백악관 고위 당국자는 북한이 발사한 장거리 미사일이 미국 본토에 위협이 되지는 않았다고 평가하면서도 북한 탄도미사일이 역내에 제기하는 위협에 대해 깊은 우려를 표시했습니다. 역내에서 정보수집 역량과 준비태세를 강화하고 미한일 군사협력을 증진할 것이라는 입장도 밝혔습니다. 박형주 기자가 보도합니다.
존 커비 백악관 국가안보회의(NSC) 전략소통조정관은 18일 북한의 장거리 탄도미사일 발사와 관련해 “이번 발사 자체가 미국 본토에 대한 위협이라고 생각하지 않는다”고 밝혔습니다.
커비 조정관은 이날 온라인 브리핑에서 ‘북한의 이번 발사가 미국 본토를 타격할 역량을 보여주지 못했다고 판단하느냐’는 VOA의 질문에 이같이 답했습니다.
[녹취: 커비 조정관] "Now what I said was that this particular launch that we're talking about the one that just occurred in the last few hours itself did not pose a threat to the homeland. But make no mistake, we are deeply concerned about his ballistic missile program and the threat that it does pose to our allies and partners in the region. Certainly, to everybody living on the peninsula but well beyond that...So we're that's why we have improved our intelligence collection capability in the region...And again we're looking for ways to improve trilateral military cooperation to again continue to hone capabilities."
커비 조정관은 “하지만 오해해서는 안 된다”며 "김정은의 탄도미사일 프로그램과 위협이 역내 동맹과 파트너, 한반도와 그 너머에 사는 모든 이들에게 제기하는 위협에 대해 우리는 깊이 우려한다"고 덧붙였습니다.
이어 “그것이 우리가 역내에서 정보수집 역량을 강화하고 계속 그렇게 하려는 이유이며 군사적 측면에서 준비태세와 능력을 분명히 유지하려는 이유이고 한국, 일본과 연합훈련을 계속하는 이유”라고 말했습니다.
그러면서 "우리는 계속 역량을 연마하기 위해 3국간 군사협력을 증진할 방안을 모색하고 있다"고 커비 조정관은 밝혔습니다.
이와 함께 “그것이 우리가 새로운 능력을 역내에 적용하거나 기존 역량을 더 나은 방식으로 통합하는 방안 등을 계속 모색하는 이유”라고 덧붙였습니다.
커비 조정관은 "북한은 매번 (미사일을) 발사할 때마다 그것이 실패이든 부분적 성공이든 배우면서 프로그램을 개선해 나간다"고 지적했습니다.
그러면서 “이는 우려사안”이라면서 “한반도는 물론 역내에 불안정을 초래한다"고 비판했습니다.
[녹취: 커비 조정관] “Every single time they launch, they learn, and that's concerning even if the launch is a failure or only partially successful, they still learn, their program still grows and it gets to improve. And of course that's destabilizing not just to the peninsula but to the region itself.”
‘북한이 핵무력을 갖춘 대륙간탄도미사일(ICBM) 역량을 보유했느냐’는 질문에는 “관련 정보 평가에 대해선 언급하지 않겠다”며 즉답하지 않았습니다.
대신 “북한이 핵실험을 했고, 우리는 북한이 추가 핵실험을 언제라도 할 수 있다고 말해왔다”는 점을 상기했습니다.
[녹취: 커비 조정관] "I'd rather not get into intelligence assessments of their nuclear program. I'm sure you can understand why we would do that. They have conducted nuclear tests. We've said that they can conduct another one at any time. So. We know they've got a burgeoning nuclear program, and we also know that they have an improving ballistic missile program as we continue to see with these recent launches. Tt is a different capability altogether to marry one with the other and to do so with a level of safety and accuracy.”
커비 조정관은 그러면서 "북한의 핵 프로그램이 발전하고 있고, 최근 발사에서 보듯이 북한의 탄도미사일 프로그램도 개선되고 있음을 우리는 알고 있다"고 덧붙였습니다.
다만 "안전과 정확도를 유지하면서 서로 다른 능력을 결합하는 것은 다른 역량의 문제"라면서, 북한이 이런 역량을 보유했는지 등 정보사안에 대해선 언급하지 않을 것이라고 말했습니다.
커비 조정관은 이번 발사와 관련된 '김정은의 정치적 메시지'에 대한 VOA의 질문에는 "김정은에게 물어야 한다"면서 즉답하지 않았습니다.
[녹취: 커비 조정관] "I mean, obviously we noted the timing but I don't think we could say for sure that the timing of the G20 and exercise between US and the South Koreans are driving any specific launch. And frankly as far as we're concerned, that's immaterial. What matters is that he continues to improve his program and he continues to conduct provocations.”
“분명히 우리는 발사 시점에 주목하지만 G20 정상회의의 개최 시점이나 미한 연합훈련 등이 특정 발사를 촉발했다고 확실히 말할 수 있다고 생각하지 않는다"는 설명입니다.
그러면서 "중요한 것은 그가 (무기) 프로그램을 계속 개선하고 있으며 도발을 지속하고 있다는 점"이라고 커비 조정관은 말했습니다.
'7차 핵실험 방지 등 긴장 완화를 위해 북한과 접촉한 적이 있으냐'는 질문에는 "이와 관련해 북한과의 어떤 직접 소통도 없었다"면서, 바이든 행정부의 ‘조건 없는 대화’ 원칙을 상기했습니다.
[녹취: 커비 조정관] "There hasn't been any direct communication with the North Koreans on this. We have made very clear that we are still wiilling to conduct a dialogue with the north without preconditions to Work towards denuclearization of the peninsula. Obviously, they have not responded or engaged. That offer, it still stands… And so even while we have extended and continue to extend an offer for dialogue again without preconditions, we are working very hard to make sure that we have in place adequate defensive capabilities, not only unilaterally and bilaterally with Japan and South Korea but also trilaterally”
"우리는 한반도 비핵화를 향한 노력을 위해 북한과 전제조건 없이 대화할 의지가 있다는 점을 분명히 했으나 북한은 호응하지 않고 있다"는 겁니다.
그러나 "이 제안은 여전히 유효하다"고 덧붙였습니다.
커비 조정관은 "우리는 북한에 전제조건 없는 대화 제안을 계속하면서도 적절한 방어 역량의 확실한 유지를 위해 매우 열심히 노력하고 있다"고 거듭 강조했습니다.
그러면서 “이는 자체적이고 한국, 일본 등 양자 간은 물론 3자적 노력"이라면서 지난 인도네시아 발리에서 G20 정상회의 기간 미한일 3국 정상회담이 개최된 사실을 언급했습니다.
