미국 상원과 하원에서 윤석열 한국 대통령의 미국 국빈 방문을 환영하는 결의안이 발의됐습니다. 결의안은 올해 70주년을 맞는 미한 동맹이 한반도 평화와 안보, 번영의 핵심축이라고 강조했습니다. 이조은 기자입니다.
미 상하원 의원들이 윤석열 한국 대통령의 미국 방문을 맞아 24일 ‘미한 상호방위조약 체결 70주년 기념’ 동반 결의안을 발의했습니다.
상원에서는 외교위원회의 밥 메넨데즈 위원장 주도로 제임스 리시 공화당 간사, 동아태 소위원회의 크리스 밴 홀런 위원장과 밋 롬니 공화당 간사, 민주당의 존 오소프 의원과 공화당의 댄 설리번 의원 등 7명이 발의에 참여했습니다.
하원에서는 민주당의 그레이스 멩 의원이 결의안을 대표 발의했고, 외교위원회의 마이클 매콜 위원장과 그레고리 믹스 민주당 간사, 아태 소위원회의 영 김 위원장과 아미 베라 민주당 간사 등 8명이 발의에 참여했습니다.
상하원 결의안은 윤 대통령의 미국 방문을 환영하며 이번 국빈 방문을 계기로 미한 간 긴밀한 안보, 경제, 국민 간 유대를 더욱 심화할 것을 촉구했습니다.
[결의안] “Welcomes President Yoon Suk Yeol to the United States and urges both sides to use the occasion of this state visit to further deepen the close security, economic, and people-to-people ties between the United States and the Republic of Korea… Reaffirms the importance of the United States-Republic of Korea relationship as the linchpin to safeguarding peace, security, and prosperity on the Korean Peninsula and as a critical component of peace in the Indo-Pacific region.”
또 한반도의 평화, 안보, 번영을 수호하는 핵심축이자 인도태평양 역내 평화의 중요한 구성 요소로서 미한 관계의 중요성을 재확인했습니다.
결의안은 한국에 대한 미국의 확장억제 공약도 재확인했습니다.
[결의안] “Reaffirms the United States extended deterrence commitments to the Republic of Korea, and that the United States will continue to ensure that its policy and posture reflects the requirements of extended deterrence;”
그러면서 “미국은 정책과 (군사) 태세가 확장억제 요구사항을 반영하도록 계속 보장할 것”이라고 강조했습니다.
역내 안보와 미국, 일본, 호주, 인도의 비공식 협의체 ‘쿼드’ 이니셔티브에 대한 한국의 관여를 지지한다는 내용도 결의안에 담겼습니다.
[결의안] “Calls for close coordination to achieve the denuclearization of the Democratic People’s Republic of Korea and the establishment of a permanent and lasting peace on the Korean Peninsula; Encourages close cooperation among the United States, the ROK, and Japan to address shared challenges; and Recognizes the deep partnership forged over the last 70 years since the signing of the Mutual Defense Treaty.”
또 북한의 비핵화와 한반도의 항구적이고 영구적인 평화 정착을 위한 긴밀한 공조를 촉구했습니다.
결의안은 공동의 도전과제를 해결하기 위한 미한일 3국 간의 긴밀한 협력도 독려했습니다.
메넨데즈 의원은 이날 성명을 통해 결의안을 공개하며 “미국과 한국은 우리의 가치와 공동체적 유대, 그리고 민주주의와 규칙에 기반한 국제 질서를 발전시키기 위한 의지로 결합돼 북한의 핵 프로그램과 탄도미사일 역량이 제기하는 위협을 해소하고 완화하는 등 인도태평양의 평화와 안정을 추구하기 위해 수십 년 동안 협력해 왔다”고 밝혔습니다.
[메넨데즈 의원] “Bound together by our values, community ties, and commitment to advance democracy and the international rules-based order, the United States and the Republic of Korea have collaborated for decades to seek peace and stability in the Indo-Pacific, including addressing and mitigating the threats posed by North Korea’s nuclear program and ballistic missile capabilities. I look forward to working with my colleagues to deepen our nations’ alliance as we together seek to forge a more secure future and lasting peace for generations to come.”
그러면서 “우리가 함께 다음 세대를 위해 더 안전한 미래와 항구적인 평화 구축을 추구하는 가운데 미한 동맹을 심화하기 위해 동료들과 협력하기를 고대한다”고 밝혔습니다.
리시 의원도 성명에서 “윤 대통령의 미국 방문 전날 나는 자유와 경제 발전을 수호하고 인권을 옹호함으로써 자유롭고 평화로운 인도태평양을 향해 노력하고자 하는 한국의 열망에 고무됐다”고 말했습니다.
[리시 의원] “On the eve of President Yoon’s visit to the United States, I am encouraged by South Korea’s desire to work towards a free and peaceful Indo-Pacific by defending freedom and economic development, and upholding human rights. I also applaud President Yoon’s political courage to cooperate and strengthen ties with Japan, and will continue to be a strong supporter of trilateral cooperation.”
또 “일본과의 협력과 관계 강화를 위한 윤 대통령의 정치적 용기에 박수를 보낸다”며 “나는 앞으로도 (미한일) 3국 협력의 강력한 지지자가 될 것”이라고 강조했습니다.
매콜 의원은 이날 성명을 통해 “한국은 아시아의 평화, 안보, 번영의 핵심축”이라며 “미한 관계 70주년에 이 중요한 인도태평양 동맹국에 대한 우리의 의지를 재확인하는 데 동료들과 함께하게 돼 자랑스럽다”고 말했습니다.
[매콜 의원] “South Korea is the linchpin of peace, security, and prosperity in Asia and I am proud to join my colleagues in reaffirming our commitment to this important Indo-Pacific ally during the 70th anniversary of our relationship.”
믹스 의원도 성명에서 “70년 동안 미한 동맹은 인도태평양 지역 안정과 번영에 핵심축 역할을 해왔다”고 말했습니다.
[믹스 의원] “For seventy years, the U.S.-ROK alliance has served as the linchpin for stability and prosperity in the Indo-Pacific region. Our alliance is vital to addressing the enduring and emerging challenges we share, from global health and climate change to North Korea’s nuclear ambitions.”
믹스 의원은 이어 “우리의 동맹은 세계 보건과 기후 변화에서부터 북한의 핵 야망에 이르기까지 우리가 공유하고 있는 지속적이고 새로운 도전을 해결하기 위해 필수적”이라고 강조했습니다.
