존 볼튼 백악관 국가안보보좌관이 북한에 비핵화를 위한 전략적 결정과 행동을 보여달라고 촉구했습니다. 트럼프 대통령이 김정은 국무위원장과의 좋은 관계를 유지하기 위해 김일성 주석의 생일을 축하했다는 사실도 공개했습니다. 함지하 기자가 보도합니다.
볼튼 보좌관이 북한의 핵무기 포기에 대한 ‘전략적 결정’을 거듭 강조했습니다.
[볼튼 보좌관] “We need to see the strategic decision and the conduct necessary to eliminate North Korea's nuclear and ballistic missile programs. This was a subject that President Trump and South Korean President Moon Jae-in discussed extensively when President Moon was at the White House last week. It's something that we're committed to.”
볼튼 보좌관은 17일 미 PBS 방송과의 인터뷰에서 ‘미국이 상호 조치를 취하도록 하기 위해 북한이 해야 할 조치가 무엇이냐’는 질문에 “미국은 북한의 핵과 탄도미사일 프로그램 제거에 필요한 전략적 결정과 행동을 볼 필요가 있다”고 답했습니다.
그러면서 “이는 문재인 한국 대통령이 지난주 백악관을 방문했을 당시 트럼프 대통령이 광범위하게 논의한 주제였으며, 우리가 전념하고 있는 부분”이라고 강조했습니다.
볼튼 보좌관은 “트럼프 대통령이 언급한 ‘빅딜’에 대해 북한이 나서지도 않고 수용하지도 않는 모습을 봤다”며 “그러나 가능성은 남아 있다”고 덧붙였습니다.
[볼튼 보좌관] “We have seen North Korea not come forward and accept what the president has called the big deal. But that possibility remains out there. And it's why the president is still willing to have a third summit with Kim Jong-un.”
한국 대통령이 제안한 단계적 접근법, 즉 ‘작은 조치’를 주고받는 게 무엇이 잘못됐느냐는 질문에는 “트럼프 대통령이 과거 실패한 협상전략을 따르지 않겠다는 점을 매우 명확히 했다”고 밝혔습니다.
[볼튼 보좌관] “The president's also made it very clear he's not going to follow negotiation strategies that have failed in the past. And so he has shown to the North Koreans, first in Singapore and more recently in Hanoi, the kind of economic future that could be in store for North Korea if they take the decision to give up their nuclear weapons. That door remains open. The president, as I say, is perfectly prepared to have a third summit. And so now I think we're waiting on North Korea to see if they're willing to take advantage of the president's offer.”
“따라서 트럼프 대통령은 처음엔 싱가포르에서, 더 최근엔 하노이에서 만약 북한이 핵무기를 포기하겠다는 결정을 할 경우 다가올 경제적 미래를 북한 측에 보여준 것”이라는 설명입니다.
그러면서 “현재 우리는 북한이 트럼프 대통령의 제안을 받아들일 용의가 있는지 여부를 기다리고 있다고 생각한다”고 덧붙였습니다.
볼튼 보좌관은 북한 문제 해결에 여전히 가능성이 남아 있다는 점도 강조했습니다.
[볼튼 보좌관] “Well, I think President Trump showed how determined he is to try and get to the big deal by his decision to walk away from a bad deal in Hanoi. So, really, the potential is there.”
“트럼프 대통령이 하노이에서 나쁜 협상으로부터 걸어 나가는 결정을 함으로써 ‘빅딜’을 이루려는데 얼마나 단호한지 보여줬다”는 겁니다.
따라서 “진정으로 가능성이 있다”고 볼튼 보좌관은 덧붙였습니다.
그러면서 “트럼프 대통령이 김정은과의 좋은 관계를 갖기 위한 노력을 지금보다 얼마나 더 할 수 있을 지 모르겠다”며 “트럼프 대통령은 (김정은 위원장에게) 사진들과 편지들을 보내고, 김정은의 할아버지인 김일성 주석의 생일인 4월15일에 생일 축하를 했다”고 말했습니다.
[볼튼 보좌관] “I don't know how President Trump can be more forthcoming in his efforts to have a good relationship with Kim Jong-un. He sends him pictures. He sends him letters. Happy birthday to Kim Jong-un's grandfather on his birthday on April the 15th. Really, this has been a full-court press by the president. And we will wait to see what Kim Jong-un does.”
볼튼 보좌관은 이 같은 트럼프 대통령의 행동이 “전면적인 압박 공세”라면서 “김정은이 어떻게 나오는지 지켜볼 것”이라고 밝혔습니다.
