국무부는 북한이 도발을 계속하면 상응 조치를 이어갈 것이라고 경고했습니다. 북한이 대화에 나서라는 미국의 제안을 거절한 채 무기 프로그램 개발을 우선시하고 있다고 비판했습니다. 함지하 기자가 보도합니다.
네드 프라이스 국무부 대변인은 북한의 신형 전술유도무기 시험발사를 강하게 비판하면서 북한이 치르게 될 대가를 강조했습니다.
[녹취: 프라이스 대변인] “These launches, these tests have demonstrated that the DPRK continues to prioritize its WMD and ballistic missile programs at the expense of regional and international security. And in response to these provocations in whole and in part, we have taken a series of diplomatic economic and military measures. We've detailed them in some depth, both from here and throughout this administration. Our actions are intended to make clear to the DPRK that its escalatory behavior has consequences. Those consequences will continue as long as the DPRK continues with its provocations.”
프라이스 대변인은 18일 정례브리핑에서 북한의 무기 시험발사와 관련한 논평 요청에 “이러한 발사와 (무기) 실험들은 북한이 역내 그리고 국제사회 안보를 희생시키면서 대량살상무기와 탄도미사일 프로그램을 계속 우선시한다는 점을 보여줬다”고 답했습니다.
이어 “우리는 이러한 도발에 전체적 또 부분적으로 대응해 일련의 외교적, 경제적 그리고 군사적 조치를 취했다”며 “우리의 행동은 북한의 고조되는 행동에는 상응하는 결과가 따른다는 것을 분명히 하기 위한 것”이라고 설명했습니다.
또한 “북한이 도발을 계속하는 한 그런 결과는 계속될 것”이라고 경고했습니다.
프라이스 대변인은 “(미국) 국방부가 이번 발사에 대한 성명을 낸 것으로 알고 있고, 국방부는 북한이 장사정포를 시험발사했다는 북한의 성명을 알고 있다는 점을 언급했다”며 북한이 언급한 ‘신형전술유도무기’를 ‘장사정포’로 표현했습니다.
[녹취: 프라이스 대변인] “I know that the Department of Defense issued a statement on this. They noted that the department was aware of the DPRK statement that they conducted a test of a long range artillery system. As you know we're closely monitoring the situation on the Korean Peninsula and we have warned of the possibility of additional potential provocations from the DPRK.”
아울러 “우리는 한반도 정세를 예의주시하고 있고 북한의 추가 도발 가능성도 경고했다”면서 성 김 국무부 대북특별대표가 현재 한국을 방문 중임을 상기시켰습니다.
특히 성 김 대표와 웬디 셔먼 국무부 부장관, 토니 블링컨 국무장관 모두 정기적으로 한국과 일본 측 대화상대와 양자적, 혹은 3자적으로 관여하고 있다면서 “우리는 이 모든 관여 속에서 북한에 외교의 문이 닫혀 있지 않고 여전히 열려 있으며 북한이 불안정한 행동을 중단하는 대신 그들이 해 본 적이 없는 관여의 길을 선택할 필요가 있다는 점을 분명히 하기 위해 노력했다”고 말했습니다.
[녹취: 프라이스 대변인] “Sung Kim, Deputy Secretary Sherman, Secretary Blinken have engaged regularly, bilaterally with our ROK counterparts, bilaterally with our Japanese allies, trilaterally with our ROK and Japanese allies. Together, we have in all of those engagements, sought to make very clear to the DPRK that the door to diplomacy is not closed, that it does remain open but that the DPRK needs to cease its destabilizing actions and instead choose the path of engagement something it has not yet done. We are willing to listen to the full range of the DPRK has concerns, but this can only happen through dialogue. And the DPRK has not yet given any concrete indications that it is open to this dialogue.”
이어 “우리는 북한의 모든 우려에 귀를 기울일 용의가 있지만 이는 대화를 통해서만 일어날 수 있다”며 “북한은 아직 이 대화에 열려 있다는 구체적인 징후를 보이지 않고 있다”고 지적했습니다.
프라이스 대변인은 “안타깝게도 우리의 초대에 응하지 않은 건 북한”이라며 “대신 그들은 최근 몇 주 동안 대륙간탄도미사일(ICBM) 발사를 포함한 일련의 도발을 저질러왔다”고 말했습니다.
[녹취: 프라이스 대변인] “Unfortunately, it is the DPRK that has failed to respond to our invitations and instead they've engaged in this series of provocations including the ICBM launches in recent weeks. We have worked with our allies in the region. We've worked with our allies well beyond the region and we've worked in the UN context to make clear our condemnation of these recent ballistic missiles, missile tests, each of which was in violation of multiple U.N. Security Council resolutions.”
이어 “우리는 지역을 뛰어넘는 우리의 동맹과 협력했고 유엔에서도 최근 탄도미사일 발사와 미사일 실험에 대한 규탄을 분명히 하기 위해 노력해 왔다”며 북한의 미사일 시험발사가 여러 유엔 안보리 결의에 대한 위반이라는 점도 거듭 확인했습니다.
프라이스 대변인은 최근 미국이 작성한 유엔 안보리 대북 결의안 초안에 중국이 반대한다는 지적에 대해 “우리는 가까운 동맹인 일본, 한국뿐 아니라 역내 이해 당사국을 포함한 다른 관련국들과도 관여해 왔고, 물론 중국은 중요한 이해 당사국”이라고 밝혔습니다.
[녹취: 프라이스 대변인] “We have engaged not only with our close allies, Japan and the ROK, but also with other stakeholders including regional stakeholders. And of course, the PRC is an important regional stakeholder. We recently had a meeting with the PRC special envoy for the DPRK. It's important that we continue to engage partners like the PRC on this, given that the PRC does wield a good degree of leverage with the DPRK.”
이어 최근 성 김 대표 등이 류샤오밍 중국 한반도 사무특별대표와 회동한 사실을 상기시키면서 “중국이 북한에 상당한 영향력을 행사하는 점을 감안할 때 우리가 중국과 같은 파트너들과 계속 관여하는 건 중요하다”고 프라이스 대변인은 설명했습니다.
