미국의 외교, 국방 수장들이 한국, 일본과 연쇄 전화 회담을 갖고 북한의 대륙간탄도미사일(ICBM) 발사에 대한 평가와 향후 대응 방안을 논의했습니다. 미한일 3국 장관들은 북한의 ICBM 발사를 규탄하고 유엔 안보리 추가 조치 등 단호한 대응과 미한일 3각 협력의 중요성에 동의했습니다. 조은정 기자가 보도합니다.
토니 블링컨 미 국무장관이 24일 정의용 한국 외교장관과 통화에서 “북한의 24일 탄도미사일 발사가 유엔 안보리 결의들에 대한 명백한 위반이라고 규탄했다”고 네드 프라이스 국무부 대변인이 밝혔습니다.
[네드 프라이스 미 국무부 대변인] “Secretary Blinken condemned the DPRK’s March 24 ballistic missile launch as a clear violation of multiple UN Security Council resolutions. Secretary Blinken and Foreign Minister Chung discussed how the launch, which follows at least two ICBM tests earlier this year, demonstrates the threat the DPRK’s unlawful weapons of mass destruction and ballistic missile programs pose to the DPRK’s neighbors and the broader international community. Secretary Blinken reaffirmed the U.S.-ROK Alliance as the linchpin of peace, security, and prosperity in the Indo-Pacific and beyond, and committed to trilateral cooperation with the Republic of Korea and Japan towards the complete denuclearization of the Korean Peninsula. He said the United States’ commitment to the defense of the Republic of Korea and Japan remains ironclad.”
프라이스 대변인은 24일 발표한 성명에서 “두 장관은 최소한 2차례의 ICBM 시험의 뒤를 이은 이번 발사가 북한의 불법 대량살상무기와 탄도미사일 프로그램이 이웃 나라들과 역내 전체에 미치는 위협을 보여준다는 점에 대해 논의했다”고 밝혔습니다.
이어 “블링컨 장관은 미한 동맹이 인도태평양 지역과 그 너머의 평화, 안보, 번영의 핵심축이라는 점을 재확인했고, 한반도의 완전한 비핵화를 위한 미한일 삼각 협력에 전념할 것이라는 점을 밝혔다”고 말했습니다.
또 블링컨 장관이 한국과 일본에 대한 미국의 방위 공약이 여전히 철통 같다는 점을 확인했다고 밝혔습니다.
네드 프라이스 대변인은 블링컨 장관이 24일 하야시 요시마사 일본 외무상과도 통화하고 다수의 유엔 안보리 결의를 위반하는 북한의 탄도미사일 발사를 함께 규탄했다고 밝혔습니다.

Blinken spoke today with Japanese Foreign Minister Hayashi Yoshimasa and they jointly condemned the DPRK’s March 24 Intercontinental ballistic missile launch as a clear violation of multiple UN Security Council resolutions. This provocation, which follows two ICBM tests earlier this year, further demonstrates the threat the DPRK’s unlawful weapons of mass destruction and ballistic missile programs pose to the DPRK’s neighbors and the broader international community. Secretary Blinken reaffirmed the U.S.-Japan Alliance as the cornerstone of peace, security, and prosperity in the Indo-Pacific and beyond, and committed to trilateral cooperation with Japan and the Republic of Korea towards the complete denuclearization of the Korean Peninsula. 프라이스 대변인에 따르면, 블링컨 장관은 미일 동맹이 인도태평양 지역과 그 너머의 평화, 안보, 번영의 초석이며, 미국이 한반도 비핵화를 위한 미한일 삼각 협력에 전념하고 있다고 밝혔습니다.
한편 웬디 셔먼 부장관도 24일 최종건 한국 외교부 1차관과 모리 다케오 일본 외무성 사무차관과 통화하고 북한의 24일 대륙간탄도미사일(ICBM) 발사에 대응한 계속된 미한일 삼각 협력을 논의했다고 프라이스 대변인은 밝혔습니다.
[프라이스 대변인] “Deputy Secretary of State Wendy Sherman spoke today with ROK First Vice Foreign Minister Choi Jong Kun and Japanese Vice Foreign Minister Mori Takeo about continued trilateral U.S.-ROK-Japan cooperation regarding the DPRK March 24 intercontinental ballistic missile launch, which was a clear violation of multiple United Nation Security Council resolutions. Deputy Secretary Sherman and her counterparts jointly condemned the DPRK’s increasingly escalatory launches and called on the DPRK to stop its destabilizing actions and return to diplomacy. The Deputy Secretary also reaffirmed the ironclad U.S. commitment to the defense of the ROK and Japan. Deputy Secretary Sherman stressed the importance of close coordination with our allies and partners to address the threats posed by the DPRK and to advance our shared objective of the complete denuclearization of the Korean Peninsula.”
프라이스 대변인은 세 나라 차관들이 “북한의 긴장을 더욱 고조시키는 발사들을 공동으로 규탄하고 북한이 불안정을 야기하는 행동을 중단하고 외교로 돌아올 것을 촉구했다”고 전했습니다.
이어 “셔먼 부장관은 북한이 제기하는 위협에 대응하고 한반도의 완전한 비핵화라는 공동의 목표를 진전시키기 위해 동맹, 파트너들간 긴밀히 협력이 중요하다고 강조했다”고 프라이스 대변인은 밝혔습니다.
■ 오스틴 국방장관, 한∙일 국방장관과 전화회담
미 국방부는 24일 ‘로이드 오스틴 국방장관과 서욱 한국 국방장관의 통화에 관한 공동성명’을 내고 “두 장관이 24일 보안 전화로 통화하면서 북한의 최근 대륙간탄도미사일(ICBM) 발사들에 대한 평가와 대응 조치를 논의했다”고 밝혔습니다.
이어 “오스틴 장관이 미국의 한국에 대한 방위 공약이 여전히 철통같다는 점을 확인했다”고 덧붙였습니다.
[미 국방부 성명] “On March 24, Secretary of Defense Lloyd J. Austin and Minister of National Defense Suh Wook held a secure call to discuss assessments and response measures for DPRK’s recent ICBM launches. Secretary Austin affirmed that the U.S. commitment to the defense of the ROK remains ironclad. The two leaders strongly condemned today’s missile launch and shared a common understanding that DPRK’s missile launches pose a serious threat to the peace and stability of not only the Korean Peninsula and the Indo-Pacific region, but also to the entire world. They also concurred that recent DPRK launches are a clear violation of UNSC resolutions, and demonstrate that DPRK has ended its self-imposed moratorium on ICBM launches, which was made as a promise to the international community. They also agreed that firm responses, including further actions from the UNSC are necessary.”
미 국방부는 “두 장관이 북한의 24일 미사일 발사를 강력히 규탄했으며, 북한의 미사일 발사가 한반도와 역내는 물론 전 세계의 평화와 안정에 심각한 위협을 제기하는 행위라는 점에 의견을 같이했다”고 밝혔습니다.
또 “두 장관은 북한의 최근 미사일 발사들이 유엔 안보리 결의들을 명백히 위반했으며, 북한이 국제사회에 약속한 ICBM발사 유예를 스스로 파기했다는 점에 동의했다”고 밝혔습니다.
특히 “두 장관은 안보리 추가 조치를 포함한 단호한 대응이 필요하다는데 의견을 함께 했다”고 밝혔습니다.
이에 더해 “두 장관은 앞으로 미한 군사 당국자들 간 긴밀한 협의를 이어갈 것을 약속했으며, 강력한 미한 연합 방위 태세를 유지하는 것이 중요하다는데 동의했다”고 밝혔습니다.
또한 “미한일 삼각 협력을 더 심도있게 논의하고, 한반도의 완전한 비핵화 달성을 위한 노력을 이어갈 것에 합의했다”고 말했습니다.
오스틴 국방장관은 이날 기시 노부오 일본 방위상과도 전화 회담을 통해 북한 미사일 발사에 대한 평가를 공유했습니다.
미 국방부는 보도자료에서 두 장관이 “역내 평화와 안전 유지를 위한 미일 동맹의 결의를 확인하고 북한의 핵과 탄도미사일 프로그램이 제기하는 위협에 대응하기 위해 통화했다”고 밝혔습니다.

They agreed upon the seriousness of today’s missile launch, which landed within Japan’s Exclusive Economic Zone. The two leaders shared a common understanding that DPRK’s missile launches, which are a clear violation of UNSC resolutions, pose a serious threat to the peace and stability of not only the Indo-Pacific region, but also the entire world. They also agreed on the importance of trilateral defense cooperation with the ROK, in addition to ongoing bilateral coordination between the U.S. and Japan, to respond to the DPRK threat, and to continue efforts to achieve the complete denuclearization of the Korean Peninsula.”
이어 “두 장관은 북한의 최근 ICBM 발사들에 대한 평가를 공유하고 대응 방법을 논의했다”며 “일본의 배타적경제수역(EEZ)에 낙하한 24일 미사일 발사의 심각성에 동의했다”고 밝혔습니다.
또 “두 장관은 북한의 최근 미사일 발사들이 유엔 안보리 결의들을 명백히 위반했으며, 한반도와 역내는 물론 전 세계의 평화와 안정에 심각한 위협을 제기하는 행위라는 점에 의견을 같이했다”고 밝혔습니다.
이에 더해 “두 장관은 북한의 위협에 대응하고 한반도의 완전한 비핵화를 달성하기 위해, 미일간 계속되는 양자적 조율에 더해 한국과의 삼각 협력의 중요성에 동의했다”고 밝혔습니다.
한편 성김 미 국무부 대북특별대표와 노규덕 한국 외교부 한반도평화교섭본부장도 유선 협의를 통해 유엔 안보리 차원의 조치를 비롯한 단합된 대응에 힘을 모으기로 했다고 한국 외교부는 밝혔습니다.
양측은 북한의 ICBM 발사가 북한이 약속한 모라토리엄의 파기이자 다수의 유엔 안보리 결의를 명백히 위반한 것임을 지적하고 이를 강력히 규탄했습니다.
아울러 이번 발사가 한반도뿐 아니라 국제사회 전체에 대한 심각한 위협으로서 단호한 대응이 필요하다는 데 의견을 같이 하고, 북한이 추가적인 긴장 고조 행위를 즉각 중단할 것을 촉구했습니다.
양측은 미한 동맹의 굳건한 연합 방위태세를 유지하는 가운데 앞으로 유엔 안보리 차원의 조치를 비롯한 국제사회의 단합된 대응을 위한 미한 간 빈틈없는 공조를 강화해 나가기로 했습니다.
한국 외교부는 한국의 노규덕 외교부 한반도평화교섭본부장과 후나코시 다케히로 일본 외무성 아시아대양주 국장도 별도로 유선 협의를 가졌다고 밝혔습니다.
