미국 상하원 의원들은 일본 정부가 방어 역량 강화에 중점을 두고 국가안보 전략를 개정하기로 한 데 대해 초당적으로 환영의 입장을 밝혔습니다. 인도태평양 지역에서 중국과 북한 등의 위협이 증대되는 가운데 이뤄진 일본의 이번 조치가 미일 동맹에 새로운 시대를 열 것이라는 기대도 나왔습니다. 이조은 기자가 보도합니다.
하원 외교위원회의 그레고리 믹스 위원장과 마이클 맥카울 공화당 간사, 아태 소위원회의 아미 베라 위원장과 스티브 샤봇 공화당 간사는 16일 공동성명에서 일본의 새 국가안보전략과 국방 정책 문서 발표를 환영하며 “일본이 방위 역량을 근본적으로 확대, 강화, 향상하겠다는 의지를 보여준다”고 평가했습니다.
[공동성명] “We applaud the release of Japan’s new National Security Strategy and defense policy documents, which demonstrate Japan’s commitment to fundamentally expand, enhance, and upgrade its defense capabilities. These steps usher in a new era for the U.S.-Japan Alliance as Japan recalibrates its defense posture to meet the growing threats that our nations face – increased maritime aggression in the East China Sea and South China Sea, the People’s Republic of China’s rapid military modernization, developments in North Korea’s nuclear weapons and missile programs, provocations and coercion across the Taiwan Strait, and Russia’s illegal invasion of Ukraine.”
이어 “우리 국가들이 직면한 위협에 대응하기 위해 일본이 방위 태세를 재조정하는 가운데 이런 조치들은 미일 동맹에 새로운 시대를 열 것”이라며 “동중국해와 남중국해에서 점증하는 해상 공격과 중국의 급속한 군사 현대화, 북한 핵무기와 미사일 프로그램의 발전, 타이완 해협 양안의 도발과 억압, 러시아의 불법적인 우크라이나 침공”을 주요 위협으로 꼽았습니다.
의원들은 “일본이 향후 5년간 국방 예산을 두 배로 늘려 국내총생산(GDP)의 2%를 달성하기 위해 노력하는 가운데 미국은 우리의 확고한 동맹국인 일본을 지원할 준비가 돼 있다”고 밝혔습니다.
[공동성명] “The United States stands ready to support our steadfast ally as Japan works to double its defense budget to reach two percent of GDP over the next five years, which will strengthen our cooperation, bolster collective deterrence, and align our visions for peace and security in the Indo-Pacific."
이어 이런 움직임은 “우리의 협력을 강화하고 집단 억제를 증대하며 인도태평양의 평화와 안보에 대한 우리의 비전을 일치시킬 것”이라고 강조했습니다.
민주당의 벤 카딘 상원의원과 공화당의 빌 해거티 상원의원도 이날 공동성명을 통해 “자유롭고 개방된 인도태평양에 대한 중국의 위협이 점증하고 있는 시대에 기시다 일본 총리의 정부는 21세기 공통된 도전에 대처하기 위해 국방비를 GDP의 2%로 늘리고 국가안보 전략과 국방정책 지침을 현대화하는 대담하고 반드시 필요한 조치를 하고 있다”고 평가했습니다.
[공동성명] “In an era when China’s threats to the Free and Open Indo-Pacific are growing, Japanese Prime Minister Kishida’s government is taking bold and necessary steps to increase defense spending to two percent of gross domestic product, modernize the country’s national security strategy and defense policy guidance to meet common challenges in the 21st century, and thereby continuing the advancement of the U.S.-Japan Alliance—one of the strongest strategic alliances in the world.
그러면서 일본의 이런 조치는 “세계에서 가장 강력한 전략 동맹 중 하나인 미일 동맹의 발전이 지속되도록 할 것”이라고 강조했습니다.
두 의원은 “미국 정부는 일본 정부가 증대된 방위 투자를 최대한 활용하고 ‘이동 가능하고 치명적이며 상호운용 가능한’ 새로운 역량을 가능한 한 빨리 배치하도록 관여해야 한다”고 밝혔습니다.
[공동성명] “Washington should engage Tokyo to leverage fully increased defense investments and deploy—as quickly as possible—new capabilities that are mobile, lethal and interoperable. In particular, our two nations must cooperate closely to reform and modernize both of our military procurement and acquisition processes in order to field critical defense capabilities more efficiently and effectively. Moreover, our two nations should further enhance joint training exercises to achieve a decisive multiplier effect in a region that is increasingly militarily contested.”
특히 “주요 방위 역량을 보다 효율적이고 효과적으로 배치하기 위해선 양국이 군사 조달 및 인수 절차를 개혁하고 현대화하기 위해 긴밀히 협력해야 한다”고 강조했습니다.
이어 “우리 두 나라는 군사적으로 점점 더 치열해지는 지역에서 결정적인 승수 효과를 내기 위해 연합훈련을 더욱 강화해야 한다”고 덧붙였습니다.
민주당의 잭 리드 상원 군사위원장도 이날 성명에서 일본의 이런 움직임을 긍정적으로 평가하며 미일 동맹뿐 아니라 국가 간 협력에도 새로운 시대를 열릴 것으로 기대했습니다.
[리드 위원장] “Japan’s new National Security Strategy is a bold, forward-looking blueprint for protecting Japan and promoting peace and international stability in the Indo-Pacific. It reflects changing security dynamics and the enduring strength of the U.S.-Japan alliance… This is an important moment for the U.S.-Japan alliance and marks a new era of cooperation and strengthened ties for our nations, as well as others who share a commitment to a peaceful and prosperous Indo-Pacific.”
리드 위원장은 “일본의 새 국가안보전략은 일본을 보호하고 인도태평양 평화와 국제적 안정을 증진하기 위한 대담하고 전향적인 청사진”이라며 “이는 변화하는 안보 역학과 미일 동맹의 지속적인 힘을 반영한다”고 평가했습니다.
이어 “이는 미일 동맹에 중요한 순간이며 미국과 일본뿐 아니라 평화롭고 번영하는 인도태평양에 대한 의지를 공유하는 다른 나라들에도 협력과 관계 강화에 있어서 새로운 시대를 연다”고 강조했습니다.
앞서 이날 일본 정부는 임시 각의에서 적 미사일 기지 등을 원거리에서 타격할 수 있는 반격 능력 보유를 포함해 방위력을 대폭 강화하는 내용이 담긴 3대 안보 문서 개정을 승인했습니다.
