미 상원 외교위원장 "새로운 대북 전략 필요...쿼드, 한국 포함해야"

미국 상원 외교위원장이 전임 행정부의 대북 접근법을 강하게 비판하면서 새로운 전략의 필요성을 강조했습니다. 미국, 일본, 호주, 인도 4개국 협의체인 ‘쿼드’가 역내 동맹과의 협력 강화를 위해 한국을 포함해야 한다고 권고했습니다. 이조은 기자가 보도합니다.

미국 민주당의 밥 메넨데즈 상원 외교위원장은 28일 북한 문제와 관련해 “전임 행정부가 다른 접근법을 시도했지만 그 접근법은 미국과 우리의 가장 중요한 동맹국들을 이전보다 덜 안전하게 했다”고 지적했습니다.

[녹취: 밥 메넨데즈 미 상원 외교위원장] “I think it is now clear that while the previous administration tried a different approach, that approach left the United States and our most important allies less secure than before and with a more capable, isolated and dangerous North Korea. Under their watch, North Korea conducted its largest nuclear tests and developed an operational intercontinental ballistic missile.

메넨데즈 위원장은 이날 워싱턴에서 열린 미주한인유권자연대(KAGC) 만찬 기조연설에서 도널드 트럼프 전 대통령을 직접 거론하진 않으면서도 ‘전임 정부’가 시도한 다른 접근법은 “북한이 더 역량을 갖추고 고립되며 위험하게 만들었다”며 이같이 밝혔습니다.

“그들(전임 정부)이 지켜보는 가운데 북한은 가장 큰 규모의 핵실험을 했고 작동 가능한 대륙간탄도미사일(ICBM)을 개발했다”는 것입니다.

메넨데즈 위원장은 “우리는 북한을 다루기 위한 새로운 전략, 진정한 전략이 필요하다”고 강조했습니다.

[녹취: 메넨데즈 위원장] “We need a new strategy, a real strategy to deal with North Korea, a strategy that prioritizes serious diplomacy and a real roadmap to achieve our stated goal of denuclearization, a strategy grounded in reality and built on an understanding of leverage, diplomacy and negotiations, a strategy working in tandem with our allies in the Republic of Korea and elsewhere in Asia, a strategy which recognizes that addressing human rights not just nuclear weapons and intercontinental ballistic missiles is essential. And our policy and approach must be one that is centered around our alliance with Seoul.”

구체적으로는 “비핵화라는 목표를 달성하기 위한 진지한 외교와 진정한 로드맵을 우선하는 전략, 현실에 기반을 두고 지렛대와 외교, 협상에 대한 이해를 바탕으로 구축된 전략, 한국을 비롯한 아시아 지역 동맹들과 함께 협력하는 전략, 그리고 핵무기와 대륙간탄도미사일뿐 아니라 인권을 다루는 것이 필수적임을 인식하는 전략이 필요하다”고 설명했습니다.

그러면서 “우리의 정책과 접근법은 한국과의 동맹을 중심으로 이뤄져야 한다”고 강조했습니다.

메넨데즈 위원장은 “지난 몇년은 미한동맹에 힘든 시기였다”며 “하지만 바이든 대통령과 새로 선출된 윤석열 대통령 아래 우리 양국은 새롭고 긍정적이며 건설적인 시대를 시작하고 있다고 믿는다”고 말했습니다.

But under President Biden and recently elected President Yoon, I believe that we are embarking on a new positive and constructive era for our two nations. In this era, the United States must work with nations in the region to solve problems making sure the Republic of Korea is fully integrated from the start. In this era, the quad Alliance must include Korea as a full stakeholder to ensure a free and open Indo Pacific. In this era, Korea's research science and industrial base must play a crucial role in building secure regional supply chains for critical technologies. In this era, we must work with Seoul to construct a strategic framework that will last well into the future.”

이어 “이런 시대에 미국은 문제를 해결하기 위해 역내 국가들과 반드시 협력해야 한다”며 “(이 과정에서) 한국이 처음부터 완전히 포함되도록 해야 한다”고 덧붙였습니다.

또 “자유롭고 개방된 인도태평양 지역을 보장하기 위해 (미국, 일본, 호주, 인도의 협의체인) ‘쿼드’ 동맹은 한국을 완전한 이해 당사국으로서 포함해야 한다”고 밝혔습니다.

아울러 “한국의 연구 과학과 산업 기반은 중요한 기술을 위한 안전한 역내 공급망을 구축하는 데 중요한 역할을 해야 한다”며 “우리는 미래에도 지속될 전략적 틀을 구축하기 위해 한국과 협력해야 한다”고 말했습니다.
