마이크 폼페오 국무장관은 대북 제재 이행이 이뤄지지 않으면 비핵화 가능성 역시 줄어든다며 모든 국가들에 제재 이행을 촉구했습니다. 북한은 비핵화와 관련해 어떤 행동을 해야 하는지 잘 알고 있다며 김정은 위원장은 전세계에 한 약속을 지켜야 한다고 거듭 강조했습니다. 김영남 기자가 보도합니다.
유엔 안보리 회원국들은 김정은 위원장이 약속한 것처럼 최종적이고 완전히 검증된 북한의 비핵화가 필요하다는 데 의견을 같이하고 있다고 폼페오 국무장관이 밝혔습니다.
[녹취: 폼페오 장관] “The countries of the Security Councils are united on the need for final fully verified denuclearization of North Korea as agreed to by Chairman Kim. Strict enforcement of sanctions is critical to our achieving this goal. Members of the UN Security Council and by extension all UN member states have unanimously agreed to fully enforce sanctions on North Korea and we expect them to continue to honor those commitments. When sanctions are not enforced the prospects of the successful denuclearization of North Korea are diminished. ”
폼페오 장관은 20일 유엔 본부에서 유엔 안보리 이사국들을 대상으로 비공개 브리핑을 실시한 뒤 가진 기자회견에서 이렇게 말했습니다.
이어 이런 목표를 달성하기 위해서는 엄격한 제재 이행이 대단히 중요하다며 유엔 안보리 이사국들과 모든 유엔 회원국은 북한에 대한 제재를 완전하게 이행하는 데 만장일치로 합의했다고 설명했습니다. 그러면서 제재가 이행되지 않는다면 북한의 성공적인 비핵화 가능성은 줄어든다고 강조했습니다.
폼페오 장관은 북한은 정제유를 불법으로 밀수하고 있고 거래량은 유엔이 설정한 상한선을 크게 초과한다고 지적했습니다.
[녹취: 폼페오 장관] “Right now, North Korea is illegally smuggling petroleum products into the country in the level far exceeds the quotas established by the UN. These illegal ship-to-ship transfers are the most prominent means why this is happening. These transfers happened at least 89 times in the first five months of this year, and they continue to occur.”
아울러 이런 일이 일어나고 있는 가장 큰 이유는 선박간 불법 환적 때문이라며 올해 첫 5개월동안에만 최소 89차례의 불법 환적이 이뤄졌고 여전히 계속되고 있다고 설명했습니다.
그러면서 미국은 모든 유엔 회원국에 선박간 불법 환적 행위를 멈춰야 할 의무가 있다는 점을 상기시킨다며 이행 노력 역시 강화할 것을 촉구한다고 말했습니다.
[녹취: 폼페오 장관] “The United States reminds every UN member state of its responsibility to stop illegal ship to ship transfers, and we urge them to step up their enforcement efforts as well. We must also crack down on other forms of sanctions evasions including the smuggling of coal by sea, smuggling by over land boarders, and the presence of North Korean guest workers in certain countries. North Korean cyber thefts and other criminal activities are also generating significant revenues for the regime and they must be stopped.”
또한 해상을 통한 석탄 밀수나 지상 국경을 통한 밀수, 그리고 일부 국가에 있는 북한 근로자들 문제를 포함한 다른 제재 회피 행위도 중단시켜야만 한다고 강조했습니다. 아울러 북한의 사이버 공격이나 다른 범죄 활동 역시 북한 정권에 큰 이익을 가져다 준다며 이 역시 멈춰야 한다고 덧붙였습니다.
폼페오 장관은 트럼프 대통령이 북한의 비핵화 가능성에 계속 낙관적이라며 자신 역시 그렇다고 말했습니다.
녹취: 폼페오 장관] “President Trump remains upbeat about the prospects of the denuclearization of North Korea. So do I. As progress is happening it is the President Trump’s hope that one day the DPRK could be our … here, at the UN, not as a pariah but as a friend. Imagine UNSC meetings in which the DPRK nuclear missile programs are not the agenda time and time again. We will be able to focus our energy on so many other problems that face our world.”
진전이 이뤄지고 있는 가운데 트럼프 대통령의 희망은 언젠가 북한이 고립국가가 아닌 친구로서 유엔에 참여하는 것이라는 설명입니다.
이어 북한의 핵.미사일 프로그램이 반복해서 유엔 안보리 회의의 의제에 오르지 않게 되는 상황을 상상해보라며 그렇게 된다면 세계가 직면한 매우 많은 문제들에 에너지를 집중할 수 있을 것이라고 덧붙였습니다.
폼페오 장관은 이런 상황이 현실이 되는 것을 가능하다고 믿는다면서도 그렇게 되기 위해서는 완전한 제재 이행이 필요하다고 거듭 강조했습니다.
[녹취: 폼페오 장관] “I believe that this reality is possible and so does the President Trump. But it will take full enforcement of sanctions for us to get there. It will also take Chairman Kim following through his personal commitments that he made to President Trump in Singapore. The path ahead is not easy, it will take time, but our hopes for safer world all of us and a brighter future for North Korea remains our objective and that hope endures. “
또한 김정은 위원장이 싱가포르에서 트럼프 대통령에게 직접 한 약속을 이행할 필요도 있다고 덧붙였습니다.
이어 앞으로의 길은 쉽지 않고 시간이 걸리겠지만 전세계가 더욱 안전해지는 것과 북한의 밝은 미래라는 희망은 여전히 미국의 목표이고 앞으로도 지속될 것이라고 말했습니다.
니키 헤일리 유엔주재 미국대사도 이날 공동기자회견에서 제재 이행의 중요성을 언급한 뒤 일부 국가들이 대북 제재 면제와 완화를 원하고 있다고 지적했습니다.
[녹취: 헤일리 대사] “What we have been seeing is that certain countries wanting to do waivers, certain countries saying let’s lift sanctions, certain countries wanting to do more and what I appreciate what Secretary Pompeo coming up and we continue to reiterate is we can’t do one thing until we see North Korea responds to the promise they will denuclearize. We need see some sort of actions so until that action happens the UNSC is going to hold tight, the international community we ask you to hold tight, as we go forward.”
하지만 북한이 비핵화하겠다는 약속에 부응하는 것을 볼 때까지는 어떤 것도 할 수 없다는 점을 거듭 강조한다고 설명했습니다.
그러면서 북한으로부터 행동을 보기 전까지 유엔 안보리와 국제사회는 (제재를) 단단히 유지해야 한다고 강조했습니다.
아울러 현재 직면한 문제는 일부 국가들이 법을 우회하겠다고 하는 점이라며 북한으로의 유류 반입 금지 규정에 위반이 발생하고 있다고 말했습니다. 또한 이런 불법적인 선박간 환적을 증명하는 사진들이 있다고 강조했습니다.
[녹취: 헤일리 대사] “The problem that we are encountering is that some of our friends decided that they want to go around the rules. You saw that there was violation of the oil ban, we have, as Secretary Pompeo said, seen 89 times, where that has happened. We have photographs of proofs of ship-to-ship transfers. And our friends what we decided was let’s come together and let’s make sure that this stops. So the US put yesterday a halt to all additional refined petroleum shipment to North Korea. China and Russia blocked it.”
그러면서 미국은 전날(19일) 북한으로의 추가 정제유 반입 전면 중단 방안을 제시했지만 중국과 러시아가 이를 막았다고 설명했습니다.
또한 러시아와 중국은 더 많은 정보가 필요하다고 주장하지만 더 이상의 증거는 필요 없다며 유엔 대북제재위원회는 필요한 것들을 다 갖고 있다고 말했습니다.
[녹취: 헤일리 대사] “They claim that they need more information. We don’t need any more information. Sanctions committee has what it needs, we all know it is going forward we put pressure today on China and Russia to abide to be good helpers through this situation. And to help us continue with denuclearization.”
이날 회의에서 중국과 러시아에게 좋은 조력자가 되고 비핵화와 관련해 계속 미국을 도우라는 압박을 가했다는 겁니다.
한편 폼페오 장관은 북한으로부터 어떤 움직임을 보기 원하느냐는 기자의 질문에 이는 매우 간단명료하다며 김정은 위원장이 트럼프 대통령뿐만 아니라 문재인 한국 대통령에게 비핵화할 준비가 돼 있다고 말한 점을 상기시켰습니다.
[녹취: 폼페오 장관] “It is really pretty straightforward, and it is not my description what needs to take place, Chairman Kim made the promise. Chairman Kim told not only President Trump but also President Moon that he was prepared to denuclearize. The scope and scale that was agreed to, the North Koreans understand what that means. There is no mistake about what the scope of denuclearization looks like. So what do we need to see? We need to see Chairman Kim do what he promised the world he would do.”
북한은 무엇을 해야 하는지 알고 있고 어떤 비핵화가 이뤄져야 하는지에 대해서는 오해가 없다는 겁니다.
폼페오 장관은 김정은 위원장이 전세계에 자신이 하겠다고 약속한 행동을 해야 한다고 덧붙였습니다.
