미국 백악관과 국무부, 국방부가 일제히 성명을 내고 일본의 국가안보전략 문서 개정을 통한 방어능력 강화 방침에 환영의 입장을 나타냈습니다. 미일동맹을 강화하고 현대화하는 역사적인 조치라며 긍정적으로 평가했습니다. 조상진 기자가 보도합니다.
미국 백악관은 16일 “일본이 새로운 국가안보전략과 국가방위전략, 방위력정비계획을 채택한 것은 자유롭고 열린 인도태평양을 강화하고 방어하기 위한 담대하고 역사적인 조치”라고 밝혔습니다.
[백악관 성명] “Today, Japan has taken a bold and historic step to strengthen and defend the free and open Indo-Pacific with the adoption of its new National Security Strategy, National Defense Strategy and Defense Buildup Program. The strategy sets forth the vision of Prime Minister Kishida and the Japanese people for a broad and strong community of partners and allies in support of peace and stability in the region. Japan’s goal to significantly increase defense investments will also strengthen and modernize the U.S.-Japan Alliance.”
제이크 설리번 백악관 국가안보보좌관은 이날 적 공격에 대한 반격 능력과 방위비 증액 등이 포함된 일본의 국가안보전략 문서 개정 결정에 대한 성명을 통해 “이 전략은 역내 평화와 안정을 지지하는 광범위하고 강력한 파트너 및 동맹국 공동체에 대한 기시다 총리와 일본 국민들의 비전을 제시한다”며 이같이 밝혔습니다.
그러면서 “방위비 투자를 대폭 늘리겠다는 일본의 목표는 미일동맹을 강화하고 현대화할 것”이라고 환영했습니다.
설리번 보좌관은 또 일본의 이번 새 전략이 국제 평화와 핵 비확산에 대한 기시다 총리의 깊은 의지를 강화하고, 이를 통해 내년에 유엔 안전보장이사회 비상임이사국에 진출하고 주요 7개국(G7) 정상회의를 개최하는 일본이 지도력을 발휘할 수 있는 발판을 마련할 것이라고 평가했습니다.
[백악관 성명] “The new strategy reinforces Prime Minister Kishida’s deep commitment to international peace and nuclear nonproliferation and sets the stage for Japan’s leadership in 2023, as Japan takes a seat on the United Nations Security Council and hosts the G7. We are grateful for Prime Minister Kishida’s and Japan’s leadership around the world, including their support for Ukraine as Russia wages its brutal war. We congratulate Prime Minister Kishida and the people of Japan on their historic new National Security Strategy which will help us and our partners achieve lasting peace, stability and prosperity.”
이어 러시아가 잔혹한 전쟁을 치르는 상황에서 우크라이나에 대한 지지 등 기시다 총리와 일본이 전 세계에서 보여준 리더십에 사의를 표했습니다.
그러면서 “우리와 우리의 파트너들이 지속적인 평화와 안정, 번영을 성취하는 데 도움이 되는 역사적인 새 국가안보전략에 대해 기시다 총리와 일본 국민에게 축하를 보낸다”고 밝혔습니다.
토니 블링컨 국무장관도 이날 성명을 통해 환영 입장을 밝히고 “조 바이든 대통령이 우리의 국가안보전략에서 밝혔듯이 우리의 동맹과 파트너십은 우리의 가장 중요한 전략적 자산”이라고 강조했습니다.
[국무부 성명] “The United States of America and U.S. Department of State welcome Japan’s new National Security Strategy, National Defense Strategy, and Defense Buildup Program, which were announced on December 16. As President Biden laid out in our own National Security Strategy, our alliances and partnerships are our most important strategic asset, and Japan’s new documents reshape the ability of our Alliance to promote peace and protect the rules-based order in the Indo-Pacific region and around the world. We applaud Japan’s commitment to modernize our Alliance through increased investment in enhanced roles, missions, and capabilities and closer defense cooperation with the United States and other Allies and partners, as outlined in these new documents.”
이어 “일본의 새 문서는 인도태평양 지역과 전 세계의 평화를 증진하고 규칙에 기반한 질서를 보호하는 우리 동맹의 능력을 재편한다”고 강조했습니다.
그러면서 “우리는 이러한 새 문서에 명시된 것처럼 향상된 역할과 임무, 능력에 대한 투자 증가와 미국 및 기타 동맹, 파트너와의 긴밀한 방위 협력을 통해 동맹을 현대화 하겠다는 일본의 약속에 박수를 보낸다”고 밝혔습니다.
특히 “일본의 전략은 같은 생각을 가진 국가 간 긴밀한 연계가 공동의 이익과 가치를 보호하고 공동의 도전과제를 해결하는 데 가장 중요하다는 점을 인식하는 우리의 전략에 수렴된다”고 강조했습니다.
[국무부 성명] “Japan’s strategy converges with our own in recognizing that closer linkages among likeminded nations are paramount to protect shared interests and values and address shared challenges. We welcome the importance Japan places on coordinating with a wider range of partners in the Indo-Pacific and around the globe. From Afghanistan to Ukraine, Japan is our indispensable partner in addressing the most pressing challenges to global stability and in supporting all nations that cherish a rules-based international order. Congratulations to Japan on this foundational new step in modernizing our Alliance and enhancing our collective capacity to tackle global challenges.”
또 일본이 세계 안정을 위해 가장 시급한 도전을 해결하고 규칙 기반 질서를 옹호하는 국가를 지원하는 데 중요한 파트너라면서, “일본이 동맹을 현대화하고 세계적 도전 해결을 위한 집단적 역량을 강화하는 근본적인 새 단계를 밟은 것을 축하한다”고 거듭 강조했습니다.
미국 국방부도 이날 로이드 오스틴 장관 명의의 성명을 발표하고 규칙에 기반한 국제 질서와 자유롭고 열린 인도태평양을 수호하려는 일본의 확고한 의지를 반영하는 국가안보전략 문서의 개정에 환영의 뜻을 밝혔습니다.
[국방부 성명] “We welcome the release of Japan's updated strategy documents – the National Security Strategy, National Defense Strategy, and Defense Buildup Program – which reflect Japan's staunch commitment to upholding the international rules-based order and a free and open Indo-Pacific. There is important alignment between Japan's newly released National Defense Strategy and the vision and priorities outlined in the U.S. National Defense Strategy, both of which underpin continuing bilateral efforts to modernize the Alliance, bolster integrated deterrence, and address evolving regional and global security challenges through cooperation with likeminded allies and partners.”
오스틴 장관은 성명에서 “일본이 새롭게 발표한 국방 전략과 미국의 국방 전략이 요약된 비전 및 우선순위 사이에는 중요한 공통점이 있다”며 “이 두 가지 모두 같은 생각을 가진 동맹 및 파트너와의 협력을 통해 동맹을 현대화하고 통합 억지력을 강화하며 진화하는 역내와 글로벌 안보 문제를 해결하기 위한 지속적인 양국간 노력을 뒷받침한다”고 말했습니다.
특히 적 공격에 대한 반격 능력 보유와 방위비 증액 등이 일본의 새 국가안보전략에 포함된 데 대해 지지를 표명했습니다.
[국방부 성명] “We support Japan's decision to acquire new capabilities that strengthen regional deterrence, including counterstrike capabilities. We also endorse Japan's decision to increase substantially its defense spending and reach two percent of GDP in 2027, and to improve the jointness and interoperability of its Self-Defense Forces through the creation of a permanent joint operational headquarters. The Alliance remains the cornerstone of peace and prosperity in the Indo-Pacific, and the United States is committed to working with Japan in support of the goals enshrined in both countries' strategies.”
반격 능력을 포함해 역내 억지력을 강화하는 새로운 능력을 획득하려는 것과 2027년까지 방위비 지출을 대폭 늘리고 국내총생산(GDP)의 2%에 도달하겠다는 목표, 상설 합동 작전 본부 창설을 통해 자위대의 합동성과 상호운용성을 향상시키겠다는 일본 정부의 결정을 지지한다는 것입니다.
그러면서 “(미일)동맹은 인도태평양 평화와 번영의 초석으로 남아 있으며, 미국은 양국 전략에 명시된 목표를 지원하기 위해 일본과 협력할 것을 약속한다”고 강조했습니다.
앞서 일본 정부는 16일 열린 임시 각의를 통해 적 미사일 기지 등을 공격할 수 있는 반격 능력 보유와 향후 5년 간 방위비를 현 수준의 2배로 늘리는 것을 포함해 방위력을 근본적으로 강화하는 내용이 담긴 3대 안보 문서 개정을 결정했습니다.
개정된 안보 문서는 외교와 안보 분야 기본 지침이 담긴 ‘국가안보전략’과 방위력과 자위대 역할 등이 포함된 ‘국가방위전략’, 방위비 조달 방침 등을 정리한 ‘방위력정비계획’ 등입니다.
