미국 정부는 미국 정보기관의 한국 국가안보실 도감청 정황과 관련해 이번 사안을 심각하게 여기며 정부 차원의 진상 조사가 이뤄지고 있다고 밝혔습니다. 한국에 대한 헌신과 미한 정상회담에 대한 기대는 변함없다고 강조했습니다. 함지하 기자가 보도합니다.
국무부는 이번 도감청 논란과 관련해 동맹 등과 긴밀히 접촉하고 있다고 밝혔습니다.
베단트 파텔 국무부 수석부대변인은 10일 정례브리핑에서 기자들의 관련 질문에 “한국에 대한 철통같은 공약”을 강조했습니다.
[녹취: 파텔 부대변인] “What I would start with by saying is that our commitment to the Republic of Korea is ironclad. But broadly, U.S. officials are engaging with high levels with our allies and partners over this, to reassure them as it relates to our commitment to safeguard intelligence and sensitive documents as well as ensuring our commitment to the security of the partnerships that we have with these countries.”
이어 “미국 관리들은 우리의 동맹, 파트너를 안심시키기 위해 이 문제를 놓고 그들과 고위급에서 관여하고 있다”며 “이들 나라와 맺은 동반자 관계에서 우리의 안보 공약을 보장하는 것은 물론 정보와 민감한 문건을 보호하겠다는 우리의 의지와 관련이 있기 때문”이라고 설명했습니다.
파텔 부대변인은 이달 말로 예정된 윤석열 한국 대통령의 미국 국빈 방문이 영향을 미칠 것으로 보느냐는 질문에는 “우리는 한국과 매우 깊은 파트너 관계를 맺고 있다”며 “바이든 대통령과 블링컨 국무장관, 영부인은 국빈 방문 기간 한국의 카운터파트와 파트너를 영접하기를 고대하고 있다”고 답했습니다.
[녹취: 파텔 부대변인] “Again, we have a very deep relationship in partnership with the Republic of Korea. I know that President Biden and Secretary Blinken and the First lady are looking forward to hosting our South Korean counterparts and partners over the course of the state visit. I will let the White House and the National Security Council speak to any specific schedule or programming. But it's something that we're very much looking forward to as an administration. And again our commitment to the ROK is ironclad.”
또한 “구체적인 일정이나 프로그램은 백악관과 국가안전보장회의(NSC)가 답하도록 하겠지만 이번 방문은 우리가 행정부로서 매우 기대하는 것”이라며 “한국에 대한 우리의 공약은 철통같다”고 거듭 확인했습니다.
앞서 뉴욕타임스와 워싱터포스트 등 미국의 주요 매체는 8일 소셜미디어상에 유포된 미국 기밀문건을 분석해 미국이 한국을 포함한 동맹국에 대해 감청해온 사실이 드러났다고 보도했습니다.
이에 대해 한국 대통령실은 10일 “양국의 상황 파악이 끝나면 필요할 경우 미국 측에 합당한 조치를 요청할 계획”이라고 밝혔습니다.
존 커비 백악관 국가안보회의(NSC) 전략소통조정관은 이날 정례브리핑에서 진상을 조사 중이라면서도 정보 수집 방식은 보호돼야 한다는 원칙을 강조했습니다.
[녹취: 커비 조정관] “I think the American people need to know and deserve to know that we're taking this very very seriously. The president has been briefed on this. He will stay briefed on this. The Department of Defense is looking into this. They are leading an interagency effort here to review whatever national security implications might come out of all of this.”
커비 조정관은 “우리가 이것을 매우 심각하게 받아들인다는 것을 미국인들이 알아야 하고, 그럴 권리가 있다고 생각한다”며 바이든 대통령도 이 사안을 보고 받았고 앞으로도 계속 보고 받을 것이라고 말했습니다.
이어 “국방부가 이 사안을 들여다보고 있다”며 “국방부는 이번 사안이 국가안보에 미칠 영향을 검토하는 부처 간 노력을 이끌고 있다”고 설명했습니다.
커비 조정관은 “이제 우리가 할 일은 어떻게 이런 일이 일어났는지 알아내기 위해 최선을 다하는 것”이라며 법무부가 조사에 착수한 사실을 확인했습니다.
[녹취: 커비 조정관] “What we're going to try to do is do the best we can to figure out how this happened. And again, the Justice Department will take it from a criminal investigative procedure… But I think every American can understand, at least I would hope every American can understand that in order to protect this country every day, the way we do, one of the things we have to protect is information, not only the information itself, but the manner in which we glean that information.”
다만 “우리가 매일 이 나라를 지키기 위해 보호해야 하는 것 중 하나가 정보라는 것을 모든 미국인이 이해했으면 한다”며 “정보 자체뿐만 아니라 정보를 수집하는 방식도 보호해야 한다”고 말했습니다.
한편 사브리나 싱 국방부 부대변인은 이날 발표한 성명에서 “국방부는 소셜미디어 사이트에 유포되고 있는 민감하고 고도의 기밀 자료를 포함한 것으로 보이는 문건 촬영본의 유효성을 계속 검토하고 평가하고 있다”고 밝혔습니다.
[싱 부대변인] “The Department of Defense continues to review and assess the validity of the photographed documents that are circulating on social media sites and that appear to contain sensitive and highly classified material. An interagency effort has been stood up, focused on assessing the impact these photographed documents could have on U.S. national security and on our Allies and partners.”
이어 “부처 간 노력이 강화된 상태”라며 “문건 촬영본이 미국의 국가 안보와 동맹, 파트너에 미칠 수 있는 영향을 평가하는 데 초점을 맞추고 있다”고 설명했습니다.
또한 “미국 관리들은 주말 사이 동맹, 파트너와 관여하고, 의회 관련 위원회에도 이번 유출과 관련한 내용을 알렸다”고 덧붙였습니다.
[싱 부대변인] “Over the weekend, U.S. officials have engaged with Allies and partners and have informed relevant congressional committees of jurisdiction about the disclosure. The Department of Defense’s highest priority is the defense of our nation and our national security. We have referred this matter to the Department of Justice, which has opened a criminal investigation.”
싱 부대변인은 “국방부의 최우선 과제는 국가와 국가 안보를 지키는 것”이라며 “우리는 이 문제를 법무부에 회부했고, 법무부는 범죄 수사를 시작했다”고 말했습니다.
