폴란드와 체코 정부가 최근 한국 정부가 주최한 납북자 가족 공청회와 관련해 각각 공식 입장을 밝혔습니다. 폴란드는 국제사회의 북한 인권 개선 노력에 대한 지지를, 체코는 악화되는 북한 인권 상황에 대한 우려를 나타냈습니다. 안소영 기자가 보도합니다.
폴란드 외무부는 최근 한국에서 열린 납북자 가족 공청회와 관련해 북한 인권 문제에 대한 국제사회의 노력을 계속 지지할 것이며, 이에 대한 적극적인 참여를 약속했습니다.
폴란드 외무부 대변인은 VOA의 관련 논평에 한반도를 비롯한 동아시아의 안보 상황을 주시하고 있다며 이번 공청회에 자국 대표단이 참석한 배경을 설명했습니다.
[폴란드 외무부] “Poland remains an active member of the international community, as well as a country involved in the security situation in East Asia, including the Korean Peninsula. Polish diplomats in the region monitor issues concerning both Korean countries, hence the presence of our representative during this meeting. Human rights issues concerning the DPRK are a topic of interest of the international community, as well as many interested countries (including the Republic of Korea). Poland remains an active member of the international community, also when it comes to human rights.”
특히 “북한 인권 문제는 국제사회와 한국을 포함한 여러 국가의 주요 관심사”라며 “폴란드는 인권 문제에서도 국제사회의 적극적인 일원으로 활동하고 있다”고 덧붙였습니다.
그러면서 “우리는 유엔이나 유럽연합 등 국제 포럼에서 채택된 여러 국제 문서에 명시된 북한의 기본적인 인권 이행을 지속적으로 지지하고 있다”며 “폴란드는 이러한 주제에 대해 가능한 한 적극적인 입장을 취하고 있으며, 앞으로도 그럴 것”이라고 강조했습니다.
[폴란드 외무부 대변인] “We continue to support the fulfillment of basic human rights in the DPRK, which are enshrined in numerous international documents within the fora of the United Nations or the European Union. Poland takes an active stance on these topics whenever possible, and we will continue to do so.”
한편, 체코 정부는 이번 공청회와 관련해 북한 인권 상황이 더욱 악화하고 있다는 우려를 강조했습니다.
[체코 외무부 대변인] “Human rights situation in North Korea and many related topics have been traditional part of our engagement in multilateral fora or bilaterally. We address these issues in the UN and its Human Rights Council in particular. We also take part in the joint statements on the human rights situation in DPRK and the EU statements. Czechia does not miss any opportunity to address the situation in the DPRK. We do remain worried about the constantly deteriorating humanitarian and human rights situation in the DPRK, and further evidence of the ongoing systematic, widespread and gross human rights violations.”
체코 외무부 대변인은 VOA의 관련 질문에 “북한의 인권 상황과 많은 관련 주제들은 다자 포럼이나 양자 협력에서 전통적으로 우리가 관여해 온 부분”이라며 체코는 유엔 인권이사회뿐 아니라 북한 인권 상황과 관련된 공동 성명과 EU 성명에도 참여한다”고 밝혔습니다. “체코는 북한 상황을 다룰 기회를 결코 놓치지 않는다”는 설명입니다.
이어 “우리는 북한 내 인도적 상황과 인권 상황이 지속적으로 악화되고 있다는 점, 그리고 조직적이고 광범위한 중대한 인권 침해가 계속되고 있다는 추가적인 증거들에 대해 여전히 깊이 우려한다”고 말했습니다.
이번 공청회는 지난달 29일 '국제 강제실종 희생자의 날'을 맞아 한국 통일부가 주최한 행사로, 납북자 가족들이 국제사회의 지원을 호소하는 자리였습니다. 이 자리에는 미국, 필리핀, 남북한과 모두 수교한 국가들의 대사관 관계자들이 참석해 피해 가족들의 목소리를 직접 들었습니다.
김수경 통일부 차관은 이 자리에서 오는 11월 유엔 인권이사회의 보편적 정례인권검토(UPR)에서 납북자와 억류자 문제에 대한 국제사회의 강력한 대응을 요청하며, 북한에 억류된 한국 국민 6명의 생사 확인을 위해 더 많은 관심을 가져줄 것을 당부했습니다.
