미국의 전직 관리들은 북한이 유화적 담화를 내놓은 뒤 미사일을 발사한 것은 앞으로 있을 대미 협상에서 우위를 확보하기 위한 것으로 분석했습니다. 위기 상황을 만들어낸 뒤 상대방이 양보하면 외교적 관여를 제안하는 북한의 전형적인 협상 수법이라는 지적입니다. 김영교 기자가 취재했습니다.
로버트 매닝 전 국무부 선임자문관은 28일 VOA에 북한이 김정은 국무위원장의 여동생 김여정 노동당 부부장 명의로 지난주 이틀 연속 유화적 담화를 내놓은 뒤 사흘 만에 단거리 탄도미사일을 발사한 것은 정치적 의도에 따른 것이라고 말했습니다.
[녹취: 매닝 전 선임자문관] “It's a political gambit, so to speak. I tend not to believe in coincidences, and I don't think it was a coincidence that this missile launch occurred right at the same time that the North Korean UN rep was giving his speech in the UN General Assembly, criticizing the US for its hostile hostile policy and military exercise and so on demanding a change. I think it's a typical North Korean effort to create a kind of mini crisis, to try to press the Biden administration to make concessions on and begin some sort of talks on North Korean terms.”
매닝 전 자문관은 북한의 행태는 정치적 ‘수’라며, 북한의 유엔 주재 대표가 유엔에서 미국의 적대시 정책과 연합군사훈련 중단을 요구하며 연설하던 시점에 미사일을 발사한 것은 우연이라고 생각하지 않는다고 말했습니다.
작은 ‘위기’를 만들어 바이든 행정부에 자신들이 원하는 미국의 양보를 이끌어내 보려는 전형적 행태라는 겁니다.
트럼프 행정부 시절 대북 협상에 관여했던 앤서니 루지에로 전 백악관 국가안보회의 북한담당 국장도 북한의 움직임은 미-한 연합훈련 중단과 제재 해제 등 자신들이 원하는 조건 속에서 미국과 대화를 시작하기 위한 것이라고 말했습니다.
[녹취: 루지에로 전 국장] “They want engagement on their own terms. They've been spelling those out. They want the US and South Korea to stop military exercises. They want, eventually the removal of US forces and US equipment. And then, you know, what is not as well spelled out but I expect that the third element to that will be is there, they're looking at the Iran negotiations and they're saying they’d be okay with that, too -- near total sanctions relief for really limited nuclear restrictions. This is a playbook that Kim has used, his father used, his grandfather used.”
북한 정권은 자신들이 원하는 조건으로 관여를 원하면서 그에 대한 조건을 내걸고 있고, 그 조건은 미-한 연합군사훈련을 중단하고 궁극적으로는 주한미군이 철수하는 것이란 설명입니다.
루지에로 전 국장은 북한이 앞으로 조건으로 내걸 세 번째는 미국이 이란과의 협상에서 제재를 완화하고 핵무기 규제는 매우 적게 하는 것을 보며 비슷한 것을 요구할 것이라고 말했습니다. 그러면서, 북한의 이런 방식은 김정은 위원장이 할아버지와 아버지 때부터 이어온 전술 각본을 따른 것이라고 지적했습니다.
마크 피츠패트릭 전 국무부 비확산 담당 부차관보도 북한의 전형적 수법이라면서, 북한은 위기 상황을 만들어낸 뒤 상대방이 양보하면 외교적 관여를 제안하는 방식을 자주 쓰고 있다고 말했습니다.
피츠패트릭 전 부차관보는 북한 정권이 남북관계 진전을 바라는 임기 말 한국 문재인 대통령의 종전선언 제안을 역으로 이용하고 있다고 분석했습니다.
[녹취: 피츠패트릭 전 부차관보] “They currently are trying to take advantage of South Korean President Moon Jae-in desire to make some progress in South-North relations, before the end of his term. So, they're paying off of his suggestion to call an end to the Korean War. And the irony is that Moon Jae-in talked about declaring end of the Korean War, because he thought that would be something North Korea wants, but now North Korea is treating it as though it's something South Korea wants, and then trying to extract concessions in exchange for agreeing to this suggestion.”
북한은 문재인 대통령이 임기가 끝나기 전에 남북관계 진전을 희망하는 것을 기회로 활용하려 하고 있고, 문 대통령이 한국전쟁 종전선언을 제안한 것을 어떻게든 이용하려 한다는 설명입니다.
피츠패트릭 전 부차관보는 북한이 한국의 종전선언 제안에 합의하는 것을 조건으로 양보를 얻어내려 하고 있다고 말했습니다.
에반스 리비어 전 국무부 동아태 담당 수석부차관보는 북한이 엇갈린 신호를 동시에 내보내는 것은 북한을 오랫동안 지켜본 이들에게 전혀 놀라운 일이 아니라면서, 이번에도 똑같은 술수를 반복하는 것에 지나지 않는다고 말했습니다.
그러면서 북한의 목적은 미국과 한국의 사이를 갈라놓는 것이며 북한이 말하는 적대시 정책을 미국이 철회하도록 하는 것이라고 말했습니다.
[녹취: 리비어 전 부차관보] “The overall goal is exactly the same. The overall goal is to try to drive a wedge between Washington and Seoul. The additional goal obviously is to end what the North Koreans call hostility or hostile policy, and what they mean by that was actually made pretty clear by the DPRK UN ambassador, end the exercise and stop deploying forces into the region, and he didn't say this but the North Koreans have said this before, and the alliance and remove US troops from the Peninsula, that's what ending hostility means.”
리비어 전 부차관보는 북한이 말하는 적대시 정책 중단이란 결국 주한미군이 철수하는 것이라고 말했습니다.
게리 세이모어 전 백악관 대량살상무기 조정관은 북한의 메시지는 미국이 적대시 정책을 철회하면 협상에 나설 수 있고 종전선언에 대해 논의할 수 있다는 것이라고 말했습니다.
[녹취: 세이모어 전 조정관] “North Korea's message is that, if you will remove your hostile policy, we will engage in negotiations and we're prepared to talk about end of war declaration, but if you don't talk to us, then we're going to continue to develop our military capacity through test launches. So, I don't see it as a contradictory message. I see it as a reinforcing message.”
하지만 만약 미국이 북한과 대화하지 않으면 시험발사를 통해 군 역량을 계속 강화해 나갈 것이라는 겁니다.
세이모어 전 조정관은 북한이 엇갈린 메시지를 보내는 것처럼 보이지만 이는 모순적인 것이 아니라 자신들의 메시지를 강력히 재확인하는 것이라고 말했습니다.
