 파트너들이 핵확산 위험 감소 역량을 구축할 수 있도록 돕고 있다”고 밝혔습니다.
그러면서 “하지만 북한은 지난해 전례 없는 69발의 탄도미사일을 발사했다”며 “이는 모두 여러 안보리 결의에 대한 위반”이라고 지적했습니다.
[녹취: 토머스-그린필드 대사] “The United States is promoting the highest possible standards of nuclear safety, security, and safeguards worldwide, and helping partners build capacity to reduce proliferation risks. But last year, the DPRK launched an unprecedented 69 ballistic missiles, all of which violated multiple Security Council resolutions. And earlier this year, the DPRK reaffirmed its intent to mass produce tactical nuclear weapons to “exponentially” increase its nuclear arsenal this year. Many have raised the very real concern that the DPRK is prepared to conduct a seventh nuclear test. The DPRK is clearly and grossly disregarding international obligations, but so are those that are protecting and abetting the DPRK.”
이어 “연초에 북한은 올해 핵무기를 기하급수적으로 늘리기 위해 전술 핵무기를 대량생산하겠다는 의도를 재확인했다”며 “많은 이들은 북한이 7차 핵실험을 할 준비가 돼 있다는 매우 현실적인 우려도 제기했다”고 설명했습니다.
또 “북한은 명백하고 심각하게 국제적 의무를 무시하고 있지만, 이는 북한을 보호하고 방조하는 나라들도 마찬가지”라며 안보리의 대북조치에 미온적 태도를 보여온 중국과 러시아를 비판했습니다.
[녹취: 토머스-그린필드 대사] “China and Russia repeatedly stopped the Security Council from condemning the DPRK’s unlawful actions in 2022 by forcing the Council to stay silent, blocking the rest of the Council’s attempts to carry out our responsibility to maintain peace and security. All of these violations and abuses of international law require accountability. If there is no justice, there will be no peace.”
“중국과 러시아는 안보리가 침묵을 지키도록 강요하고, 평화와 안보 유지 책임을 수행하려는 다른 이사국들의 시도를 저지하면서 안보리가 2022년 북한의 불법 행위를 규탄하는 것을 반복적으로 막았다”는 것입니다.
아울러 “국제법에 대한 이러한 모든 위반과 남용에는 책임이 따라야 한다”면서 “정의가 없으면 평화도 없다”고 강조했습니다.
토머스-그린필드 대사는 “다행히 국제 체제는 국제법 집행을 위해 활용할 수 있는 많은 도구를 갖추고 있다”며 “우리가 오늘날 보는 모든 국제법 위반을 감안할 때 우리는 ‘이러한 도구를 효과적으로 사용하고 있는가’라고 자문해야 한다”고 말했습니다.
[녹취: 토머스-그린필드 대사] “Fortunately, the international system has many, many tools at its disposal to enforce international law. In light of all the violations of international law we see today, we have to ask ourselves: Are we are using these tools effectively?”
토머스-그린필드 대사는 “미국은 인권과 기본적 자유에 대한 존중을 지속적으로 옹호하고 보호하며 발전시킬 것”이라며 러시아와 중국, 시리아, 니카라과 등과 함께 북한의 인권상황도 거론했습니다.
[녹취: 토머스-그린필드 대사] “The United States will continue to defend, protect, and advance respect for human rights and fundamental freedoms. We continue to fight against discrimination, inequity, and inequality in all its forms.......And it is why we are raising DPRK human rights abuses in the Security Council as an unequivocal issue of international peace and security.
특히 “미국은 모든 형태의 차별과 불공평성, 불평등을 상대로 계속 투쟁한다”며 “이건 우리가 안보리에서 북한의 인권 유린을 분명한 국제 평화와 안보 문제로 제기하는 이유”라고 말했습니다.
이날 회의는 1월 안보리 의장국인 일본이 개최했으며, 하야시 요시마사 일본 외무상이 직접 주재했습니다.
하야시 외무상은 이날 모두 발언에서 “법치주의는 사회의 예측 가능성과 투명성, 공정성을 더 높이고, 이는 경제 발전과 인류 안보의 토대로 되돌아온다”며 법치주의를 주제로 한 안보리 회의 개최 배경을 설명했습니다.
이날 회의에 초대된 안토니우 구테흐스 유엔 사무총장은 “북한이 추진하고 있는 불법 핵무기 프로그램은 위험과 지정학적 긴장을 새로운 수준으로 끌어올리는 분명하고 현존하는 위험”이라고 평가했습니다.
[녹취: 구테흐스 사무총장] “The unlawful nuclear weapons program being pursued by the Democratic People's Republic of Korea is a clear and present danger driving risks and geopolitical tensions to new heights. The onus is on the DPRK to comply with its international obligations and return to the negotiation table.”
이어 “국제 의무를 준수하고 협상 테이블로 복귀할 책임은 북한에 있다”고 지적했습니다.
이날 영국을 대표해 발언한 데이비드 러틀리 영국 외무부 미주∙카리브해 담당 차관은 “우리는 특정 유엔 회원국이 규칙에 기반한 국제질서를 무시하는 방식으로 행동하는 것을 계속 보고 있다”며 러시아, 이란, 시리아와 함께 북한을 지목했습니다.
