북한이 도발을 이어가며 미국은 물론 한국, 일본과의 외교에도 관심을 보이지 않고 있다고 백악관 고위 관리가 지적했습니다. 미한일 3국은 북한의 도발에 단호하게 대응하는 한편 대북 대화에도 준비돼 있다고 강조했습니다. 이조은 기자입니다.
커트 캠벨 백악관 국가안보회의 인도태평양조정관은 12일 워싱턴의 전략국제문제연구소(CSIS)가 개최한 대담에서 “우리는 북한이 도발적인 행보를 지속하는 상황에 직면하고 있다”고 말했습니다.
[녹취:캠벨 조정관] “A situation that we're confronting in North Korea that continues provocative steps, appears, at least at this time, disinterested in diplomacy, not only with the United States, but South Korea and Japan, and is on a very provocative path…I think the hope will be at some point they will get off this path, but I can't tell you that we see any signs of this at this juncture.”
캠벨 조정관은 “북한은 적어도 현시점에서는 미국뿐 아니라 한국, 일본과의 외교에도 관심이 없어 보인다”며 “북한은 굉장히 도발적인 길을 걷고 있다”고 밝혔습니다.
그러면서 “북한이 어느 시점에서는 그 길에서 나오길 바라고 있지만 현시점에서는 그런 징후를 전혀 보지 못하고 있다”고 지적했습니다.
캠벨 조정관은 북한 문제와 관련해 “미한 양국의 대비와 억지 노력뿐 아니라 일본과의 노력에서도 실질적인 강화가 목격되고 있다”고 강조했습니다.
[녹취:캠벨 조정관] “I think what we've also seen is a substantial step up in not just US-ROK preparations and deterrence efforts, but also with Japan as well. You will have noted that the three leaders met in Cambodia in November. And at that time, they took a very strong stance on maintaining deterrence and our firm response to the provocations… I still think that it's important and impressive that each of our three countries stand ready for dialogue…I think it is also the case that we have reached out to China to ask for their help here. I don't have much beyond what has already been said here.”
특히 지난해 11월 캄보디아에서 열린 미한일 3국 정상회담을 언급하며 “당시 3국 정상은 억지력 유지와 북한의 도발에 대한 단호한 대응에 대해 굉장히 확고한 입장을 취했다”고 설명했습니다.
그러면서 “미한일 3국이 각각 북한과의 대화에 준비돼 있는 것이 중요하고 (또 그렇게 하고 있어) 인상적”이라고 말했습니다.
또한 “우리는 중국에도 북한 문제에 대한 도움을 요청하기 위해 접촉했다”며, 이에 대해서는 “이미 알려진 것 이상으로는 할 말이 없다”고 밝혔습니다.
캠벨 조정관은 워싱턴 조야에서 북한 문제에 대한 논의가 없는 것은 아니라면서, 다만 “우리가 접촉과 관여 기회 제공과 관련해 시도한 많은 전략이 일반적으로 무시됐기 때문에 아마 일부 좌절감도 있을 것”이라고 말했습니다.
[녹취:캠벨 조정관] “I think there is probably some frustration, because many of the strategies that we have tried with respect to reaching out and providing opportunities for venues for engagement have generally been ignored.”
이날 대담에 함께 참석한 조태용 주미 한국대사도 현 상황에 대한 캠벨 조정관의 평가에 동의하며 “북한에서 어떤 긍정적인 것도 나오지 않고 있다”고 말했습니다.
[녹취:조 대사] “I cannot see positive things coming out of North Korea in any case… North Korea has an option to choose an economic development as an important part of the future. And that's good for North Korea. Good for the North Korean people good for North Korean people's human rights as well. Instead, North Korean leadership unfortunately is choosing the wrong path.”
이어 “북한은 미래의 중요한 부분으로서 경제적 발전을 선택할 수 있다”며 “그것은 북한과 그곳의 주민들, 그리고 주민 인권에도 좋은 일이지만, 북한 지도부는 안타깝게도 잘못된 길 선택하고 있다”고 지적했습니다.
그러면서 “김정은 위원장은 주민들에게 핵 역량을 제공하겠다는 약속은 어느 정도 지켰지만 경제적 발전을 제공한다는 측면에서는 완전히 실패했다”고 말했습니다.
[녹취:조 대사] “He delivered to some extent on his promise to give a nuclear capability to North Korean people, but it was an utter failure for him in terms of delivering the economic development to North Korean people…I hope that while we are pursuing a solution for a North Korean nuclear problems and whole North Korean nuclear issue but human rights will have to be an essential part of that efforts in the future.”
조 대사는 또 “우리가 북핵 문제 전반에 대한 해법을 추구하는 동안 인권도 앞으로 이런 노력의 필수적인 부분이 돼야 할 것”이라고 강조했습니다.
