국무부 “담대한 구상, 미 정부 접근법과 일치…북한 긍정적으로 반응해야”

미국 국무부는 한국 윤석열 정부의 ‘담대한 구상’이 미국 정부의 접근법과 일치한다며, 북한의 긍정적 반응을 촉구했습니다. 한국과는 북한 문제뿐 아니라 타이완 해협의 안정 등 여러 이해관계를 공유하고 있다고도 밝혔습니다. 함지하 기자가 보도합니다.

국무부는 한국 정부의 ‘담대한 구상’을 지지한다는 입장을 거듭 확인했습니다.

네드 프라이스 대변인은 22일 정례브리핑에서 김여정 북한 노동당 부부장이 담대한 구상을 거부한 데 대한 논평 요청에 “우리는 이 사안과 관련해 북한과 주고받기식 논쟁을 하지 않을 것”이라고 말했습니다.

이어 “우리는 한국 정부가 내세운 담대한 혹은 야심 찬 계획에 대한 지지를 분명히 밝혀왔다”며 “이것은 북한의 핵무기 프로그램과 탄도미사일 프로그램에 대한 우리의 접근법과 완전히 일치하는 계획”이라고 강조했습니다.

[녹취: 프라이스 대변인] “We're not going to get into a back and forth with the DPRK on this. We've been clear about our support for the bold or the ambitious plan that the South Korean administration has put forward, it's a plan that's entirely consistent with our approach to the DPRK nuclear weapons program, to its ballistic missile program. In that it sees the potential for practical, incremental advancements towards the complete denuclearization of the Korean Peninsula. That's really at the heart of our approach to the DPRK.”

또한 “그 안에서 한반도의 비핵화를 향한 실용적이고 점진적인 진전 가능성을 본다”며 “이는 미국 대북 접근의 핵심”이라고 설명했습니다.

프라이스 대변인은 “그 일환으로 우리는 지난 여러 달 동안 공개적이고 반복적으로, 또 비공개적으로 우리가 그런 대화와 외교에 관여할 준비가 돼 있고 의지가 있다는 점을 북한에 전달해 왔다”고 말했습니다.

[녹취: 프라이스 대변인] “As part of that, over the course of many months now, we have conveyed publicly we've also conveyed repeatedly, privately to the DPRK that we are ready and willing to engage in that dialogue and diplomacy. The DPRK has more recently heard that same message from the new administration in South Korea. We believe it is incumbent on the DPRK to respond and to respond affirmatively to that, knowing that, believing that we can achieve progress towards what is a collective goal.”

특히 “북한은 최근 한국 정부로부터 동일한 메시지를 들었다”며 “우리는 집단적인 목표를 향해 진전을 이룰 수 있다는 점을 알고 또 믿으며, 북한은 그것에 긍정적으로 반응해야 할 의무가 있다”고 지적했습니다.

그러면서 “그동안 우리는 계속해서 조약 동맹인 한국과 일본, 그리고 인도태평양의 다른 동맹과 계속 대비할 것이고, 우리가 공동으로 직면한 북한의 어떤 위협이나 도발에 대해서도 방어와 억지를 통해 적절한 태세를 확실히 취할 것”이라고 덧붙였습니다.

[녹취: 프라이스 대변인] “In the meantime, we're going to continue to stand by our treaty allies, the ROK, Japan, other allies in the Indo-Pacific, and to ensure that we are postured appropriately through defense and deterrence against any threats or provocations we make collectively face from the DPRK.”

‘북한이 어떤 유인책에도 돌아오지 않는다면 어떤 대안이 있느냐’는 질문에는 “우리는 북한이 관여에 나선 시기도 봤고, 도발에 나선 시기도 봤다”고 답했습니다.

[녹취: 프라이스 대변인] “We've seen periods of engagements from the DPRK, we've seen periods of provocation from the DPRK. It's very clear that we are in a period that has been characterized by the latter. Far be it from me to try to surmise or to assess what it is that the DPRK seeks in its provocations, but we are going to be continue to be clear about what we are prepared to do and what we seek collectively to achieve with our South Korean allies, with our Japanese allies. And we will continue to convey those messages both publicly and directly to the DPRK.”

이어 “지금 우리가 ‘후자’로 규정된 시기에 있다는 점은 매우 분명하다”며 “북한이 추구하는 도발이 무엇인지 추정하거나 평가할 생각은 전혀 없지만 우리가 할 준비가 돼 있는 것과 한국, 일본 동맹과 달성하기 위해 공동으로 추구하는 것이 무엇인지에 대해 계속해서 분명히 할 것”이라고 말했습니다.

아울러 “우리는 계속 이러한 메시지를 공개적으로 또 직접적으로 북한에 전달할 것”이라고 덧붙였습니다.

최근 토니 블링컨 국무장관과 박진 한국 외교장관간 전화 회담에서 ‘대만 해협의 평화와 안정’ 문제가 논의된 것과 관련한 질문에는 “우리는 가치뿐 아니라 여러 중요한 이해관계를 한국과 공유하며, 그중 하나는 타이완 해협의 안정”이라고 답했습니다.

[녹취: 프라이스 대변인] “But the point you allude to refers to the fact that we share not only values but a number of important interests with our allies in the ROK. And one of those important interest is stability across the Taiwan Strait.”

그러면서 “우리는 일본, 한국과의 공조 그리고 (미한일) 3각 공조를 중추적인 것으로 보고 있다는 점을 분명히 했다”며 “우리는 이를 북한의 대량살상무기라는 맥락 속에서 가장 자주 언급하지만, 우리의 마음과 중심부에선 자유롭고 개방적인 인도태평양 지역에서의 지속적인 이해관계를 공유한다”고 강조했습니다.

[녹취: 프라이스 대변인] “When it comes to Japan and the ROK, we have made clear that we view trilateral cooperation between and among these three countries as pivotal to a number of shared interests. We most often speak about it in the context of the DPRK’s weapons of mass destruction programs, but at our heart, at our core, we share enduring interests in a free and open Indo Pacific region that is really what connects us in terms of our interests, in terms of our values as well, to Japan and the ROK. It is at the heart of our desire to see the status quo across the Taiwan Strait and stability across the Taiwan Strait be preserved. It's something that we regularly discuss with Japan, with the ROK.”

그러면서 “이것이야말로 이해관계라는 관점에서, 또 가치라는 관점에서 실제로 일본, 한국을 연결하는 것”이라고 덧붙였습니다.

프라이스 대변인은 “타이완 해협에서의 현상유지와 이곳의 안정이 지켜지는 것이 우리가 바라는 핵심”이라면서 “이것이 우리가 정기적으로 일본, 한국과 논의하는 것”이라고 설명했습니다.
