미 국무부는 북한의 미사일 발사들이 여러 안보리 결의에 대한 모욕이라고 지적하며 책임 규명이 중요하다고 밝혔습니다. 북한의 도발을 용납할 수 없으며 상응하는 대응이 따를 것이라는 분명한 신호를 보내야 한다는 점도 강조했습니다. 조은정 기자가 보도합니다.
네드 프라이스 국무부 대변인은 5일 정례브리핑에서 유엔 안보리 새 대북 결의 추진과 관련해 한국, 일본 등과 우선적으로 논의하고 있다고 밝혔습니다.
[녹취: 프라이스 대변인] “In the first instance, we're having these discussions with our treaty allies in the Indo-Pacific. We've talked about our ironclad commitment to the defense of the Republic of Korea and to Japan as well. And so, in the aftermath of these most recent provocations including the three ICBM launches and the ballistic missile launches this week, we have continued those conversations with our allies. But we are also discussing this with a broader set of allies and partners around the world that includes in New York, where our ambassador there, Ambassador Linda Thomas-Greenfield and her team have been engaged on the challenge that is posed by North Korea's ballistic missile and its nuclear weapons program.”
프라이스 대변인은 안보리에서 대북 추가 제재안이 채택될 전망을 묻는 질문에 “우선 먼저 인도태평양의 조약 동맹들과 이러한 논의를 하고 있다”며 “우리는 더불어 한국과 일본에 대한 철통 같은 공약도 말했다”고 밝혔습니다.
그러면서 “최근 북한의 3차례 대륙간탄도미사일(ICBM) 발사와 이번 주 탄도미사일 발사 이후 우리는 동맹들과 대화를 이어갔다”고 말했습니다.
또 “전 세계의 동맹들과 파트너들과도 논의하고 있다”며 뉴욕에서는 린다 토머스-그린필드 대사와 미국 대표부가 북한의 탄도미사일과 핵무기 프로그램이 제기하는 도전에 관여하고 있다고 설명했습니다.
이어 안보리에서 새로운 대북 결의를 추진하는 취지를 설명했습니다.
[녹취: 프라이스 대변인] “So we're not going to get ahead of any steps that the UN might take or the UN Security Council might take, but we do think that accountability is important. We do think it's vital that the international community and our allies as well as partners around the world, send a very clear signal to the DPRK that these types of provocations won't be tolerated, they won't improve its strategic positioning, and the world will respond accordingly.”
프라이스 대변인은 “유엔이나 안보리가 취할 조치에 대해 앞서가지 않겠지만, 우리는 책임규명이 중요하다고 생각한다”고 밝혔습니다.
이어 “북한의 도발을 용납하지 않을 것이며 (도발이) 북한의 전략적 위치가 개선되지도 않을 것”이라며 “전 세계는 북한의 행동에 상응한 대응을 할 것이라는 분명한 신호를 국제사회와 동맹과 파트너들이 보내는 것이 중요하다”고 강조했습니다.
프라이스 대변인은 북한의 탄도미사일과 핵무기 프로그램이 국제 평화와 안보에 대한 도전이라는 점을 분명히 했습니다.
[녹취: 프라이스 대변인] “It is a challenge. It is a threat to international peace and security that the UN Security Council and its members have recognized in the past. The UN Security Council and its members including all five permanent members in the past have signed on to a string of UN Security Council resolutions. That's precisely why the ballistic missile launch this week, the ICBM launches in recent weeks have been an affront to multiple UN Security Council resolutions.”
프라이스 대변인은 “유엔 안보리와 안보리 이사국들이 그 위협을 과거에 인정했고, 5개 상임이사국을 포함한 이사국들은 일련의 안보리 결의들에 서명했다”고 지적했습니다.
그러면서 “바로 그 때문에 이번 주 탄도미사일 발사와 최근 몇 주간 대륙간탄도미사일 발사들은 여러 유엔 안보리 결의안들을 모욕하는 것”이라고 덧붙였습니다.
프라이스 대변인은 북한의 도발에 대한 책임을 미국 탓으로 돌리는 중국에 대한 논평 요청에는 “반응하지 않겠다”고 밝혔습니다.
[녹취: 프라이스 대변인] “I'm not going to react to the Chinese reaction especially to one like that, what I will say is that the PRC and the DPRK equally know where we stand on this. We harbor no hostile intent towards the DPRK. It is our goal as it is the goal of other allies and partners in the region and around the world to see the complete denuclearization of the Korean Peninsula. We believe we can affect that through diplomacy and dialogue. That is what we seek to have. We have made very clear to the DPRK, we've made very clear publicly to all of you that we are prepared to engage in that dialogue towards the end of the complete denunclearization of the Korean Peninsula. In the absence of discussions with the DPRK, we are engaged concertedly with our allies, Japan and the Republic of Korea, but also with allies and partners around the world.”
프라이스 대변인은 “다만 밝히고 싶은 것은 중국과 북한 모두 우리의 입장을 안다”며 “우리는 북한에 대해 적대적 의도를 가지고 있지 않다”고 말했습니다.
그러면서 “우리와 역내 동맹과 파트너들의 목표는 한반도의 완전한 비핵화이고, 우리는 외교와 대화를 통해 영향을 미칠 수 있다고 믿는다”고 말했습니다.
프라이스 대변인은 “북한과 여러분 모두에게 분명히 밝힌 것은 한반도 비핵화라는 목표를 위해서 우리가 대화에 관여할 준비가 돼 있다는 점”이라고 말했습니다.
아울러 “북한과 논의가 없는 상황에서 우리는 동맹인 일본과 한국은 물론 다른 동맹과 파트너들과도 합심해 관여하고 있다”고 말했습니다.
