토니 블링컨 미 국무장관은 재무부의 추가 대북제재에 대해 북한의 탄도미사일과 대량살상무기 개발에 대응한 조치라고 밝혔습니다. 유엔 회원국 모두 안보리 결의를 완전히 이행할 것도 촉구했습니다. 조은정 기자가 보도합니다.
토니 블링컨 국무장관은 27일 성명을 내고 재무부가 발표한 추가 대북제재 조치의 배경을 설명하면서 북한의 연이은 탄도미사일 발사를 규탄했습니다.
블링컨 장관은 북한이 올해 6차례의 대륙간탄도미사일 발사를 포함해 긴장을 고조시키는 일련의 탄도미사일 발사들에 나섰다며, 이는 유엔 안보리 결의에 대한 노골적인 위반이자 역내 안정과 국제 평화와 안보에 대한 심각한 위협이라고 지적했습니다.
그러면서 미국이 27일 고려항공 무역회사와 북한 제2자연과학원 산하 기관 소속 정용남, 러시아 스푸트니크 은행, 러시아 극동 은행을 제재 대상에 추가했다고 소개했습니다.
[블링컨 장관] “We are taking these actions in response to the DPRK’s ongoing development of its weapons of mass destruction (WMD) and ballistic missile programs in violation of multiple United Nations Security Council resolutions. As a result of today’s sanctions, any property or interests in property of the designated persons in the possession or control of U.S. persons or entities or within the United States must be blocked, and U.S. persons are prohibited from dealing with any of the designated parties.”
블링컨 장관은 “우리는 북한이 다수의 유엔 안보리 결의를 위반하며 대량살상무기와 탄도미사일 프로그램을 계속 개발하는데 대응해 이 조치들을 취했다”고 밝혔습니다.
그러면서 이날 제재에 따라 제재 대상자들의 미국 내 자산은 동결되며, 미국인들과 이들과의 거래도 금지된다고 밝혔습니다.
[블링컨 장관] “We continue to coordinate closely with our allies and partners to address the threats posed by the DPRK’s destabilizing activities and to advance our shared objective of the complete denuclearization of the Korean Peninsula. We remain committed to diplomacy with the DPRK and call on the DPRK to engage in dialogue. At the same time, we continue to urge all UN Member States to fully implement the UN Security Council resolutions addressing the DPRK in order to constrain its ability to advance its unlawful WMD and ballistic missile programs.”
블링컨 장관은 “우리는 북한의 불안정을 초래하는 활동이 제기하는 위협에 대응하고 한반도의 완전한 비핵화라는 우리의 공동 목표를 진전시키기 위해 동맹과 파트너들과 계속해서 긴밀히 조율하고 있다”고 밝혔습니다.
이어 “우리는 여전히 외교에 전념하고 북한이 대화에 관여할 것을 촉구한다”고 밝혔습니다.
블링컨 장관은 “동시에 우리는 모든 유엔 회원국들이 대북 유엔 안전보장이사회 결의안들을 완전히 이행해, 북한의 불법 대량살상무기와 탄도미사일 프로그램 진전 능력을 제한할 것을 촉구한다”고 밝혔습니다.
