영국, 프랑스, 독일 등 주요 유럽 국가들이 일제히 북한의 지난 11일 미사일 발사를 강력히 규탄했습니다. 이들 국가들은 북한이 안보리 결의를 준수하고 추가 도발을 자제할 것을 촉구했습니다. 조상진 기자가 보도합니다.
프랑스 외교부는 12일 성명을 통해 북한이 지난 5일에 이어 또다시 극초음속 미사일이라고 주장하는 미사일을 발사한 것을 규탄한다고 밝혔습니다.
이어 북한의 무기 개발은 국제 평화와 안보에 심각한 위협이 되고 있다고 지적한 최근 유엔 안보리 비공개 회의 직후 발표된 미국과 프랑스 등 6개국의 공동성명과 전날 발표된 유럽연합의 성명 내용을 언급했습니다.
[프랑스 외교부 성명] “France condemns the latest missile launch on January 10, less than a week after the January 5th launch, both characterized by North Korea as hypersonic missile launches. North Korea’s pursuit of its weapons program is a threat to international peace and security and undermines international efforts to resume a dialogue, as noted in the joint statement delivered the day before yesterday by France, Albania, Ireland, Japan, the United Kingdom and the United States at the Security Council, and in the EU statement issued yesterday.”
그러면서 프랑스 정부는 북한이 불법 행동을 중단하고 완전하고 검증가능하며 돌이킬 수 없는 비핵화, 즉 CVID를 목표로 한 유엔 안보리 결의를 준수할 것을 촉구한다고 밝혔습니다.
아울러 프랑스는 국제사회의 대북제재가 완전하고 효과적으로 이행될 수 있도록 파트너들과 적극 협력해 나갈 것이라고 강조했습니다.
[프랑스 외교부 성명] “We urge North Korea to end its illegal activities and to comply with UN Security Council resolutions aimed at achieving its complete, verifiable and irreversible denuclearization. In the meantime, we will continue to work actively with our partners to ensure the complete and effective implementation of international sanctions. Until the DPRK complies with its obligations under UN Security Council Resolutions, the EU will continue to implement sanctions strictly while encouraging the international community to do the same.”
독일 외무부도 이날 성명을 통해 북한이 불과 며칠 사이에 잇따라 미사일 시험을 한 것을 강력히 규탄한다고 밝혔습니다.
[독일 외무부 성명] “The German Government vehemently condemns the latest test of a ballistic missile by North Korea. With this second missile test within just a few days, North Korea is again flagrantly breaching its obligations under the relevant United Nations Security Council resolutions. North Korea is thus irresponsibly jeopardising international and regional security and stability.”
독일 외무부는 북한이 또다시 유엔 안보리 결의에 따른 의무를 명백하게 위반했으며, 국제정세와 역내 안보, 안정을 무책임하게 위태롭게 만들고 있다고 지적했습니다.
[독일 외무부 성명] “The German Government urges North Korea to refrain from further provocation, to implement the Security Council decisions in full, and to accept the offers of dialogue put forward by the United States and South Korea and enter into serious negotiations on the dismantling of its nuclear and missile programmes. North Korea remains bound to the complete, verifiable and irreversible ending of its programmes to develop weapons of mass destruction and ballistic missiles.”
그러면서 북한은 추가 도발을 자제하고 안보리 결의를 전면 이행하며, 미국과 한국의 대화 제의를 받아들여 핵과 미사일 프로그램 폐기를 위한 진지한 협상에 나서야 한다고 촉구했습니다.
영국 정부도 지난 5일 북한의 미사일 발사에 이어 또다시 이어진 북한의 탄도미사일 발사에 우려를 나타냈습니다.
영국 외교부의 아만다 밀링 아시아 담당 국무상은 12일 사회연결망서비스 트위터를 통해, 영국은 북한이 탄도미사일 시험 발사로 유엔 안전보장이사회 결의를 지속적으로 위반하는 데 대해 계속 깊은 우려를 표명한다고 밝혔습니다.
[영국 외교부 아만다 밀링 아시아 담당 국무상] “The UK continues to be deeply concerned by North Korea’s persistent violations of UN Security Council Resolutions by conducting ballistic missile tests. It must take concrete steps towards complete, verifiable & irreversible denuclearisation. Dialogue is the only way forward.”
밀링 국무상은 이어 북한은 완전하고 검증 가능하며 돌이킬 수 없는 비핵화, CVID를 향한 구체적 조치를 취해야 한다고 촉구하면서, 대화만이 진전을 향한 유일한 길이라고 강조했습니다.
이보다 앞서 유럽연합 (EU) 대외관계청은 11일 북한이 불법 무기체계를 계속 추구하는 것은 국제평화와 안보에 위협이 되며, 대화를 재개하고 북한 주민들을 돕기 위한 국제적 노력에 역행한다고 지적했습니다.
[유럽연합 EU 대외관계청 성명] “The EU condemns the launches of missiles by the DPRK, which occurred most recently on January 5 and 11. The DPRK’s continued pursuit of illegal weapons systems is a threat to international peace and security and goes against international efforts to resume dialogue and engage in actions to help its people.]
그러면서 북한이 유엔 안전보장이사회 결의에 따른 의무를 준수하고 외교와 대화를 추구하기 위한 환경을 훼손하는 모든 행동을 자제할 것을 촉구한다고 밝혔습니다.
