미국과 한국, 일본 외교장관이 긴급 회동을 통해 북한의 대륙간탄도미사일(ICBM) 발사 문제를 논의했습니다. 3국 장관은 한 목소리로 북한을 규탄하면서 국제사회의 효과적인 대북제재 집행을 촉구했습니다. 함지하 기자가 보도합니다.
토니 블링컨 국무장관이 18일 독일 뮌헨 안보회의가 열리는 뮌헨 바이어리셔 호프 호텔에서 박진 한국 외교장관, 하야시 요시마사 일본 외무상과 북한의 ICBM 발사와 관련한 긴급 회담을 갖고 북한을 규탄했습니다.
블링컨 장관은 이날 회담 뒤 기자들에게 “북한이 또다시 탄도미사일을 발사했으며, 이번 미사일은 일본의 배타적경제수역(EEZ)에 떨어진 것이 분명해 보인다”고 말했습니다.
[녹취: 블링컨 장관] “I think, as you know, the DPRK once again launched a ballistic missile – this one apparently falling in the exclusive economic zone of Japan. That’s happened before in recent months, but this is yet again a provocative act by North Korea in violation of multiple UN Security Council resolutions. We call on others to condemn this action, to take appropriate steps, including the effective enforcement of sanctions, and countries that have influence with North Korea should use it to try to move it from the course that it’s been on now for the last couple of years.”
이어 “이런 일은 최근 몇 달 동안 있었지만 이번 발사는 또다시 여러 유엔 안보리 결의를 위반한 북한의 도발적인 행위”라고 지적했습니다.
또한 “우리는 다른 나라들도 이런 행동을 규탄하고, 효과적인 제재 집행을 포함해 적절한 조치를 취하길 촉구한다”며 “북한에 영향력을 가진 나라들도 그러한 조치를 이용해 북한이 지난 몇 년간 있던 경로에서 벗어나도록 해야 한다”고 강조했습니다.
블링컨 장관은 “우리는 앞서 오늘 오전 주요 7개국(G7) 동료 외교장관들과 만나 이 문제를 논의했다”며 “우리는 하루 종일 (북한의 ICBM에 대해) 이야기했다”고 말했습니다.
[녹취: 블링컨 장관] “We met earlier this morning with G7 colleagues and discussed this. We’ve been talking throughout the day. And I would say simply two things. First, we’ve made clear over many, many months that we were prepared to engage with North Korea without any preconditions. The response from North Korea has been missile launch after missile launch. We have been very clear that our commitment to the security of our close allies and partners – South Korea and Japan – is ironclad. And beyond making that clear, we have been working very closely together in full coordination to take appropriate steps to strengthen even more our deterrence and defense capacity.”
이어 “간단하게 두 가지만 말하고자 한다”면서 “첫째는 우리가 지난 수개월에 걸쳐 북한과 어떤 조건도 없이 관여할 준비가 됐다는 사실을 분명히 했지만 북한의 대답은 반복된 미사일 발사였다”고 밝혔습니다.
아울러 “우리는 동맹과 파트너, 즉 한국, 일본에 대한 우리의 안보 공약이 철통같다는 점을 매우 분명히 해왔다”며 “우리는 그것을 분명히 하는 것뿐 아니라 억제력과 방어 역량을 훨씬 더 강화하는 적절한 조치를 취하기 위해 (한국, 일본과) 매우 긴밀히 협력해 왔다”고 덧붙였습니다.
[녹취: 블링컨 장관] “And so the result of these actions by North Korea is simply to even further solidify the work that we do together, the alliance that we share, and our commitment to the defense of our partners and allies.”
블링컨 장관은 “따라서 북한의 이런 행동은 우리가 함께 하는 일과 우리가 공유하는 동맹 그리고 파트너, 동맹 방위에 대한 우리의 약속을 더욱 공고히 할 뿐”이라고 강조했습니다.
하야시 외무상은 “오늘 북한이 발사한 ICBM이 일본의 배타적경제수역(EEZ)에 낙하했다는 점을 말하고 싶다”며 “오늘 ICBM은 미국 본토 전역을 사정거리에 둘 수 있다”고 지적했습니다.
[녹취: 하야시 외무상] “And let me say the ICBM (inaudible) missile launched by North Korea today landed within our – Japan’s – EEZ. The range of today’s ICBM could cover the entire continent of the United States. This is an outrageous act which, as colleagues (inaudible) provocation against the international community. Such act is absolutely unacceptable. It is a clear violation of the UN Security Council resolutions, and the international community must be united and take resolute response.”
그러면서 “이것은 국제사회에 대한 포학한 행동”이라며 “그런 행동은 결코 용납될 수 없다”고 말했습니다.
이어 “이번 발사는 유엔 안보리 결의에 대한 명백한 위반으로, 국제사회는 단합해 단호하게 대응해야 한다”고 강조했습니다.
[녹취: 하야시 외무상] “At the G7 foreign ministers meeting, which I chaired earlier today, like Tony mentioned, the G7 members condemned today’s launch in the strongest terms and agreed to take a robust response, including at the UN Security Council.”
하야시 외무상은 이날 자신이 의장을 맡은 G7 외교장관 회의에서 회원국들은 북한의 이번 발사를 가장 강력한 용어로 규탄하고, 유엔 안보리를 포함한 강력한 대응 조치에 합의했다고 설명했습니다.
박진 한국 외교장관은 “한국 정부는 오늘 북한의 장거리 탄도미사일 발사를 규탄한다”면서 “이번 발사는 유엔 안보리 여러 결의에 대한 위반이자 한반도와 역내 그리고 그 너머의 긴장을 높이는 심각한 도발”이라고 지적했습니다.
[녹취: 박진 장관] “My government condemns in the strongest terms North Korea’s long-range ballistic missile launch today. It is a serious provocation that violates multiple UN Security Council resolutions and escalates tensions on the Korean Peninsula, in the region, and beyond. The peace of the Korean Peninsula can only be maintained through strong deterrence and strong, resolute will. The three of us stand here today to demonstrate our unity and unwavering resolve in the face of North Korea’s escalating threat.”
이어 “한반도의 평화는 강력한 억제력과 단호한 의지를 통해서만 유지될 수 있다”며 “우리 세 사람은 북한의 고조되는 위협에 직면해 우리의 단결과 흔들림 없는 결의를 보여주기 위해 오늘 이 자리에 섰다”고 말했습니다.
박진 장관은 “한국과 미국의 동맹은 철통같을 것이고, 확장억제는 강화될 것이며, 한미일 안보협력은 더욱 심화될 것”이라고 강조했습니다.
[녹취: 박진 장관] “ROK-U.S. alliance will be ironclad, extended deterrence will be strengthened, and ROK-U.S.-Japan security cooperation will be deepened. North Korea will face more severe sanctions by the international community. Pyongyang will gain nothing from its provocations. We urge Pyongyang to immediately cease all provocations and return to denuclearization talks.”
아울러 “북한은 국제사회의 더 엄격한 제재에 직면할 것이고, 도발로부터 아무것도 얻지 못할 것”이라며 “우리는 북한이 도발을 즉시 중단하고 비핵화 회담에 복귀할 것을 촉구한다”고 덧붙였습니다.
한편 토니 블링컨 국무장관은 이날 왕이 중국 공산당 중앙정치국 위원과도 회동했습니다.
네드 프라이스 국무부 대변인은 보도자료에서 블링컨 장관은 이날 회담에서 “북한이 수행한 가장 최근의 불안정한 행동인 ICBM 시험발사를 규탄하고, 그런 중대한 국제적 도전에 대응하기 위한 책임 있는 권력의 필요성을 강조했다”고 밝혔습니다.
