미 국무부가 북한의 최근 잠수함발사탄도미사일 발사를 안보리 결의 위반이라고 비판하며 유엔에서 이 문제를 계속 논의할 것이라고 밝혔습니다. 윤석열 정부 출범과 관련해선 미국과 한국이 함께 공통의 이익을 추구하고 가치를 보호할 것으로 확신한다고 밝혔습니다. 조은정 기자가 보도합니다.
네드 프라이스 국무부 대변인은 9일 정례브리핑에서 북한 미사일 연쇄 도발의 불법성을 지적했습니다.
[녹취: 프라이스 대변인] “Our analysis is that this was a the launch of a ballistic missile. Our analysis is that like previous launches, including the three previous tests of the ICBM systems, this was a clear violation of multiple U.N. Security Council resolutions. That's why we're discussing this, as we are, previous provocations previous launches, with our allies and the Republic of Korea and Japan and also in New York.”
프라이스 대변인은 북한이 7일 발사한 미사일이 ‘탄도미사일’로 판단된다며 “이번 발사는 세 번의 대륙간탄도미사일 시험을 비롯해 이전의 발사와 마찬가지로 복수의 유엔 안보리 결의에 위배된다”고 지적했습니다.
“따라서 우리는 과거 발사들과 마찬가지로 동맹인 한국, 일본은 물론 뉴욕 (유엔 본부)에서도 협의를 하고 있다”고 말했습니다.
유엔 안보리가 대북 추가 제재안을 채택하지 못하고 있는 것과 관련해 안보리가 역할을 다 하고 있느냐는 질문에는 “유엔 안보리는 과거에도 그랬듯 중요한 역할을 담당하고 있다”고 말했습니다.
[녹취: 프라이스 대변인] “The fact that these resolutions are on the books, points to the utility that the Security Council that the UN system can have, in confronting North Korea's ballistic missile and nuclear weapons program. It's incumbent upon all countries, certainly including the permanent five members of the UN Security Council, to see to it that UN Security Council resolutions are fully implemented, fully applied. Because countries around the world including the five permanent Security Council members, those members that voted in support of these and other resolutions have recognized the fact that the DPRK has ballistic missile and nuclear weapons programs are a threat to international peace and security. And of course the Security Council, it's the world's preeminent forum. It was set up to be that to address all threats to peace and security. This is one of them. And we'll continue to work on this issue with our allies and partners in New York.”
프라이스 대변인은 “이러한 결의들이 기록돼 있다는 사실은 북한의 탄도미사일과 핵무기 프로그램에 대응하는데 유엔 안보리가 가지는 효용성을 보여준다”고 말했습니다.
또 “5개 안보리 상임이사국들을 포함한 모든 국가들이 유엔 안보리 결의들을 완전히 이행할 의무가 있다”고 강조했습니다.
프라이스 대변인은 “안보리는 세계 최고의 장”으로 “평화와 안보에 대응하기 위해 설립됐다”며 북한 위협도 논의 주제 중 하나라고 말했습니다.
그러면서 뉴욕에서 동맹과 파트너들과 이 문제에 대해 계속 협력할 것이라고 덧붙였습니다.
한국 윤석열 대통령 정부 출범에 대한 논평 요청에는 미한 협력을 확신한다고 밝혔습니다.
[녹취: 프라이스 대변인] “There's an enduring quality to our alliance with the Republic of Korea and its enduring in the sense that it is an alliance that is built on shared interests and shared values. It is not predicated on who's in office at any given time, whether that's here in the United States, whether that is in the Republic of Korea. So we are very confident and we know this because we have had a chance to already meet with some of the transition officials some of the incoming government officials that our alliance with the ROK will endure and that together will be able to pursue our interests and to protect our values.”
프라이스 대변인은 “공통의 이익과 가치에 기반한 한국과 미국의 동맹은 지속적인 특성을 가지고 있다”며 “특정 시점에 미국이나 한국에서 누가 재임 중인가에 근거를 두지 않는다”고 말했습니다.
이어 “한국과의 동맹이 지속될 것이고, 함께 공통 이익을 추구하고 가치를 보호할 수 있을 것으로 확신한다”며 “한국 정부 인수위원회와 차기 정부 당국자들을 이미 만날 기회가 있었기에 이 부분을 확실히 알고 있다”고 말했습니다.
앞서 국무부 대변인실 관계자도 한국 새 정부 출범에 대한 입장을 묻는 VOA 서면 질의에 “미한 동맹은 인도 태평양 지역의 평화, 안보, 번영의 핵심축”이라는 점을 강조했습니다.
이어 “우리는 북한이 역내 안보에 제기하는 위협을 비롯해 세계적인 도전에 맞서 미국과 한국의 협력이 이어지길 기대하고 있다”고 밝혔습니다.
