주요 7개국(G7) 외교장관이 북한의 최근 대륙간탄도미사일(ICBM) 시험발사를 강하게 규탄하고, 북한에 아무런 조치를 취하지 않은 유엔 안전보장이사회에 유감을 표명했습니다.
미국 국무부에 따르면 G7 외교장관들은 19일 발표한 성명에서 “캐나다와 프랑스, 독일, 이탈리아, 영국, 미국의 외교장관인 우리는 역내와 국제 평화, 안보를 훼손하는 북한의 지난 3월 16일 ICBM 발사를 가장 강력한 용어로 규탄한다”고 밝혔습니다.
[공동성명] “We, the G7 Foreign Ministers of Canada, France, Germany, Italy, Japan, the United Kingdom, the United States of America, and the High Representative of the European Union, condemn in the strongest terms North Korea’s March 16 launch of yet another Intercontinental Ballistic Missile (ICBM), which undermines regional and international peace and security. Since last year, North Korea has intensified its escalatory actions through a record number of ballistic missile launches and its continued irresponsible and destabilizing rhetoric regarding the use of nuclear weapons. Earlier this year, North Korea publicly stated its intent to further expand and enhance its unlawful nuclear and missile programs.”
이어 “지난해부터 북한은 기록적인 수의 탄도미사일 발사와 핵무기 사용과 고나련한 무책임하고 불안정한 언사를 통해 긴장 고조 행위를 강화해왔다”며 “올해 초 북한은 불법적인 핵과 미사일 프로그램을 더욱 확대하고 강화할 의도를 공개적으로 밝혔다”고 지적했습니다.
G7 외교장관은 “우리는 북한이 핵무기와 기존 핵 프로그램, 그 외 모든 대량살상무기와 탄도미사일 프로그램을 완전하고 검증가능하며, 되돌릴 수 없는 방식으로 포기하고 관련 유엔 안보리 결의에 따른 모든 의무를 전적으로 준수해야 한다는 우리의 요구를 거듭 강조한다”고 밝혔습니다.
[공동성명] “We reiterate our demand that North Korea abandon its nuclear weapons, existing nuclear programs, and any other weapons of mass destruction and ballistic missile programs in a complete, verifiable, and irreversible manner and fully comply with all obligations under the relevant United Nations Security Council Resolutions (UNSCRs). North Korea cannot and will never have the status of a nuclear-weapon State in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons. We urge North Korea to engage in meaningful diplomacy toward denuclearization and accept the repeated offers of dialogue put forward by Japan, the United States, and the Republic of Korea.”
또한 “북한은 핵무기확산금지조약에 따라 핵무기 보유국 지위를 가질 수 없고, 앞으로도 그럴 것”이라며 “우리는 북한이 비핵화를 향한 의미 있는 외교에 관여하고 일본과 미국, 한국이 제시한 거듭된 대화 제의를 수용할 것을 촉구한다”고 강조했습니다.
아울러 “북한의 반복이고 노골적인 안보리 결의 위반과 일부 이사국의 방해로 안보리가 아무런 행동을 취하지 않는 것의 극명한 대조에도 깊은 유감을 표명한다”며 사실상 안보리의 대북 대응 조치를 막아온 중국과 러시아를 겨냥했습니다.
[공동성명] “We deeply regret to see the stark contrast between the frequency of North Korea’s repeated blatant violations of UNSCRs and the UN Security Council’s (UNSC) corresponding inaction because of some members’ obstruction. North Korea’s reckless behavior demands a swift and unified response by the international community, including further significant measures by the UNSC. We call on all UN Member States to fully and effectively implement all UNSCRs, and for the UNSC Members to follow through on their commitments. The G7 remains concerned about the dire humanitarian situation in North Korea and is committed to working with all relevant partners toward the goal of peace and stability on the Korean Peninsula and to upholding the rules-based international order.”
그러면서 “북한의 무모한 행동은 안보리의 추가 중대 조치를 포함해 국제사회의 신속하고 단합된 대응을 요구한다”고 지적했습니다.
이어 “우리는 모든 유엔 회원국이 모든 안보리 결의를 완전하고 효과적으로 이행하고 안보리 회원국이 자신들의 약속을 이행할 것을 요구한다”고 강조했습니다.
또한 “G7은 북한의 비참한 인도적 상황에 여전히 우려하며, 한반도의 평화와 안정이라는 목표를 향해 모든 관련 파트너와 협력하는 것과 규칙에 기반한 국제 질서를 지키는 데 전념하고 있다”고 덧붙였습니다.
