도널드 트럼프 대통령은 미국이 추구하는 완전한 비핵화는 북한이 핵무기를 제거하는 것이라고 밝혔습니다. 북한과의 협상이 공정하거나 합리적이지 않으면 전임 행정부들과 달리 회담장을 떠날 것이라고 거듭 강조했습니다. 김영남 기자가 보도합니다.
트럼프 대통령은 자신이 원하는 완전한 비핵화는 북한이 핵무기를 제거하는 것이라고 밝혔습니다.
[녹취: 트럼프 대통령] “It means they get rid of their nukes. Very simple. They get rid of their nukes and nobody else would say. (It would) Be very easy for me to make a simple deal and claim victory, I don’t want to do that. I want them to get rid of their nukes.”
트럼프 대통령은 24일 백악관에서 에마뉘엘 마크롱 프랑스 대통령과 정상회담을 마치고 가진 공동 기자회견에서 완전한 비핵화의 뜻을 묻는 질문에 매우 간단하다면서 이렇게 답했습니다.
아울러 간단한 합의를 이룬 뒤 성공했다고 말하기는 매우 쉽겠지만, 자신은 이를 원하지 않는다며 북한이 핵무기를 제거하는 것을 원한다고 덧붙였습니다.
트럼프 대통령은 또 북한과 매우 개방적이고 훌륭한 방식으로 협상할 수 있기를 바란다고 말했습니다.
[녹취: 트럼프 대통령] “I hope that we will be able to deal in a very open and honorable fashion with North Korea. I started a process and when I did everybody thought I was doing it absolutely wrong but in the meantime for 25 years people have been dealing and nothing happened.”
자신이 이런 절차를 시작했고 이를 시작했을 당시 모든 사람들은 자신이 완전히 틀렸다고 생각했지만 지난 25년간 있었던 협상을 통해 어떤 일도 일어나지 않았다고 강조했습니다.
또한 현재 많은 일이 일어나고 있다며 매우 긍정적일 것으로 생각한다고 말했습니다.
[녹취: 트럼프 대통령] “A lot is happening right now, I can tell you that, Jeff. A lot is happening. And I think it is going to be very positive. And I hope it’s going to be very positive for North Korea and for South Korea and for Japan and for the rest of the world.”
이는 북한뿐만 아니라 한국과 일본, 그리고 전세계에 매우 긍정적인 일이 되길 바란다는 겁니다.
트럼프 대통령은 자신이 출발선으로 삼아야 할 필요가 없는 선에서 출발하고 있다며, 오래 전에 해결됐어야 할 일이라고 지적했습니다.
[녹취: 트럼프 대통령] “But I am starting at a level that frankly that I shouldn’t have had to start. This should have worked out a long time ago. This should have been worked out many years ago. We were discussing that we shouldn’t be having this kind of situation happen to the United States and the world. This should have been resolved by other presidents and by other leaders of other countries a long time ago.”
북한 문제는 미국의 다른 대통령이나 다른 국가들의 지도자들이 오래 전에 해결했어야 하는 문제라는 겁니다.
이어 과거에는 많은 양보들을 했지만 지금은 어떤 양보도 하지 않았다고 강조했습니다.
[녹취: 트럼프 대통령] “A lot of concessions have already been made. We have made no concessions. Despite some of the media saying that I have made concessions, I haven’t even discussed the concessions. Other than the fact that the meeting is a great thing, and I am sure that a lot of other people would have liked to have the position we are having.”
일부 언론에서는 본인이 양보를 했다고 하지만 양보를 논의한 적조차 없다는 겁니다.
그러면서도 만남을 갖는다는 것은 좋은 일이며 많은 사람들은 자신들이 미국의 현재 위치와 같은 상황이었기를 바랬다고 설명했습니다.
[녹취: 트럼프 대통령] “Other than the fact that the meeting is a great thing, and I am sure that a lot of other people would have like to have the position we are having. I would say that we have put the strongest sanctions on the country that we ever have put on any country by far.”
미국은 여태까지 어떤 국가에 가한 제재보다 강력한 제재를 북한에 가하고 있다는 겁니다.
이어 시진핑 중국 국가주석이 이 문제를 해결하는 데 매우 강력하게 미국을 돕고 있고, 북한과의 국경에서도 매우 강하게 대처하고 있다고 말했습니다.
[녹취: 트럼프 대통령] “China, President Xi, has been very strong in helping us to solve this problem and his case at the border. He is allowing very little to get through. I think that he is doing that for a number of reasons. We have a very good relationship and also it is very important in terms of trade, because I do play the trade card.”
트럼프 대통령은 중국이 북한 국경으로 아주 적은 규모만 반입되도록 돕고 있다고 설명했습니다.
이어 시 주석이 이렇게 행동하는 데는 여러 이유가 있다며, 두 사람이 매우 좋은 관계를 유지하고 있는 것과 자신이 무역 카드를 사용하기 때문이라고 덧붙였습니다.
트럼프 대통령은 북한과 관련한 최종 결과는 지켜보자며 좋은 일이 생길 수도 있고 모두 시간 낭비일 수도 있다고 말했습니다.
[녹취: 트럼프 대통령] “The end result is we’ll see. Maybe good things will happen and maybe we’re all wasting a lot of time. But hopefully it will be good for everybody concerned.”
하지만 걱정하고 있는 모든 사람들을 위해 좋은 일이 되길 바란다고 덧붙였습니다.
트럼프 대통령은 미국과 프랑스가 핵무기 확산을 방지하는 데도 협력하고 있다며 프랑스가 북한 정권에 대한 미국의 최대 압박 캠페인을 돕는 것에 감사하다는 입장도 밝혔습니다.
[녹취: 트럼프 대통령] “The United States and France are also cooperating to prevent the proliferation of nuclear weapons. We are grateful for France’s key partnership in our campaign of maximum pressure on the North Korean regime. As you know I will soon be meeting with Kim Jung-Un as we seek a future of peace, harmony and security for the whole Korean peninsula. And, in fact, for the whole world. However, in pursuit of peace we will not repeat the mistakes of past administrations; the campaign of maximum pressure will continue.”
이어 한반도 전체의 평화와 조화, 안전을 추구하기 위해 김정은과 곧 만날 것이라면서도 평화를 추구하는 과정에서 미국의 과거 행정부들과 같은 실수를 반복하지 않겠다고 강조했습니다. 그러면서 최대 압박 캠페인은 계속될 것이라는 입장도 재차 확인했습니다.
트럼프 대통령은 회견에 앞서 기자들과 만난 자리에서도 북한 문제를 언급하며 최대한 빨리 만나고 싶다는 입장을 북한으로부터 직접 들었다고 말했습니다.
[녹취: 트럼프 대통령] “We have been told directly that they would like to have the meeting as soon as possible. And we think that's a great thing for the world, that’s a great thing for North Korea, South Korea and Japan and France and everybody. And so we’re having very good discussion. Kim Jong Un was - he really has been very open and I think very honorable from everything we're seeing.”
이어 매우 좋은 논의를 갖고 있다며 현재 보여지는 모든 것으로 미뤄 김정은은 매우 열려 있고 훌륭하게 해오고 있다고 설명했습니다.
그러면서 북한 문제와 관련해 훌륭할 수도 있고 아닐 수도 있지만 지켜보자는 입장을 밝혔습니다.
[녹취: 트럼프 대통령] “We'll see where that all goes, maybe it will be wonderful, and maybe it won’t and if it’s not going to be fair and reasonable and good, I will unlike past administrations, I will leave the table. But I think we have the chance of do something very special with respect to North Korea, good for them, good for us, good for everybody.”
이어 공정하거나 합리적이지 않고 좋지 않다면 과거 행정부들과는 달리 자신은 회담 테이블을 떠날 것이라고 말했습니다.
그러면서도 북한과 관련해 매우 특별한 일을 할 수 있는 기회가 있다고 생각한다며 이는 북한과 미국, 그리고 모두에게 좋을 것이라고 설명했습니다.
