백악관은 북한이 이달 중으로 핵실험 준비를 끝낼 것으로 분석하면서 한국, 일본과 이 문제를 놓고 긴밀히 조율하고 있다고 밝혔습니다. 최근 신종 코로나바이러스 확진자 발병 사실이 공개된 북한에 백신을 공급할 계획은 없다고 확인했습니다. 함지하 기자가 보도합니다.
젠 사키 백악관 대변인은 “미국은 북한이 이르면 이달 중 핵실험을 실시할 준비가 될 것으로 평가한다”고 밝혔습니다.
[녹취: 사키 대변인] “We the United States assesses that the Democratic Republic People's Republic of Korea could be ready to conduct a test there as early as this month. This would be its seventh such test. We've shared this information with allies and partners and are closely coordinating with them.”
사키 대변인은 12일 백악관 정례브리핑에서 북한의 이번 시험이 “7번째가 될 것”이라면서 “우리는 이 정보를 동맹과 파트너와 공유하고 그들과 긴밀히 조율하고 있다”고 말했습니다.
이어 “(바이든) 대통령이 다음 주 한국과 일본을 방문한다”며 “그곳에서 (바이든 대통령은) 계속해서 동맹을 강화하고 한국의 안보에 대한 우리의 공약을 분명히 할 것”이라고 덧붙였습니다.
[녹취: 사키 대변인] “As you noted, the President is traveling to the Republic of Korea and Japan next week, where he will continue strengthening these alliances and make clear our commitments to the security of the Republic of Korea. Our intelligence assessment is consistent with the DPRK’s recent public statements and destabilizing actions including the test launch of multiple intercontinental ballistic missiles. But this is information again, we've shared with our partners and allies. And of course, it’ll certainly be a topic of discussion when the President travels next week.”
그러면서 “우리의 정보 평가는 최근 북한의 공개 성명과 여러 발의 탄도미사일 발사에 대한 시험발사를 포함한 불안정한 행동과 일치한다”며 “다시 강조하지만 우리는 파트너, 동맹과 이런 정보를 공유했다”고 강조했습니다.
아울러 “이 사안은 물론 다음 주 (바이든 대통령의) 순방 때 논의될 주제 중 하나일 것”이라고 사키 대변인은 거듭 확인했습니다.
사키 대변인은 ‘최근 신종 코로나바이러스 환자 발병 사실을 확인한 북한에 백신 제공 의향이 있느냐’는 질문에 “북한은 코백스(COVAX)의 백신 지원을 지속해서 거절했다”며 “미국은 현재 북한과 백신을 공유할 계획이 없다”고 답했습니다.
[녹취: 사키 대변인] “The DPRK has repeatedly refused vaccine donations from COVAX. We do not, the United States does not currently have plans to share vaccines with the DPRK. We do continue to support international efforts aimed at the provision of critical humanitarian aid to the most vulnerable North Koreans, and this is of course, a broader part of the DPRK continuing to exploit its own citizens by not accepting this type of aid. As you know, it's not just vaccines. It's also a range of humanitarian assistance that could very much help the people in the country. And instead, they divert resources to build their unlawful nuclear and ballistic missiles programs. But yes, we support international efforts, no current plans for the US to donate you know, from the United States supply.”
이어 “우리는 가장 취약한 북한 주민들에 대한 중요한 인도적 원조를 제공하기 위한 국제적 노력을 계속 지원하고 있다”며 이건 북한이 이런 종류의 원조를 받지 않는 방식으로 자국민을 계속 착취하는 광범위한 문제라고 지적했습니다.
사키 대변인은 북한이 수용하지 않는 인도적 원조에는 “단순히 백신만이 아닌 북한 내 주민에게 매우 도움이 되는 다양한 인도적 지원도 해당한다”며 “대신 그들은 불법적인 핵과 탄도미사일 프로그램을 만들기 위해 자원을 전용하고 있다”고 말했습니다.
그러면서 “우리는 국제적 노력을 지원하지만 미국의 공급분을 통한 (백신) 기부 계획은 현재 없다”고 거듭 밝혔습니다.
