미국 국무부가 17일 시작하는 20회 북한자유주간을 맞아 국제사회에 북한 인권 개선을 위한 행동을 촉구했습니다. 주민을 착취해 재원을 빼돌리고 강제 송환된 탈북민을 잔인하게 처벌하는 북한 정권에 책임을 물려야 한다고 강조했습니다. 함지하 기자가 보도합니다.
국무부는 북한 인권 문제 해결을 위해 국제사회가 행동에 나서야 한다고 촉구했습니다.
매튜 밀러 국무부 대변인은 17일 ‘북한 인권을 지지하며’라는 제목의 성명에서 “제20회 북한자유주간을 맞아 우리는 학대에 시달리고, 스스로 변호할 수 없는 수백만 북한 주민을 대신해 계속 목소리를 내는 탈북민과 인권 단체의 용기를 인지한다”고 말했습니다.
[밀러 대변인] “As we observe the 20th annual North Korea Freedom Week, we recognize the courage of the North Korean defector and human rights community, which continues to speak on behalf of the millions of North Koreans suffering abuses who are unable to advocate for themselves. The DPRK continues to exploit its own citizens, including through mass mobilizations of school children and forced labor, and divert resources that could benefit them to build up its unlawful weapons of mass destruction and ballistic missile programs.”
그러면서 “북한은 학생 대량 동원과 강제 노동 등을 통해 자국민을 계속 착취하고 있고, 불법 대량살상무기와 탄도미사일 프로그램을 증강하기 위해 주민들에게 혜택을 줄 자원을 전용하고 있다”고 지적했습니다.
밀러 대변인은 “중국에 억류돼 북한으로 송환될 위험에 처한 약 2천 명을 포함해 망명을 희망하는 북한 주민이 겪는 역경에 깊이 우려한다”고 밝혔습니다.
[밀러 대변인] “We remain deeply concerned about the plight of North Korean asylum seekers, including some 2,000 North Koreans detained in China who are at risk of repatriation to the DPRK. North Koreans forcibly repatriated are reportedly commonly subjected to torture, arbitrary detention, forced abortion, other forms of gender-based violence, and summary execution.”
이어 “강제 송환된 북한 주민들은 일반적으로 고문과 자의적 구금, 강제 낙태, 다른 성 관련 범죄, 즉결 처형의 대상이 된다”고 비판했습니다.
밀러 대변인은 “국제사회가 북한의 인권 침해와 유린을 초래한 자들에 대한 책임 규명을 촉진하기 위해 행동해야 한다”고 강조했습니다.
[밀러 대변인] “The international community must act to promote accountability for those responsible for the DPRK’s human rights violations and abuses. Addressing the DPRK’s egregious human rights situation remains a priority for the United States, and we continue to work with the international community to highlight abuses and violations, promote accountability and increase access to independent information into, out of, and within the DPRK.”
이어 “북한의 심각한 인권 상황을 해결하는 것은 미국의 최우선 과제”라며 “우리는 인권 유린과 침해를 조명하고 책임 규명을 촉구하며 북한 안팎의 독립적인 정보에 대한 접근성을 높이기 위해 국제사회와 계속 협력하고 있다”고 밝혔습니다.
미국과 한국, 일본의 북한 인권 단체와 탈북민 단체 등은 17일부터 23일까지 한국 서울에서 북한자유주간 행사를 진행합니다.
북한자유연합은 2004년부터 워싱턴에서 탈북민들과 매년 북한자유주간을 개최했으며 2010년부터 2014년까지는 서울에서, 그리고 2015년부터는 워싱턴과 서울을 오가며 행사를 개최하고 있습니다.
북한자유주간은 미국 의회의 북한인권법 제정과 열악한 북한인권의 심각성을 전 세계에 알리는 데 기여했다는 평가를 받고 있습니다.
