조셉 던포드 미국 합참의장은 북한의 도발을 억지하기 위한 군사 태세를 강조하면서 “선박 간 환적을 막는 외교적 진로” 또한 지지한다고 밝혔습니다. 미-한 연합훈련의 조정이 동맹의 전쟁 수행 능력을 약화시키지 않았다고도 강조했습니다. 안소영 기자입니다.
조셉 던포드 합참의장은 미군의 임무는 북한의 도발을 억지하고 억지력이 실패했을 경우 대응하기 위한 충분한 힘을 확실히 갖도록 하는 것이라고 밝혔습니다.
[녹취: 던포드 합참의장]"We look North Korea through the lens of the capability they represent. Our job is to make sure we have sufficient forces to deter provocation."
던포드 합참의장은 29일 워싱턴의 브루킹스 연구소에서 ‘국가 안보 위협’을 주제로 열린 토론회에 참석해 “우리는 북한이 가하는 (군사) 역량이라는 렌즈를 통해 북한을 바라본다”면서 이렇게 말했습니다.
이어 “우리는 유엔 안보리 결의에 위배되는 석유제품의 선박 간 환적을 저지함으로써 외교적 경로 또한 지지한다”고 설명했습니다.
[녹취: 던포드 합참의장]"We are also supporting a diplomatic track by disrupting ship to ship transfers of petroleum products that are inconsistent with UN Security council resolutions."
또한 한반도 비핵화를 위한 평화적 해법을 협상하는 현재의 틀과 관련해서는 트럼프 대통령과 마이크 폼페오 장관과 완전히 보조를 같이 한다며, “완전히 지지한다”는 입장을 거듭 강조했습니다.
던포드 합참의장은 미-한 연합군사훈련의 축소와 관련해 두 나라 동맹은 오늘 밤이라도 싸울 수 있는 역량을 갖췄다는데 변함이 없다고 말했습니다.
[녹취: 던포드 합참의장] “In support the diplomatic track, we have reduced the public affairs profile of the exercises. And we have gone to what I would describe without getting too esoteric to a mission essential task based assessment and readiness. So we’ve looked at the MST for every organization on the peninsula. And we develop the two year planning training plan to make sure that those units could be ready.”
다만 외교적 경로를 위해 억지력과 관련한 훈련을 조정한 것이라며, 한반도에 대규모 병력을 증강시키는 훈련 기간을 줄였다고 설명했습니다.
또한 이를 보완하기 위해 준비 태세를 유지하기 위한 2년 단위의 훈련 계획을 마련했을 뿐 아니라, 대대급 규모의 군사 훈련 등에도 아무 변화가 없다고 강조했습니다.
[녹취: 던포드 합참의장] “I would tell you is that the squadron in the battalion level, there has been no change to training on a peninsula. And of course that is the fundamental building block of the ability to integrate combined arms. And so the exercise program is designed to ensure continuity and the ability to execute the campaign.”
아울러 훈련 프로그램은 작전 계획의 지속성과 실행력을 보장하는데 맞춰져 있다고 덧붙였습니다.
던포드 합참의장은 이어 로버트 에이브럼스 주한미군사령관도 현 연합훈련 체제에 불편함을 느끼면, 재조정될 것이라는 점을 인지하고 있다고 덧붙였습니다.
[녹취: 던포드 합참의장] “General Abrams knows, our commander on a peninsula right United States Forces Korea Combined Forces Korea, he know that at the moment, he becomes uncomfortable with the frame work that we have in place right now to maintain readiness, hee needs to come back to us and we’ll make an adjustment.”
그러면서 미-한 연합훈련의 축소는 동맹의 전쟁 준비 태세를 약화시키지 않았다는 점을 매우 확신한다고 강조했습니다.
