미 국무부가 북한의 올해 14번째 미사일 도발을 규탄했습니다. 북한의 최근 대륙간탄도미사일(ICBM) 시험과 결부 지으면서 전 세계를 위협하는 불법적 행동이라고 비판했습니다. 한국과 일본에 대한 방어 공약을 재확인했고, 안보리 이사국으로서 중국의 책임도 상기시켰습니다. 조은정 기자가 보도합니다.
국무부가 북한의 미사일 시위에 대한 단호한 입장과 역내 동맹국과의 공동 대응 의지를 확인했습니다.
네드 프라이스 국무부 대변인은 4일 정례브리핑에서 북한의 미사일 발사에 대한 논평 요청에 북한의 최근 탄도미사일 발사를 규탄한다고 밝혔습니다.
[녹취: 프라이스 대변인] “I'm not sure if I heard you perfectly but it was a ballistic missile that the North Koreans launched. We condemn that launch like the DPRK’s recent tests of at least three intercontinental ballistic missiles. This launch is a clear violation of multiple United Nations Security Council resolutions. It demonstrates the fact that North Korea's ballistic missile program, its nuclear weapons program, they pose a threat to the DPRK’s neighbors, they pose a threat to the region, they pose a threat to peace and stability throughout the Indo-Pacific.”
프라이스 대변인은 “최근 북한이 최소 3차례 대륙간탄도미사일 (ICBM)을 발사했을 때와 마찬가지로 이번 발사도 규탄한다”며 “이 발사는 여러 유엔 안보리 결의에 명백히 위배된다”고 지적했습니다.
이어 “이번 발사는 북한의 탄도미사일 프로그램과 핵무기 프로그램이 북한의 주변국들과 역내, 인도태평양 전체의 평화와 안정에 미치는 위협을 보여준다”고 비판했습니다.
[녹취: 프라이스 대변인] “When it comes to the United States, and we have said this before, we said this in the aftermath of other recent provocations, our commitment to the defense of our treaty allies the Republic of Korea and Japan, that commitment is ironclad. We have been and we will continue to be in close touch and close coordination with our treaty allies the ROK and Japan. And together we will respond to the provocations that we have seen emanate from the DPRK. This is also something that we will address with our allies and partners in New York and work that is ongoing.”
프라이스 대변인은 “최근 북한의 도발들 뒤에 이미 밝혔듯이, 조약동맹인 한국과 일본 방어에 대한 우리의 약속은 철통 같다”며 “지금까지 그래왔듯이 앞으로도 조약동맹인 한국, 일본과 긴밀히 조율해 북한의 도발에 함께 대응할 것”이라고 말했습니다.
또 뉴욕의 유엔 본부에서도 동맹과 파트너들과 함께 협력하고 있다고 덧붙였습니다.
한국을 방문 중인 중국의 류샤오밍 한반도사무특별대표가 북한의 미사일 발사를 비판하지 않은 데 대한 논평 요청에는 중국의 안보리 이사국으로서의 책임을 상기시켰습니다.
[녹취: 프라이스 대변인] “Each of these provocations has been a violation of multiple UN Security Council resolutions. The PRC of course is a permanent member of the UN Security Council. The fact that there are multiple UN Security Council resolutions, the fact that there are multiple statements that have emanated from the UN Security Council chamber itself, is a testament to the fact that countries around the world, including the PRC, recognize that the DPRK’s ballistic missile, Its nuclear program is a source of instability. It is a source of insecurity. And that is a threat to the broader region. We will continue to work very closely with Japan and the ROK on this challenge but of course we will work with allies as well as partners around the world. And as we've recently said, we have had recent engagements with our counterparts on the danger that is posed by the DPRK’s ballistic missile and nuclear weapons program. Our special envoy Sung Kim, has had recent engagements, Secretary Blinken has had an opportunity in recent months to engage Wang Yi on this issue as well. It is a challenge that we on every occasion also do address with our PRC counterparts.”
프라이스 대변인은 “북한의 도발들은 여러 유엔 안보리 결의들을 위반한다”며 “중국은 유엔 안보리 상임이사국이며, (대북) 안보리 결의와 규탄 성명이 여러 개라는 사실은 중국을 비롯한 세계 각국이 북한의 탄도미사일과 핵 프로그램을 불안정의 근원으로 인식하고 있다는 증거”라고 말했습니다.
이어 “우리는 계속해서 이 도전과 관련해 일본, 한국과 긴밀히 협력할 것이며 전 세계의 동맹과 파트너와도 협력할 것”이라고 말했습니다.
그러면서 “북한의 탄도미사일과 핵무기 프로그램이 제기하는 위험과 관련해 우리는 최근 중국 측과 만났다”며 성 김 대북특별대표와 블링컨 장관이 왕이 외교부장 등을 만난 것을 언급했습니다.
프라이스 대변인은 미국이 중국 측 상대와 만나는 모든 기회에 북한 도전을 언급한다고 말했습니다.
한국 차기 정부가 사드 배치를 원하면 미국이 고려할 의향이 있느냐는 질문에 프라이스 대변인은 “모든 국가들은 내재적인 자위권이 있다”며 “조약동맹인 한국의 방어에 대한 약속은 철통같다”고 말했습니다.
그러면서 “우리의 한국에 대한 방어 공약을 어떻게 최선의 방법으로 철통같이 유지할 수 있을 지에 대해서는 동맹들 사이에 논의할 문제”라고 말했습니다.
프라이스 대변인은 북한이 4일 발사한 미사일이 대륙간탄도미사일이 아닌 탄도미사일이냐는 질문에 “그렇다. 탄도미사일이다”라며 “더 이상의 추가 정보를 제공할 위치에 있지 않다”고 말했습니다.
