미 국무부, 북한 '방역전 승리' 주장에 "백신 지원 제안 수용해야"..."북 핵실험 모든 비상상황 대비"

미국 국무부는 ‘코로나 방역전 승리’를 주장한 북한 당국이 주민들을 위한 국제사회 백신 지원 제안을 수용해야 한다고 강조했습니다. 북한의 7차 핵실험 가능성과 관련해선 모든 비상 상황에 대비하고 있으며 장단기 군사대비태세를 조정할 준비가 돼있다고 밝혔습니다. 함지하 기자가 보도합니다.

국무부는 북한이 신종 코로나바이러스와 관련한 국제사회 지원 노력에 동참할 것을 촉구했습니다.

베단트 파텔 국무부 수석부대변인은 11일 전화브리핑에서 ‘북한의 신종 코로나바이러스 방역전 승리 주장’에 대한 VOA의 논평 요청에 “우리는 신종 코로나바이러스가 북한 주민들에게 어떤 영향을 미칠지 매우 우려한다”고 답했습니다.

[녹취: 베단트 파텔 미 국무부 수석부대변인] “Look, we are very concerned about how covid-19 could affect the North Korean people, and we continue to support the provision of vaccines to the DPRK. To this end, we strongly support and encourage the efforts of international aid and health organization in seeking to prevent and contain the spread of covid-19 in the DPRK and to provide other forms of humanitarian assistance to vulnerable groups in the country.”

이어 “미국은 북한에 대한 백신 제공을 계속 지원하고 있다”며 “이를 위해 우리는 북한 내 신종 코로나바이러스 확산을 방지하고 필요할 경우 억제하면서 북한 주민들에게 다른 형태의 인도적 지원을 제공하려는 미국과 국제 구호단체, 보건기구의 노력을 강력히 지지하고 독려한다”고 밝혔습니다.

다만 파텔 부대변인은 “북한은 지금까지 ‘코백스’의 모든 백신 기부를 거부했다”며 “우리는 북한 내 가장 취약한 계층에 대한 중요한 인도적 지원을 목표로 하는 국제적 노력에 대한 지원을 계속하고 있다”고 강조했습니다.

[녹취: 파텔 부대변인] “To date, DPRK has refused all vaccine donations from COVAX. We continue to support international efforts aimed at the provision of critical humanitarian aid to the most vulnerable North Koreans. Should the DPRK request vaccines, we stand ready to offer them and we urge and reiterate for the DPRK to work with the international community to facilitate the rapid vaccination of its population.”

그러면서 “북한이 백신을 요청할 경우 우리는 백신을 제공할 준비가 돼 있다”며 “우리는 주민들의 신속한 백신 접종을 촉진하기 위해 북한이 국제사회와 협력할 것을 거듭 촉구한다”고 파텔 부대변인은 말했습니다.

파텔 부대변인은 ‘북한의 신종 코로나바이러스 방역 완화 조치가 7차 핵실험으로 이어질 수 있느냐’는 질문에 대해선 “미국은 북한이 풍계리 핵 실험장에서 7차 핵실험을 준비하고 있는 것으로 평가한다”는 기존의 입장을 재확인했습니다.

[녹취: 파텔 부대변인] “The U.S. assesses the DPRK is preparing its Punggye-ri test site for what would be its seventh nuclear test. This assessment is consistent with the DPRK own public statements. We are preparing for all contingencies in close coordination with our Japanese and ROK allies. Furthermore, we are prepared to make both short and longer term adjustments to our military posture as appropriate.”

이어 “이 평가는 북한의 자체적인 공개 성명과도 일치한다”며 “우리는 한국, 일본과 긴밀히 조율하면서 모든 비상 상황에 대비하고 있고, 더 나아가 적절한 장단기 군사대비태세를 조정할 준비가 돼있다”고 덧붙였습니다.

파텔 부대변인은 “우리는 핵 프로그램에 대한 (북한) 정권의 강화된 수사에 우려한다”면서 “7차 핵실험은 중대한 긴장고조 행위로 여겨지고, 역내와 국제 안정은 물론 안보에 심각한 위협을 가하며, 우리 세계의 비확산 노력을 약화시킬 것”이라고 지적했습니다.

[녹취: 파텔 부대변인] “We're concerned by the regime's strengthened rhetoric around its nuclear program. Seventh nuclear test since 2017 would constitute a grave escalatory action and seriously threaten regional and international stability as well as security not to mention, undermine our planet's nonproliferation efforts.”

파텔 부대변인은 최근 중국이 미국의 고고도미사일방어체계(THAAD·사드)에 반대하며 한국에 ‘3불1한’ 정책을 요구한 것과 관련해선 사드가 한국의 자위적 방어 수단이라는 점을 강조했습니다.

[녹취: 파텔 부대변인] “On THAAD, we believe that that is a prudent and limited self-defense capability designed to counter DPRK weapons programs. Criticism or pressure on the ROK to abandon its self-defense is inappropriate. The United States and the ROK made an alliance decision to deploy THAAD to the ROK as a purely defensive measure to protect the ROK and its people from armed attack and to protect alliance military forces from the DPRK as weapons of mass destruction and ballistic missile threats.”

“미국은 사드가 북한의 무기 프로그램에 대응하기 위해 고안된 신중하고 제한적인 자위적 방어 역량이라고 믿고 있다”는 설명입니다.

그러면서 “한국에 대해 자위적 방어 수단을 포기하라고 비판하거나 압박하는 것은 부적절하다”며 “미국과 한국은 한국과 한국 국민들을 무력 공격으로부터 보호하고 북한의 대량살상무기와 탄도미사일 위협으로부터 동맹군을 보호하기 위한 순전히 방어적인 목적으로 사드를 한국에 배치하겠다는 동맹의 결정을 내렸다”고 강조했습니다.
