미국 공화당 의원들이 미한동맹을 주제로 열린 세미나에서 미한, 미한일 연합훈련의 필요성을 강조했습니다. 미국의 확장억지 강화를 약속한 워싱턴선언이 북한에 강력한 경고의 메시지를 보냈다는 평가도 나왔습니다. 박형주 기자가 보도합니다.
미국 공화당의 빌 해거티 상원의원은 11일 미한, 미한일 연합훈련을 더욱 강화해야 한다고 강조했습니다.
트럼프 행정부 시절인 2017년부터 2019년까지 일본 주재 미국대사를 지낸 해커티 상원의원은 헤리티지 재단이 '인도태평양에서 미한 동맹의 미래'를 주제로 개최한 대담에서 "더 많은 연합훈련을 강력히 지지한다"며 이같은 입장을 밝혔습니다.
[녹취: 해거티 상원의원] "I'm incredibly supportive of more joint exercises not only to send an important message to North Korea, to the CCP and to others around the world about the strength of our alliance but because it delivers very real and very tangible benefits to our own capability."
“더 많은 연합훈련이 북한과 중국, 그리고 전 세계 다른 나라들에 우리 동맹의 힘에 대한 중요한 메시지를 전달할 뿐 아니라 우리 자신의 역량에 매우 실질적이고 가시적인 이점을 제공하기 때문”이라는 것입니다.

해거티 의원은 이어 "연합훈련이 북한의 더욱 호전적인 행동을 불러오는 것은 사실이지만, 이런 연합훈련의 효과는 매우 중요하다"면서, 특히 연합훈련을 통해 "역량과 상호운용성의 진전을 직접 목격했다"고 강조했습니다.
[녹취: 해거티 상원의원] "The joint exercise that we are talking about does buy more belligerent behavior in North Korea, but I will accept that. because the impact of those joint exercises is significant. I've seen it with my own eyes, and I've seen our progress in terms of capability and interoperability. When we do have joint exercises, when our teams work together, because of a number of security issues, it is very hard for our information systems to directly link. So it's terribly important that our human relations link directly, that we obtained the benefit of working together."
그러면서 "우리가 함께 연합훈련을 할 때 여러 보안상의 문제로 인해 정보체계를 직접 연결하기 매우 어렵다"면서 "따라서 우리가 직접적인 인적 연결을 통해 함께 일함으로써 이익을 얻는 것이 매우 중요하다"고 설명했습니다.
바이든 행정부도 미한 연합훈련 강화의 필요성을 인식하고 있습니다.
바이든 대통령은 지난해 서울에서 열린 미한 정상회담에서 북한의 위협에 맞서 한반도와 그 주변에서 연합연습의 범위와 규모를 확대하기 위한 협의를 시작하기로 합의했습니다.
해거티 상원의원은 ‘북한의 핵무기 등 대량살상무기(WMD) 위협에 비해 사이버 위협에 대한 인식이 부족한 것 아니냐’는 질문에 대해선 "북한에 의한 사이버 범죄는 지속적인 약점이자 지속적인 문제 중 하나"라며 추가 노력이 필요하다고 밝혔습니다.
[녹취: 해거티 상원의원] "One of the things though that was a persistent weakness and a persistent issue was cybercrime by North Koreans. Lazarus and others are very very effective, and they are finding ways to get around our systems, around our security and again fund the development of North Korea’s illicit nuclear weapons program. So, we need to use every tactic and every angle that we can to shut off the resources, the financial resources that they're able to obtain...to impose even greater sanctions and again enforce those that we have and look for opportunities to impose more to shut off the flow of financial resources that's enabling North Korea to continue its belligerent behavior."
해거티 상원의원은 "라자루스 등 북한 해커들이 매우 효과적”이라며 “우리의 시스템과 보안을 우회해 북한의 불법 핵무기 프로그램 개발에 자금을 지원할 방법을 찾고 있다"고 지적했습니다.
미국 정부는 북한이 핵과 미사일 등 대량살상무기 개발 자금의 절반을 암호화폐 탈취와 사이버 공격으로 충당하는 것으로 파악하고 있습니다.
바이든 행정부는 지난 5월 북한의 불법 사이버 활동을 겨냥한 미한 공동 독자제재를 발표하고 지난달에는 미한 사이버 안보 ‘고위운영그룹’을 출범하는 등 북한의 불법 사이버 활동을 차단하기 위한 노력을 강화하고 있습니다.
이와 관련해 해거티 상원의원은 "우리는 그들이 얻을 수 있는 자원과 재정적 자원을 차단하기 위해 가능한 모든 전술과 방법을 활용해야 한다"고 강조했습니다.
그러면서 "더욱 강력한 제재를 부과하고 기존 제재를 다시 이행해야 한다” 며 “북한이 호전적인 행동을 재정적으로 지원하는 흐름을 차단하기 위해 더욱 많은 제재를 부과할 기회를 모색하는 것이 필요하다”고 덧붙였습니다.

같은 당의 영 김 하원의원도 이날 대담에서 "미국과 동맹국들이 더욱 긴밀히 협력해 중국과 북한의 공세에 총체적으로 대응해 안보 보장을 구축할 수 있도록 해야 한다"고 강조했습니다.
그러면서 "림팩(환태평양훈련)과 같은 다국적 훈련과 미한일 3국 훈련을 더욱 많이 할 필요가 있다"고 덧붙였습니다.
[녹취: 영 김 하원의원] "we need to assure that the United States and its allies work more closely so that we can build the security assurance and counter the aggression that we see from both China and North Korea collectively.
Because obviously, we also, as Senator Hagerty mentioned before he left, I think we need to engage more in multi nation exercises like RIMPAC. We've seen that but also we need to also do more trilateral exercises between the US, Japan, and South Korea."
영 김 의원은 또한 지난 4월 조 바이든 대통령과 한국의 윤석열 대통령이 채택한 '워싱턴 선언'에 대해 "옳은 방향으로 가는 중요한 조치"라고 평가했습니다.
[녹취: 영 김 하원의원] "I think that was really a significant step in the right direction. Washington declaration will now allow Republic of Korea to participate more in planning and doing the exercises with the American nuclear assets. And the Washington declaration would also allow the deployment of the nuclear armed submarines to the region...So this was a much needed reassurance to America providing South Korea the extended the deterrence and sent a very very strong message to Kim Jong UN that stop your nuclear ambition. If you do, there will be countermeasures. There will be a consequence"
워싱턴 선언은 한국이 미국의 핵 자산을 동원한 훈련을 계획하고 이행하는 데 더 많이 참여할 수 있도록 하고, 핵무장 잠수함의 역내 배치도 가능하게 할 것이라고 설명입니다.
영 김 의원은 이어 워싱턴 선언이 미국의 확장억지력 제공과 관련해 매우 필요한 확약이었으며, 김정은에게도 핵 야망을 중단하지 않으면 그에 상응하는 조치와 대가가 있을 것이라는 매우 강력한 메시지를 보냈다고 말했습니다.
조현동 주미 한국대사가 11일 헤리티지 재단에서 주최한 세미나에서 발언하고 있다.
이날 대담에 참여한 한국 측의 조현동 주미 대사는 워싱턴 선언에 대해 "1953년 서명한 상호방위조약의 진화"라고 평가했습니다.
이어 미한 핵협의그룹(NCG) 첫 회의가 다음 주 서울에서 열린다고 언급하며 "한반도 유사시 (미국의) 핵 자산 사용에 대한 정보 공유, 공동 계획 및 실행에 대해 매우 진지한 논의를 하게 될 것"이라면서 "당분간은 이것이 북한의 핵 위협에 대응하기 위한 최선의 선택이라고 우리는 믿고 있다"고 언급했습니다.
[녹취: 조현동 대사] "I would say it's upgraded version of the mutual defense treaty which was signed in 1953...we'll be engaged in a very serious discussions on I think information sharing and joint planning and execution of the use of nuclear assets in case of any contingency on the Korean peninsula. Well I think for the time being that we believe the best option for us to deal with North Korea’s nuclear threat. And as President Yoon mentioned publicly we are going to adhere to NPT regime while we're going to strengthen our extended deterrence based on nuclear asset. Well that kind of kind of debate and controversy over a possible indigenous nuclear program well it could be at the end of expert and politicians and journalists but as far as the government is concerned our position is very clear."
조현동 대사는 '워싱턴 선언이 한국의 자체 핵무장 요구를 해소하는 데 도움이 됐느냐'는 질문에 대해선 "핵확산금지조약(NPT)을 준수하고 (미국의) 핵 자산에 기반한 확장 억제력을 강화할 것"이라고 언급한 뒤, 전문가나 정치인, 언론 등에서 이 문제를 제기할 수 있지만 "정부의 입장은 매우 분명하다"고 밝혔습니다.
이날 대담에선 북한의 인권 문제도 강조됐습니다.
하원 외교위원회 산하 인도태평양소위원회 위원장을 맡고 있는 영 김 의원은 북한 인권 문제가 자신의 핵심 우선순위라면서 "바이든 행정부와 긴밀히 협력해 북한 인권문제를 계속 최우선 과제로 삼고 이 문제가 밀려나거나 잊히지 않도록 할 것"이라고 강조했습니다.
[녹취: 영 김 하원의원] "I will make sure that working closely with the Biden administration that we keep the North Korea’s human rights on the front runner and that does not let it go sideways and you know be forgotten."
조현동 주미대사는 "국제사회에 북한의 인권 문제를 제기하는 것은 북한의 나쁜 행동과 지속적인 도발에 대한 또 다른 종류의 억제력이 될 것"이라면서 윤석열 정부는 국제사회에 이를 환기하기 위해 노력할 것이라고 말했습니다.
