스미스 미 하원의원 "김정은, 주민 세뇌 독재자...바이든, 북한인권특사 조속 임명해야"

크리스 스미스 공화당 하원의원이 김정은 북한 국무위원장을 개인숭배를 강요하는 독재자라고 비판했습니다. 한국의 북한인권대사 임명을 환영하면서 바이든 행정부도 공석인 북한인권특사직을 조속히 메우라고 촉구했습니다. 이조은 기자가 보도합니다.

미국 의회 초당적 기구인 ‘톰 랜토스 인권위원회’ 공동 위원장인 크리스 스미스 공화당 하원의원은 “북한의 인권 침해는 거의 비교할 대상이 없을 정도”라고 비판했습니다.

[크리스 스미스 미 하원의원] “North Korea's human rights abuses are almost without parallel—with horrific reports of up to 70,000 North Koreans currently in prison for their religious beliefs.

스미스 의원은 2일, 국제종교자유위원회(USCIRF)가 최근 발표한 북한 내 종교 자유 침해 보고서와 관련한 성명에서 “종교적 신념 때문에 현재 7만 명에 달하는 북한 주민들이 감옥에 있다는 끔찍한 보고가 있다”며 이같이 밝혔습니다.

또한 “USCIRF의 새 보고서는 북한 내 종교 탄압에서 살아남은 사람들과 목격자, 그리고 심지어 가해자들과의 세심한 인터뷰를 바탕으로 했다”며 “유엔 조사 위원회가 북한에서 사상, 양심, 종교의 자유에 대한 권리가 거의 완전히 부정되는 것을 발견한 2014년 이후에도 상황이 개선되지 않았음을 분명히 하고 있다”고 강조했습니다.

[스미스 의원] “The new USCIRF report—based on painstaking interviews with survivors, witnesses and even perpetrators of religious freedom in North Korea—makes it absolutely clear that the situation has not improved since 2014, when a United Nations commission of inquiry found an almost complete denial of the right to freedom of thought, conscience, and religion.”

이어 “‘김일성주의-김정일주의와 북한의 종교, 사상, 양심의 자유’라는 제목의 이 보고서는 북한 노동당이 종교 박해의 배후로서 거의 메시아적 열정을 가지고 김일성주의-김정일주의로 알려진 이념을 강제하기 위해 기울이는 고도로 조직화된 노력을 강조한다”고 지적했습니다.

[스미스 의원] “Additionally, the report—entitled ‘Kimilsungism-Kimjongilism and the Right to Freedom of Religion, Thought, and Conscience in North Korea’—emphasizes the highly organized efforts by the Workers’ Party of Korea to enforce an ideology known as Kimilsungism-Kimjongilism with an almost messianic fervor as a driving force of religious persecution.”

스미스 의원은 북한 정부를 “전체주의적인 스탈린주의 정권”으로 규정하면서 “독재자 김정은은 맹목적인 숭배를 요구하고 주민들이 개인숭배를 신봉하도록 세뇌한다”고 비판했습니다.

[스미스 의원] “The Government of North Korea is a totalitarian, Stalinist regime whose dictator Kim Jong-Eun demands idolatrous reverence and brainwashes citizens into following a cult of personality. In stark opposition to this evil regime, it is encouraging to see neighboring South Korea’s recent appointment of an ambassador-at-large on North Korean human rights issues.”

이어 “이런 사악한 정권과는 극명하게 대조적으로, 이웃 나라인 한국이 최근 북한인권대사를 임명한 것은 고무적”이라고 평가했습니다.

스미스 의원은 “북한 주민들은 세계에서 가장 잔인하고 억압적인 환경에서 살고 있다”며 “바이든 행정부는 즉각적인 조치를 취하고, 2004년 제정된 북한인권법에 명시된 북한인권특사를 임명해야 한다”고 밝혔습니다.

[스미스 의원] “With citizens of North Korea living in some of the most brutal and oppressive conditions in the world, the Biden Administration must take immediate action and appoint a Special Envoy on North Korean Human Rights—a position mandated by the North Korean Human Rights Act of 2004 (PL 108-333).”

미 정부 산하 독립기구인 국제종교자유위원회는 지난달 29일 북한의 종교 탄압 실태를 담은 새 보고서를 통해 북한 노동당이 형사 처벌과 의무 교육, 사상 강요 등을 통해 조직적으로 종교 자유 침해를 주도하고 있다고 지적한 바 있습니다.
