일본·뉴질랜드 정상 “북러 군사 협력 심화 강력 규탄”

기시다 후미오 일본 총리와 크리스토퍼 럭슨 뉴질랜드 총리가 19일 북한과 러시아 간 군사 협력을 강하게 비판했습니다.

두 지도자는 이날 일본 도쿄에서 정상회담을 한 후 발표한 공동성명에서 “유엔 안전보장이사회 결의에 위배되는 북한의 탄도미사일 수출과 러시아의 조달 행위, 그리고 이런 미사일을 이용한 우크라이나에 대한 러시아의 공격을 포함한 북한과 러시아 간 군사 협력 증대를 가장 강력한 용어로 규탄한다”고 밝혔습니다.

[공동성명] “They also condemned in the strongest possible terms the increasing military cooperation between North Korea and Russia, including North Korea’s export and Russia’s procurement of North Korean ballistic missiles in violation of UNSC resolutions, as well as Russia’s use of these missiles against Ukraine.”

정상들은 또 “북한의 핵과 미사일 개발을 강력히 규탄한다”며 “북한이 도발적인 행동을 멈추고 유엔 안보리 결의에 따른 의무를 완전히 준수할 것을 촉구한다”고 말했습니다.

이어 유엔 안보리 결의에 따라 북한의 모든 대량살상무기와 모든 사거리의 탄도미사일의 완전하고 검증 가능하며 되돌릴 수 없는 방식으로 폐기하기 위한 두 나라의 의지를 재확인하면서 북한이 이 목표를 향해 구체적인 행동을 취할 것을 촉구했습니다.

두 정상은 북한의 불법적인 대량살상무기와 탄도미사일 프로그램에 자금을 대는 북한의 악의적인 사이버 활동도 규탄했습니다.

[공동성명] The leaders strongly condemned North Korea’s development of nuclear weapons and ballistic missiles. They urged North Korea to cease provocative actions, and to fully comply with all of its obligations under the relevant UN Security Council (UNSC) resolutions. They also reiterated their commitment to achieving North Korea’s complete, verifiable, and irreversible dismantlement of all weapons of mass destruction, and ballistic missiles of all ranges in accordance with UNSC resolutions and called on North Korea to take concrete actions toward that goal. They condemned North Korea’s malicious cyber activities that fund its unlawful weapons of mass destruction and ballistic missile programs.”

아울러 정상들은 러시아는 직접 거론하지 않은 채 최근 유엔 안보리 대북제재위원회 산하 전문가패널의 임기 연장안을 부결시킨 거부권 행사를 비판하면서, 선박 간 환적과 같은 북한의 제재 회피를 막기 위한 노력을 포함해 안보리 결의의 완전한 이행과 집행에 대한 의지를 재확인했습니다.

그러면서 이 목표를 위한 추가적인 국제 협력의 중요성도 함께 강조했습니다.

기시다 총리는 최근 뉴질랜드 공군의 P-8A ‘포세이돈’ 해상초계기 파견과 올해 처음 배치될 해군 자산을 포함한 추가 배치 발표 등 북한의 불법 해상 활동에 대한 정찰 및 감시 활동에 뉴질랜드가 계속 참여하고 있는 것을 환영했습니다.

럭슨 총리는 납치 문제를 즉시 해결하기 위한 일본의 노력에 대한 이해와 강력한 지지를 표명했습니다.

[공동성명] “The leaders condemned the recent veto of the UNSC resolution renewing the mandate of the panel of experts on North Korea. The leaders reaffirmed their commitment to fully implementing and enforcing the UNSC resolutions, including addressing North Korea’s sanction evading tactics such as “ship-to-ship transfers,” and shared the importance of further international collaboration for this goal. Prime Minister Kishida welcomed New Zealand's continued engagement in monitoring and surveillance activities against such illicit maritime activities, including the recent deployment of the Royal New Zealand Air Force’s P-8A Poseidon in Japan, and New Zealand’s announcement of further intended deployments this year, including naval assets for the first time. Prime Minister Luxon expressed understanding and strong support for Japan in its efforts to immediately resolve the abductions issue.”

이밖에 두 정상은 인도태평양 지역의 평화와 안정을 유지하기 위한 호주와 한국 등 다른 파트너 국가들과의 긴밀한 소통의 중요성을 강조하면서, 일본과 뉴질랜드, 한국, 호주를 포함한 "인도태평양 4개국"의 협력 기회를 환영한다고 밝혔습니다.
