미 국방부는 북한이 또다시 탄도미사일을 발사한 것에 대해 중대한 우려를 표시했습니다. 한국과 일본과 긴밀히 협의하고 있다며 동맹의 준비태세를 강조했습니다. 박동정 기자가 전해드립니다.
미 국방부는 4일 북한의 계속되는 도발에 깊이 우려하고 있다고 밝혔습니다.
[녹취: 커비 대변인] “We're still very deeply concerned about these tests and the provocative nature of their continuing ballistic missile program. And that is why again, we have it not just the United States, but the international community has condemned these provocations. They're violations of UN Security Council resolutions. That's why we have called for the North to sit down again without precondition and have a discussion. And it's also why we continue to focus on the readiness of our alliances, our alliances in Japan, and meeting today with the minister of defense and our alliances with our South Korean allies as well there on the peninsula.”
존 커비 국방부 대변인은 이날 정례브리핑에서 지난해에 비해 두 배로 증가한 북한의 미사일 발사 빈도와 관련한 질문에 “우리는 여전히 이런 시험과 계속되는 탄도미사일 프로그램의 도발적인 성격에 대해 매우 깊이 우려하고 있다”고 말했습니다.
이어 “그것이 단지 미국뿐 아니라 국제 사회가 이런 도발과 유엔 안전보장이사회 결의 위반을 규탄해 온 이유”라고 밝혔습니다.
그러면서 “우리가 북한에 전제 조건 없이 마주 앉아 논의하자고 촉구했고, 또한 우리가 한국과 일본 등 동맹의 준비태세에 계속 집중하는 이유도 바로 그 때문”이라며 미일 국방장관 회담을 거론했습니다.
커비 대변인은 “우리는 이번 발사를 여전히 분석하고 있다”며 “우리는 어제 탄도미사일 발사에 대해 확실히 인지하고 있다”고 말했습니다.
또한 “동맹인 일본, 한국은 물론 역내 다른 파트너와 긴밀히 협의하고 있다”고 밝혔습니다.
[녹취: 커비 대변인] “Well, we're still analyzing this launch, we're certainly aware of a ballistic missile launch yesterday and we're consulting closely, as you might expect with Japan, and with our South Korean allies as well as other partners in the region. So, I don't want to I don't have anything more on this launch. As for timing, I don't think we can say specifically that it's time for anything in particular. There's never a good time quite frankly, for the DPRK to conduct these kinds of tests-and that's the larger point.”
조 바이든 미국 대통령의 방한을 앞둔 시점에서 이번 발사에 뭔가 특별한 점이 있는지에 대해선 “시기와 관련해 특별히 어떤 것이 필요한 때라고 구체적으로 말할 수 없다고 생각한다”고 설명했습니다.
아울러 “북한이 뭔가를 하기에 좋은 시기는 결코 없다”며 “역내 동맹, 파트너와 협의할 것이고 계속해서 무슨 일이 일어났는지 평가할 것”이라고 말했습니다.
[녹취: 커비 대변인] “I think with each test, Court, they learn, even if it's failure. And again, we're still assessing this one, so I'm not going to get into the details of it. But with each test, they learn and with each test, they try to improve and sometimes they actually do. So, when we talk about greater. I think that's what we're all talking about. And we would agree that the threat from North Korea continues to increase because they continue to learn because they continue to adapt their program. It would be foolish not to to assess that the threat they're posing is actually increasing over time.”
커비 대변인은 “북한이 매번 실험을 통해 배우고, 가끔은 실제로 향상한다”며 “북한으로부터의 위협이 계속 증가하는 이유는 그들이 계속 실험하며 계속 배우고 프로그램을 계속 조정하기 때문”이라고 지적했습니다.
이어 "시간이 지날수록 그들이 제기하는 위협이 증가한다고 평가하지 않는 것은 어리석을 일일 것”이라고 말했습니다.
앞서 미 인도태평양사령부도 4일 북한의 탄도미사일 시험 발사를 규탄한다고 밝혔습니다.
[인도태평양사령부] “We are aware of the DPRK’s ballistic missile launch today and are consulting closely with the Republic of Korea (ROK) and Japan, as well as other regional allies and partners. The United States condemns these actions and calls on the DPRK to refrain from further destabilizing acts.”
인도태평양사령부는 이날 성명에서 “우리는 오늘 북한의 탄도미사일 발사를 인지하고 있으며, 한국과 일본, 다른 동맹·파트너와 긴밀히 협의하고 있다”고 말했습니다.
그러면서 “미국은 이러한 행동을 규탄하고 북한에 더 이상의 불안정한 행동을 자제할 것을 촉구한다”고 강조했습니다.
이어 “우리는 이번 발사가 미국이나 동맹의 병력과 영토에 즉각적인 위협이 되지 않는다고 평가하지만 상황을 계속 주시할 것”이라고 덧붙였습니다.
[인도태평양사령부] “While we have assessed that this event does not pose an immediate threat to U.S. personnel, territory, or that of our allies, we will continue to monitor the situation. The U.S. commitment to the defense of the ROK and Japan, remains ironclad.”
인도태평양사령부는 “미국은 여전히 미국 본토와 동맹국을 방어할 준비가 돼 있다”며 “한국과 일본 방어에 대한 미국의 의지는 여전히 철통같다”고 강조했습니다.
이보다 앞서 인도태평양사령부는 3일 VOA에 보낸 이메일에서 “인도태평양사령부는 역내 안보를 보장하기 위해 최고 수준의 준비태세를 유지하고 있다”고 밝혔습니다.
[인도태평양사령부 대변인] “U.S. Indo-Pacific Command Joint Force maintains the highest level of readiness to ensure security in the region. While we won't speak to matters of intelligence or specific force protection / force posture measures, we’ve been very clear on our commitment to the defense of the ROK, Japan, and the U.S. homeland, and our commitment to uphold regional peace and stability. We remain committed to our shared objective of the complete denuclearization of the Korean Peninsula.”
인도태평양사령부 대변인은 이날 강화된 대북 정보·감시·정찰 (ISR) 수집 활동과 미사일 방어대비태세와 관련한 질문에 이같이 답변했습니다.
이 대변인은 “우리는 정보 또는 특정 전력 보호/전력 태세 조치에 대한 문제와 관련해 언급하지 않는다”면서도 “우리는 한국과 일본, 미국 본토 방어에 대한 우리의 약속과 역내 평화 및 안정을 유지하겠다는 우리의 약속을 매우 분명하게 밝혀왔다”고 강조했습니다.
아울러 “우리는 한반도의 완전한 비핵화라는 공동의 목표에 여전히 전념하고 있다”는 원칙을 재확인했습니다.
