유럽연합은 북한의 탄도미사일 발사와 관련해 북한이 모든 미사일 시험발사에 대한 모라토리엄을 재개해야 한다고촉구했습니다. 1월 안보리 의장국인 노르웨이는 북한의 계속되는 대량살상무기와 탄도미사일 개발에 우려를 표시했습니다. 안소영 기자가 보도합니다.
유럽연합(EU)은 5일 북한의 탄도미사일을 발사와 관련해 북한이 탄도미사일 기술을 이용한 모든 발사를 중단하고 모든 미사일 시험 발사에 대한 ‘모라토리엄’을 재개해야 한다고 촉구했습니다.
[EU 대변인] “The repeated launch of missiles by the DPRK goes against international efforts to resume dialogue and engage in actions to help its people. The EU calls on the DPRK to comply with its obligations under UN Security Council Resolutions and refrain from all actions that undermine the environment for dialogue. The DPRK must cease all launches using ballistic technology and resume its moratorium on all missile testing.”
EU 대변인은 북한의 탄도미사일 발사에 대한 VOA의 논평 요청에 북한의 거듭된 미사일 발사는 대화를 재개하고주민을 돕기 위한 행동에 관여하려는 국제적 노력에 역행하는 것이라고 지적하면서 이같이 밝혔습니다.
그러면서 EU는 북한이 유엔 안전보장이사회 결의에 따른 의무를 준수하고 대화 환경을 훼손하는 모든 행동을 삼갈 것을 촉구한다고 말했습니다.
아울러 북한이 유엔 안보리 결의를 준수할 때까지 대북제재를 엄격히 이행할 것이라는 점도 분명히 했습니다.
[EU 대변인] “The EU is committed to the objective of the DPRK abandoning its weapons of mass destruction, ballistic missile and existing nuclear programmes in a complete, verifiable and irreversible manner. Until the DPRK complies with its obligations under UN Security Council Resolutions, the EU will continue to implement sanctions strictly while encouraging the international community to do the same.“
EU는 북한이 완전하고 검증 가능하며 되돌릴 수 없는 방식으로 대량살상무기와 탄도미사일, 기존 핵 프로그램을 포기하도록 하는 목표에 전념하고 있으며, 북한이 유엔 안보리 결의에 따른 의무를 준수할 때까지 계속 제재를 엄격히 이행하는 한편 국제사회도 그렇게 하도록 독려할 것이라는 겁니다.
EU 대변인은 또한 북한이 미국과 한국이 표명한 외교에 건설적으로 대응하고 비핵화를 향한 행동에 관여할 것을촉구한다고 덧붙였습니다.
[EU 대변인]”The EU urges the DPRK to respond constructively to the readiness for diplomacy expressed by the United States and the Republic of Korea and engage in actions towards denuclearisation.”
유엔은 북한의 이번 발사와 관련해 북한에 대화를 재개할 것을 촉구했습니다.
[녹취: 두자릭 대변인]”Secretary-General is aware of the report. He reiterates his call for the DPRK to resume talks with the other parties concerned. Diplomatic engagement remains the only pathway to sustainable peace and complete and verifiable denuclearization of the Korean Peninsula.”
스테판 두자릭 유엔 대변인은 5일 정례브리핑에서 북한의 미사일 발사에 대한 논평 요청에 안토니우 구테흐스 사무총장이 관련 보도를 인지하고 있다고 말했습니다.
그러면서 구테흐스 사무총장이 북한에 관련국들과의 대화를 재개할 것을 촉구하는 기존 입장을 재차 밝혔다고 전했습니다.
두자릭 대변인은 외교적 관여가 지속 가능한 평화와 한반도의 완전하고 검증 가능하며 되돌릴 수 없는 비핵화를 위한 유일한 방안으로 남아 있다고 강조했습니다.
유엔 안보리 1월 의장국인 노르웨이는 북한의 미사일 발사에 우려를 표시했습니다.
[유엔주재 노르웨이 대표부]” In our national capacity, Norway is concerned about the DPRKs continued development of weapons of mass destruction and ballistic missiles, and the dangers this poses to peace and stability in the region and beyond. Norway is fully committed to the denuclearization of the Democratic People`s Republic of Korea (DPRK) and to international efforts aimed at strengthening the global non-proliferation regime of nuclear weapons. Norway stands firmly behind all relevant resolutions of the Security Council.”
유엔주재 노르웨이대표부는 5일 북한 발사에 대한 VOA의 논평 요청에 북한의 계속되는 대량살상무기와 탄도미사일 개발과 이 무기들이 역내와 그 외 지역의 평화와 안정에 제기하는 위험에 대해 우려하고 있다고 밝혔습니다.
그러면서 노르웨이는 북한의 비핵화와 핵무기 비확산 체제 강화를 위한 국제사회 노력에 전념하고 있으며 모든 안보리 관련 결의를 확고히 지지한다고 덧붙였습니다.
[유엔주재 노르웨이 대표부]”As President of the Security Council, Norway will continue to advance the goals of the Council and the sanctions regime against the DPRK which are the complete, verifiable and irreversible denuclearisation of the Korean Peninsula in a peaceful manner and to get the DPRK back to the negotiation table with the aim of a peaceful and comprehensive solution. The unity of the Council is important for achieving the goal of denuclearisation of the DPRK, and to create space for diplomatic initiatives, to secure lasting peace and stability on the Korean Peninsula and throughout the region. Norway seeks to work to maintain and advance consensus and ensure the full and effective implementation of the measures adopted by the Security Council.”
노르웨이대표부는 이어 유엔 안보리 의장국으로서의 대북 목표에 대해서도 언급했습니다.
노르웨이는 한반도의 완전하고 검증가능하며 되돌릴 수 없는 비핵화라는 안보리와 대북제재 체제의 목표를 평화적으로 진전시키고, 북한을 평화적이고 포괄적인 해결을 목표로 한 협상 테이블로 복귀시킬 것이라는 겁니다.
그러면서 북한 비핵화 목표를 달성하고 한반도와 역내의 지속적 평화와 안정 확보를 위한 외교적 이니셔티브 공간을 만드는 데 안보리의 단합이 중요하다고 덧붙였습니다.
이어 노르웨이는 안보리가 채택한 조치의 완전하고 효과적인 이행을 유지하고 보장하기 위해 노력하고 있다고 설명했습니다.
한편 일본의 기시아 후미오 총리는 기자들과 만난 자리에서 북한이 지난해 이후 연속으로 미사일을 발사했다며 이번 북한 미사일 발사에 깊은 유감을 표했다고 NHK 등 일본 언론이 전했습니다.
중국 정부는 북한의 탄도미사일 발사에 대해 각국의 신중한 대응을 촉구하며 원론적 입장을 재확인했습니다.
왕원빈 중국 외교부 대변인은 정례브리핑에서 현재 상황에서 관련국들은 큰 흐름을 주목하고 언행에 신중해야 한다면서 대화와 협상의 올바른 방향 유지와 한반도 문제의 정치적 해결 추진을 강조했습니다.
