미국, 중국 ‘긴장 고조’ 주장에 “‘자유의 방패’는 방어 훈련”

미국 정부는 현재 진행 중인 미한 연합훈련이 한반도의 긴장을 고조시킨다는 중국의 주장을 일축했습니다. 북한이 3월에 군사력을 최고 수준으로 끌어올리고 있다는 전문가 지적도 나왔습니다. 안준호 기자가 보도합니다.

미국 정부는 미한 정례 연합훈련인 ‘자유의 방패(Freedom Shield)’ 훈련이 한반도 긴장을 고조시키고 갈등을 증폭시킨다는 중국 정부의 주장에 대해 이 훈련은 오랫동안 지속해온 방어적 성격의 훈련이라는 점을 거듭 확인했습니다.

미 국무부 대변인은 8일 VOA의 관련 논평 요청에 “미한 연합 군사 훈련은 오랫동안 지속돼온 순전히 방어적 성격의 훈련”이라며 “이 훈련들은 군사 대비 태세를 유지하고 역내 안보를 유지하기 위한 것”이라고 밝혔습니다.

이어 “미국은 한국의 안보와 동맹의 연합 방위 태세에 전념하고 있다”고 말했습니다.

[국무부 대변인] “U.S.-ROK joint military exercises are longstanding, purely defensive in nature, and intended to maintain force readiness and preserve regional security. The United States is committed to the security of the ROK and our alliance’s combined defense posture.”

존 서플 국방부 대변인도 “우리는 ‘자유의 방패’ 훈련의 성격에 대해 매우 분명하게 밝혀왔다”고 말했습니다.

그러면서 중국 측 주장에 대한 설명은 중국 측에 맡기겠다고 했습니다.

미국은 훈련의 성격에 대해 충분히 설명한 만큼 중국 측 주장은 괘념치 않겠다는 뜻으로 보입니다.

[국방부 대변인] “As you noted, we have been very clear about the nature of Freedom Shield. We will leave it to the PRC to explain their comments.”

앞서 마틴 메이너스 국방부 대변인은 6일 VOA에 “자유의 방패 훈련은 다양한 잠재적 위협에 대비하고 준비 태세를 강화하기 위해 고안된 방어 훈련”이라고 말한 바 있습니다.

[메이너스 대변인] “Freedom Shield is a defensive exercise, designed to enhance readiness and prepare for a wide range of potential threats. The primary goal is to bolster the US-ROK Alliance, fortify our joint defense readiness, and foster security and stability on the Korean Peninsula.”

이어 “주요 목표는 미한동맹을 강화하고 연합 방위태세를 공고히 하며 한반도의 안보와 안정을 증진하는 것”이라고 말했습니다.

중국 외교부 마오닝 대변인은 8일 정례 브리핑 후 한 기자가 자유의 방패 훈련에 대한 중국 정부의 입장을 묻자 “중국은 최근 한반도 정세를 주목하고 있다”면서 “현 상황에서 미한 양국이 함께 상대를 특정한 도발적인 군사 훈련을 실시하는 것은 갈등 해소와 상호 신뢰 증진에 도움이 되지 않는다”고 말했습니다.

이어 “이 훈련은 단지 긴장을 고조시키고 균열을 심화시킬 뿐”이라고 주장했습니다.

한미연합사 작전참모 출신의 데이비드 맥스웰 아태전략센터 부대표는 8일 VOA와의 전화통화에서 “이 같은 중국의 반응은 예상된 것”이라며 “중국은 북한을 지지하고 있지만 적대 정책을 펴고 있는 것은 북한이란 점을 이해해야 한다”고 말했습니다.

맥스웰 부대표는 “북한은 한국을 적이라고 밝혔고, 한국을 공격할 수 있는 핵과 미사일 역량, 첨단 군사력을 개발하고 있다”면서 “자유의 방패 훈련은 북한의 공격으로부터 한국을 지키기 위한 방어 훈련”이라고 강조했습니다.

[녹취: 맥스웰 부대표] “They are demonstrating support for North Korea, but we must understand that it is North Korea that has the hostile policy. North Korea has stated that South Korea is the enemy. It is a developing nuclear capabilities, missile capabilities, advanced military capabilities to be able to attack South Korea. Other countries in the region and even the United States Freedom Shield is a defensive exercise designed to defend South Korea from North Korean attack.”

맥스웰 부대표는 또 “북한이 동계 훈련을 통해 군사력을 최고 수준의 준비 태세로 끌어올리고 있다”는 점도 명심해야 한다고 말했습니다.

[녹취: 맥스웰 부대표] “We must also keep in mind that North Korea is currently conducting its winter training cycle. It is bringing its military forces to the highest level of readiness from November to March, and March is the optimal time for a North Korean attack on the South because the ground is still frozen and that makes it optimal for maneuver of mechanized forces. And so this is one of the reasons why we conduct Freedom Shield at this time, because North Korea is bringing its forces to the highest state of readiness. And North Korea has the stated objective to dominate the Korean Peninsula. So again, these are defensive exercises designed to defend South Korea.”

북한이 11월부터 3월까지 군사력을 최고 수준의 준비 태세로 끌어올리고 있으며, 3월은 아직 땅이 얼어붙어 기계화 부대의 기동에 최적이기 때문에 북한이 한국을 공격하기에 최적의 시기라는 설명입니다.

맥스웰 부대표는 “이 시기에 자유의 방패 훈련을 실시하는 이유 중 하나는 북한이 최고의 준비 태세를 갖추고 있기 때문”이라고 설명했습니다.
