미국과 일본 국방장관이 북한의 핵 위협 등에 직면한 미일 동맹은 평화와 안보의 초석이라고 밝혔습니다. 미국은 일본에 대한 강력한 확장억제 공약을 재확인했습니다. 함지하 기자가 보도합니다.
로이드 오스틴 미국 국방장관은 일본에 대한 미국의 방위 공약을 거듭 확인했습니다.
오스틴 장관은 12일 워싱턴에서 열린 미일 국방장관 회담 전 모두 발언에서 “오늘날 우리는 타이완 해협과 일본 주변 해역에서의 중국의 강압적 행동에 깊이 우려하고 있으며 일본과 이웃국가에 대한 북한의 도발에도 깊이 우려한다”고 말했습니다.
[녹취: 오스틴 장관] “Today, we remain deeply concerned by China's coercive behavior in the Taiwan Strait and in the waters surrounding Japan. We're also deeply concerned with North Korea's provocations towards Japan and its neighbors. And we condemn Russia's cruel, unprovoked and unjustifiable war of choice against Ukraine. Facing these challenges, our alliance remains a cornerstone of peace and security in the Indo-Pacific and beyond.”
이어 “우크라이나에 대한 러시아의 잔인하고 이유 없는 부당한 전쟁을 규탄한다”며 “이러한 도전에 직면한 우리의 동맹은 인도태평양과 그 너머에서 평화와 안보의 초석으로 남아있다”고 밝혔습니다.
아울러 “호주, 한국과 같은 파트너와의 협력에 고무돼 있다”면서 “모든 범위의 재래식과 핵 역량을 제공하는 미국의 확장억제를 포함해 일본에 대한 우리의 변함없는 공약을 재확인하고 싶다”고 강조했습니다.

하마다 야스카즈 방위상은 “확장억제에 대한 미국의 약속에 고무적”이라는 입장을 밝혔습니다.

하마다 방위상은 전날 미일 외교∙국방장관 회담에서 논의한 내용을 상기시키며 “핵무기를 둘러싼 역내 상황은 그 어느 때보다 중요해졌다”고 말했습니다.
그러면서 “중국의 급속하고 불투명한 핵무기 개발과 핵과 미사일 기술에 대한 북한의 중대한 발전이 그 사례”라고 덧붙였습니다.
하마다 방위상은 “미국의 핵 역량이 어떻게 운용돼야 하는지를 포함해 이러한 당면 과제 해결을 위해 깊이 있는 논의를 하길 바란다”고 말했습니다.
오스틴 장관과 하마다 방위상은 이날 모두 발언 뒤 열린 회담에서 양국의 다양한 국방 현안을 논의했습니다.
패트릭 라이더 미 국방부 대변인은 이날 발표한 보도자료에서 “오스틴 장관은 일본의 2022년 국가안전보장전략∙국가방위전략∙방위력정비계획에 대한 전폭적인 지지를 표명하고, 서남 도서 지역을 포함한 자국 방어를 강화하고 반격 역량을 보유하기로 한 일본의 결정을 환영했다”고 전했습니다.
[국방부 보도자료] “Expressing full support for Japan’s 2022 National Security Strategy, National Defense Strategy, and Defense Buildup Program, Secretary Austin welcomed Japan’s decision to strengthen its defense, including in its Southwest Islands, and to acquire counterstrike capabilities. The two leaders reaffirmed the necessity of optimizing Alliance force posture and enhancing our response capabilities through readjustments in the laydown of U.S. forces in Japan, in accordance with the basic tenets of the 2012 Realignment Plan.”
이어 “두 장관은 2012년 재배치 계획의 기본 원칙에 부합하는 주일미군 재조정을 통한 동맹 전력 태세 최적화와 대응 역량 강화의 필요성을 재확인했다”고 덧붙였습니다.
아울러 “양측은 미일 동맹의 역사적 단계의 일환으로 오는 2025년까지 고도의 정보와 감시, 정찰, 대함, 수송 역량은 물론 연합 태세 계획을 갖춘 제12해병연안연대(MLR)의 일본 주둔을 예고했다”고 밝혔습니다.
[국방부 보도자료] “They heralded the stationing of the 12th Marine Littoral Regiment in Japan by 2025, with advanced intelligence, surveillance, and reconnaissance, anti-ship, and transportation capabilities, as well as associated posture initiatives as a historic step for the U.S.-Japan Alliance. Secretary Austin underscored the unwavering U.S. commitment to the defense of Japan, including U.S. extended deterrence provided by the full range of conventional and nuclear capabilities. The Ministers affirmed that the Alliance is stalwart in the face of challenges and steadfast in support for shared democratic values and norms that underpin the rules-based international order.”
라이더 대변인에 따르면 오스틴 장관은 모든 범위의 재래식과 핵 역량을 제공하는 미국의 확장억제를 포함한 일본 방위에 대한 미국의 변함없는 약속을 강조했습니다.
또 두 장관은 도전에 직면한 상황 속에서도 동맹은 굳건하며, 규칙에 기반한 국제질서를 뒷받침하는 공통의 민주적 가치와 규범을 지지하는 데 있어서도 동맹이 확고하다고 확인했습니다.
라이더 대변인은 “양측은 연구개발시험평가사업(RDT&E)과 공급확보협약(SOSA)에 대한 양해각서(MOU) 체결로 공동개발 기회와 공급망 보안협력이 확대된 것을 환영했다”고 밝혔습니다.
[국방부 보도자료] “They welcomed increased co-development opportunities and supply chain security cooperation with the signing of the Memorandum of Understanding for Research, Development, Test and Evaluation Projects (RDT&E) and the Security of Supply Arrangement (SOSA). Both leaders reaffirmed the strategic alignment between the United States and Japan, as well as our shared goals to modernize the Alliance, bolster integrated deterrence, and ensure a free and open Indo-Pacific region in collaboration with like-minded partners.”
아울러 “두 장관은 미국과 일본 사이의 전략적 연계는 물론 동맹을 현대화하고 통합 억지력을 강화하며, 역내에서 뜻을 같이 하는 나라들과 협력해 자유롭고 개방적인 인도태평양을 보장하겠다는 공동의 목표를 재확인했다”고 덧붙였습니다.
