미국 “해리스 부통령, 29일 방한…윤 대통령과 미한동맹·북한위협·타이완 등 논의”

카멀라 해리스 미국 부통령이 오는 29일 윤석열 대통령을 예방하고 미한 동맹과 북한의 위협 등 양국 현안을 논의할 예정입니다. 방한에 앞선 일본 방문 중에는 한덕수 한국 총리와 만나 확대되는 동맹의 역할에 대해 논의할 계획입니다. 이조은 기자가 보도합니다.

카멀라 해리스 미국 부통령이 오는 29일 서울을 방문해 윤석열 한국 대통령과 회담을 가질 예정이라고 미 행정부 고위 관리가 밝혔습니다.

이 고위 관리는 23일 해리스 부통령의 일본, 한국 방문 관련 전화 브리핑에서 “해리스 부통령은 윤 대통령과의 회담에서 미한 동맹의 힘을 강조하고, 북한이 제기하는 위협과 타이완 해협에 걸친 평화와 안정의 중요성, 그리고 양국 간 증대되는 경제, 기술 협력과 다양한 역내, 글로벌 현안에 대해 논의할 것”이라고 말했습니다.

[미 행정부 고위 관리] “On Thursday, the Vice President will travel to Seoul, Republic of Korea and have a bilateral meeting with President Yoon where she will underscore the strength of the US-ROK alliance and discuss the threat posed by the DPRK, the importance of peace and stability across the Taiwan Strait, our growing economic and technology partnership and a range of regional and global issue.”

해리스 부통령은 오는 27일 도쿄에서 열리는 아베 신조 전 일본 총리 국장에 참석한 뒤 한국을 방문합니다.

방한에 앞서 도쿄에서 아베 전 총리 국장에 참석하는 한덕수 한국 총리와도 27일 만날 예정입니다.

이 고위 관리는 해리스 부통령과 한 총리가 “다가오는 서울 방문, 인도태평양 지역 안보와 번영의 핵심축인 미한 동맹, 그리고 한반도를 넘어 글로벌 도전 과제까지 다루는 더욱 폭넓은 양국 동맹을 위한 바이든-해리스 정부의 구상에 대해 논의할 진정한 기회가 될 것”이라고 밝혔습니다.

[미 행정부 고위 관리] “Vice President will also meet with Prime Minister Han of the Republic of Korea, who will be in Tokyo for the funeral. And that will be a real opportunity for the Vice President to discuss with him her upcoming visit to Seoul and how the US Republic of Korea alliance is a lynchpin of security and prosperity in the Indo Pacific and the Biden Harris administration's vision for a broader alliance that takes on global challenges beyond the Korean peninsula.”

해리스 부통령이 방한 중 비무장지대(DMZ)를 방문할 가능성에 대해서는 “더 이상 일정에 대해 발표할 것이 없다”면서 “부통령의 방한 이유 중 하나는 북한의 위협에 대해 동맹인 한국과의 연대를 보여주기 위한 것”이라고 답했습니다.

[미 행정부 고위 관리] “A part of the reason for this visit is an opportunity for the Vice President to demonstrate our solidarity with our South Korean allies on the threat posed by the North.”

해리스 부통령의 방한 기간 중 북한이 핵실험을 할 가능성과 관련해서는 “어떤 예측도 발표할 것도 없다”면서 “앞서 우리는 북한이 핵실험을 준비하고 있다고 밝힌 바 있다”고 말했습니다.

이어 “북한이 핵실험을 할 경우 미국은 동맹국인 한국과 일본의 안보에 대한 철통같은 의지를 보여주기 위해 추가 조치에 나설 것이라는 입장을 명확히 한 바 있다”며 “해리스 부통령도 이번 순방 중 이 주제에 대해 카운터파트들과 논의할 것”이라고 밝혔습니다.

[미 행정부 고위 관리] “I don't have any predictions or announcements on the possibility of a North Korean nuclear test…We've previously said that the DPRK is preparing to conduct a nuclear test. We've made clear that such a test would result in additional action by the United States to demonstrate our ironclad commitment to the security of the Republic of Korea, and our Japanese allies. And so I think it's another topic, with no doubt, the Vice President will discuss with her counterparts there.”

해리스 부통령의 이번 순방이 한일 관계 개선에 도움이 될 것으로 보느냐는 질문에는 “당연히 우리는 미국의 두 동맹국이 최대한 가깝게 지내기를 바라며 양국 지도부가 이 문제에 우선순위를 두고 서로 만나고 있어 고무적”이라고 말했습니다.

이어 “양국 간의 협상에 우리가 끼어들 일은 아니지만, 그들이 하는 것에 지지를 표하며 할 수 있는 일이 있다면 돕겠다는 것이 우리의 입장”이라고 덧붙였습니다.

[미 행정부 고위 관리] “We want to see the closest possible relationship between our two allies. We're encouraged to see that leadership on both sides seem to be prioritizing that issue and meeting with each other. It's not for us to get in the middle of such a negotiation, but it's certainly for us to express our support for what they're doing and anything we can do to help.”

해리스 부통령의 이번 일본, 한국 순방에서는 타이완 문제가 여러 양자 회동을 통해 언급될 것이라고도 밝혔습니다.

[미 행정부 고위 관리] “I think you can assume that it will come up in the various bilateral meetings both in Japan and Korea... One of the aspects of our approach to Taiwan is the importance of working together with partners and allies. And, obviously, Japan, the Republic of Korea, you know, has a lot at stake in Taiwan in the region, and I think we are very much aligned with our partners.”

이 고위 관리는 “타이완에 대한 우리의 접근법 중 한 측면은 파트너·동맹들과 협력하는 것이 중요하다는 것”이라며 “분명히 일본과 한국도 역내 타이완 문제에 많은 이해관계가 걸려 있고, 우리와 파트너들의 입장은 매우 일치한다고 생각한다”고 말했습니다.

한편 해리스 부통령은 이번 방한 중 한국 여성들을 만나 성평등 문제에 대해서도 논의할 예정입니다.

이와 관련해 이 고위 관리는 “해리스 부통령이 강조하고 있는 전 세계 성평등 문제의 중요성을 보여줄 것”이라며 “많은 한국 여성들이 직면하고 있는 장벽을 감안할 때, 이 문제는 한국과 전 세계 우리 모두에게 중요한 문제”라고 말했습니다.

[미 행정부 고위 관리] “This meeting will demonstrate the importance that Vice President places on gender equity issues around the world. Recognizing the barriers that many Korean women face, this is an important issue for us in the ROK and around the world… it's obviously an issue of importance to the Vice President. So I suspect you'll raise it in some of our meetings as well.”

또 해리스 부통령이 윤 대통령과의 회담에서 한국 정부 고위직에 여성이 적은 성평등 문제를 제기할 것이냐는 질문에 “분명히 부통령에게 중요한 현안”이라며 “일부 회담에서도 제기할 것으로 예상된다”고 답했습니다.
