한국과 일본 등을 담당한 마크 램버트 국무부 부차관보가 중국 조정관 겸 중국∙타이완 담당 부차관보로 임명됐습니다.
[국무부 대변인실] “Today, we welcome Mark Lambert as China Coordinator and Deputy Assistant Secretary of State for China and Taiwan in the Bureau of East Asian and Pacific Affairs. Mark will oversee the Office of China Coordination and the Office of Taiwan Coordination in the Bureau of East Asian and Pacific Affairs. Mark is a career member of the Senior Foreign Service who most recently served as Deputy Assistant Secretary with responsibility for Japan, Korea, Mongolia, Australia, New Zealand, and the Pacific Islands.”
국무부 대변인실은 29일 보도자료에서 램버트 부차관보의 임명을 환영한다며 “램버트 부차관보가 동아시아태평양 부서 내 중국문제 조정실과 타이완 조정실을 총괄하게 된다”고 전했습니다.
램버트 부차관보는 현재 국무부 고위 외교단(Senior Foreign Service) 소속으로, 최근까지 국무부 동아태 부서에서 한국과 일본, 몽골, 호주, 뉴질랜드, 태평양 도서국 등을 담당했습니다.
앞서 국무부는 지난해 12월 차이나하우스로 비공식 명명된 중국문제 조정실을 출범한 바 있습니다.
당시 국무부는 중국문제 조정실에 대해 미국이 중국과의 경쟁을 책임 있게 관리하고 개방되고 포용적인 국제 체계에 대한 미국의 비전이 발전되도록 보장하는 것을 목적으로 출범한 조직이라고 설명한 바 있습니다.
이날 국무부 대변인실은 램버트 부차관보가 “중국 관련 사안과 동맹∙파트너와의 조율된 정책 수립, 국제체계의 무결성 보호와 관련해 일한 많은 경험이 있고, 중국 베이징 대사관에서 두 차례 근무한 경력도 있다”며 그가 적임자라는 사실을 강조했습니다.
[국무부 대변인실] “He has deep experience working on issues related to the People’s Republic of China (PRC), forging aligned policies with our allies and partners, and protecting the integrity of the international system, and has served twice at Embassy Beijing. The Office of China Coordination is enabling the Department to deliver on the Administration’s “invest, align, compete” approach to the PRC and advance our vision for an open, inclusive international system. It is a key component of the Secretary’s modernization agenda, which is focused on equipping the Department to meet the challenges and seize the opportunities of the decade ahead.”
또한 “중국문제 조정실은 국무부가 중국에 대한 바이든 행정부의 ‘투자, 공조, 경쟁’ 접근 방식을 이행하고, 개방적이고 포용적인 국제 체계에 대한 우리의 비전을 진전시킬 수 있도록 하고 있다”며 “이는 국무부가 향후 10년의 도전에 대응하고 기회를 잡을 수 있는 역량을 갖추는 데 초점을 맞춘 국무장관의 현대화 의제의 핵심 요소”라고 밝혔습니다.
[국무부 대변인실] “The Secretary and Department leadership are committed to ensuring we have the talent, tools, and resources to successfully execute U.S. policy and strategy towards the PRC as the most complex and consequential geopolitical challenge we face.”
그러면서 “국무장관과 국무부 지도부는 우리가 직면한 가장 복잡하고 중대한 지정학적 도전인 중국에 대한 미국의 정책과 전략을 성공적으로 실행할 수 있는 인재와 도구, 자원 확보를 확실히 하는 데 전념하고 있다”고 덧붙였습니다.
